About this file

This is a Questions and Answers document for the Hood and Duct Cleaning Services solicitation at Luke Air Force Base, Arizona. The document provides clarifications and responses to contractor inquiries submitted during the RFQ process, addressing technical specifications, scope requirements, and procedural questions related to the hood and duct cleaning services procurement.

The Q&A file supplements the original RFQ issued by 56 CONS at Luke AFB under solicitation number FA488726Q0036. Responses to submitted questions were released by the close of business on August 21, 2026, as announced in the initial solicitation notice. This document serves as an amendment to the RFQ and provides authoritative guidance to all potential offerors on requirements interpretation and evaluation criteria. Contractors were required to acknowledge receipt and understanding of all solicitation materials, including the Q&A responses, when submitting their proposals. The Q&A document is integral to the procurement package and ensures all bidders operate with consistent information regarding the hood and duct cleaning services requirements at the Air Force installation.

Questions Hood and Duct Cleaning

1. Do I need to price only the published CLINs X001–X005, with the deferred facilities added later by bilateral modification upon activation; or submit pricing for CLINs X006 and X007 as separate line items, and if so, in what format?

a. Only the published CLINs need to be priced. The deferred facilities will be priced during a bilateral modification upon completion of construction.

2. Is the correct building number 945 or 545, given that Appendix A and paragraph 1.13 differ?

a. Correct Building number is 545.

3. Contract line-item X003 in each ordering period identifies the monthly cleaning requirement as "Bldg B2200." Appendix A of the Performance Work Statement identifies the monthly-frequency facility as Building 2202, with two hood canopies, two duct systems, and two up-blast exhaust fans. May the Government confirm the correct building number, and confirm that the equipment inventory to be priced under line-item X003 is the two hoods, two ducts, and two fans shown in Appendix A?

a. Correct building is 2202 and 2 hoods, 2 ducts, & 2 fans.

4. May the Government describe the process by which the contractor obtains and carries authorization for this required documentation photography, including whether authorization is coordinated through the Contracting Officer's Representative, whether advance notification to Security Forces or the affected Facility Manager is required, and whether any restrictions apply to rooftop photography or to the devices used?

a. Contractor is cleared to take pictures of all kitchen exhaust systems; in fact, they are required to.

5. May the Government confirm whether it requires the contractor or its personnel performing this repair scope to hold any Arizona trade, contractor, or mechanical license, or any other credential beyond the certification and training requirements stated in Performance Work Statement paragraphs 1.3 and 1.5, and if so, whether evidence of that credential must be furnished with the quotation or upon award?

a. This contract includes routine repair and maintenance of hood and duct exhaust systems. The contractor shall perform all necessary repairs to ensure operational compliance and system integrity. All such repair work must be performed by technicians holding current and valid licenses as required by Arizona state and local laws for specific trade. All repair work shall be coordinated with, and approved by, the Contracting Officer (CO) or COR prior to execution.

6. The solicitation states that all HAZMAT must be pre-approved by the HMP 30 days prior to work. Will the Government provide a 30-day mobilization/transition period post-award to allow the contractor to secure these chemical approvals before the first physical cleaning performance is required?

a. Contractor will have any grace period needed for the approval from HAZMAT.

7. CLIN 0005 (Kitchen exhaust repairs) is structured as '1 Lot' for an estimated 6 repairs per year. To ensure a fair and level evaluation, will the Government provide a plug-in dollar amount (allowance) for this CLIN, or should offerors estimate this FFP based on historical data? If the latter, could the Government provide the historical scope of these routine repairs (e.g., fan belt replacements, hinge installations)?

a. Repairs will be made as they come up during the contract period, no need for contractor to estimate the cost of said repairs, the Government will use funds in this CLIN to pay for repairs.

8. To ensure accurate pricing in compliance with the Service Contract Act (SCA), are the cleaning services for the specified facilities expected to be performed during standard business hours, or will they require after-hours, night, or weekend execution to avoid disrupting kitchen operations?

a. Cleaning will be scheduled with facility managers and can be during the day or at night, whichever is best for the facility.

9. Will the Government provide the contractor with free access to water and electricity at each facility for the cleaning operations?

a. Government will provide water and electricity.

10. Additionally, is there an on-site grease trap or designated disposal site for the wastewater generated during the cleaning process, or must the contractor containerize and haul all wastewater off base?

a. No on base disposal for waste.

11. The evaluation criteria states that Past Performance will be evaluated based on an SPRS rating of Green or better. Are offerors required to submit past performance project descriptions or references as part of their quote, or will the Government rely solely on the SPRS database for this evaluation?

a. No past performance requirements have to be submitted with the quote.

12. For CLIN 5 should we include the fan belts and hinge kits that need to be replaced, as well as any access panels that may need to be installed? The access panel requirement would depend on the kitchen duct diagram and whether we are able to obtain clear access to the duct. If you have the kitchen duct diagram available, could you please share it with us?

a. CLIN 5 is used for once repairs arise after award. It does not need a priced value currently.

13. The workload table provides the number of hoods, ducts, and fans for each facility, but it does not list hood dimensions, approximate duct lengths/dimensions, or system square footage. If available, could you please provide any existing measurements, drawings, previous cleaning reports, or photos of the exhaust systems that may assist with accurate pricing? If that information is unavailable, please let us know whether a site walkthrough can be arranged before the quote deadline

a. . No information about sizes available.

14. . The solicitation does not appear to specify a page limit or formatting requirements for the technical quote. Could you confirm whether any page limit, font, margin, or formatting requirement applies, or whether the technical quote may be submitted in any reasonable, clearly organized format?

a. There is no page limit and there are no formatting requirements that the quote must be submitted as.

15. CLIN 0003 and the corresponding option-year CLINs identify Building 2200 for monthly service, while PWS Appendix A identifies Facility 2202. Please confirm the correct building number that offerors should use for pricing and performance.

a. Correct Building number for the Golf Course is 2200.

16. PWS paragraph 1.13 identifies Hensman Dining Hall as Building 545, while the Appendix A note references Building 945. Please confirm the correct building number.

a. Correct building number for Hansman Dining hall is 545.

17. PWS paragraph 1.13 states that the deferred facilities may be activated through a bilateral contract modification, while the Appendix A note states that they may be activated at the unilateral discretion of the Government. Please confirm which method will govern.

a. It will be a bilateral modification.

18. Quote submission instructions: Any required email subject line or file-naming convention; Accepted file formats and applicable file-size limits; and whether the signed SF 1449, technical response, and completed pricing schedule should be provided as separate attachments or combined into one file? Quotation due to time and time zone.

a. Sept 8tht at 1:00PM EST is the due date. There are no specific file size limits, and the formatting can be separate attachments. You can email it to aniyah.jackson@us.af .mil and jacqueline.aranda@us.af.mil

19. SCLS labor classification: The attached wage determination does not appear to contain a classification specifically titled for kitchen-exhaust-cleaning technicians. Please confirm whether the Government expects offerors to use a particular listed labor classification for the cleaning and repair personnel, or whether the applicable conformance process should be used when no listed classification accurately describes the work.
