About this file
This document includes a solicitation for shuttle bus services and drivers to transport attendees between Luke Air Force Base and various parking lots during the Luke Days 2024 Airshow on March 23-24, 2024. The solicitation seeks pricing for shuttle buses, drivers, mileage, fuel, supervision, and insurance to execute continuous shuttle routes between the base and lots located up to 6 miles away. Offerors must indicate if they will claim or waive an evaluation preference for HUBZone small businesses. All questions are due by February 15, 2024 and will be answered and posted for all potential offerors. The contracting agency is the Department of the Air Force Air Education and Training Command. Pricing should account for estimated attendance of 40,000 people per day requiring buses to be loaded to capacity during peak hours with departures as needed when attendance is slower.

Question and Answers
FA488724Q0009 – Shuttle Bus Services
1. Do you have a schedule for pick up and drop off?
It will be a shuttle service, continuous laps unless no riders (schedule will allow for breaks)
2. How many riders will be expected on both days?
It is unknown how many riders will be expected on both days as different cars hold a different amount of people and we can only estimate how many people will attend. It is estimated there will be approximately 40,000 people each day for a total of 80,000 people. Buses will be loaded to capacity during peak hours and then during slower periods will depart as needed.
3. Do the drivers need any specific badge to get onto the base?
Drivers will have to be approved on a Base Entry Letter at least 2 weeks in advance.
4. What is the insurance amount needed for this requirement?
Vehicular liability or general public liability insurance generally in the amount of $1M.
5. Do you have a previous bid tabulation from last year?
No, this is the first year we are soliciting for this requirement.
6. Will this be a net 30 pay structure?
Please see DFARS Clause 252.232-7006 within the solicitation for payment instructions. Pay structure is net 30 days.
7. To be able to provide the best quote (miles/fuel), how will we determine which Lot to quote or give a quote for each?
The furthest lot is 6 miles away. A rough estimate would be 2-4 laps per hour dependent upon attendance. Some lots are only 3 miles away, but we will not assign buses to lots until we have all buses contracted for and have a total bus count and we know how many cars are attending based on pre-sale tickets and day of sale tickets. Bus schedules will likely be determined the week prior up to the day of. Unfortunately, we cannot determine miles/fuel based on these unknowns.
