00126-Jan-21Proposal submittalWould the Government please consider extending 3 to 4 more weeks to submission date?5-Feb-21The Government reserves the right to extend the proposal due date. A determination will be made based on feedback from interested parties.PKBLaValley, Chad
00226-Jan-21Pre-proposal conferenceOur question was in regards to that initial $500k-$800k backlog of work and the "man power" it would take based on the time frame you're looking at to have that work completed. In your professional opinion, do you think we should set aside 3-5 men, 10+ men, etc., and how much of that backlog is for Tuthill and Gila Bend? We just want to make sure we pull enough of our men right out the gate and dedicate them to those 3 locations.8-Feb-21There is going to be an array of different work tasks. Manpower will solely be dependent on task needing to be completed. However, currently in the que there are 12 work tasks for Gila Bend, 12 work tasks for Ft Tuthill, and 930 work tasks for Luke AFB.CEOERMello, William
00326-Jan-21Pre-proposal conferenceWhat is the required timeframe to complete the first $500-$800k backlog work Mr. Joshua Wolery spoke of during our Pre-Proposal-Conference?29-Jan-21There is going to be an array of different work tasks. Manpower will solely be dependent on task needing to be completed. However, currently in the que there are 12 work tasks for Gila Bend, 12 work tasks for Ft Tuthill, and 930 work tasks for Luke AFB.CEORMello, William
00426-Jan-21What are the minimum AZROC state licensing requirements for the main contractor and subcontractors as it relates to each specialty trade?10-Feb-21Contractors are not required to be licensed in the state of AZ, but must follow all Federal, State, and local laws and regulations. Contractor will need to maintain valid states license(s) for applicable work in accordance with the statement of work.PKBLaValley, Chad
00526-Jan-21HistoricalWhat percent of work will be performed at Fort Tuthill Recreation Area in Flagstaff, AZ?
How often are you men sent there for M&R related work?29-Jan-21We send folks up there on an as needed basis. Gila Bend has a BOS contract that typically does most of their work tasks. However, currently in the que there are 12 work tasks for Gila Bend, 12 work tasks for Ft Tuthill, and 930 work tasks for Luke AFB.CEOERMello, William
00626-Jan-21Solicitationpg. 22-23/Section 52.211-12 Liquidated Damages-Construction. 2000-09 (a)GeneralIf the Contractor fails to complete the work within the time specified in the contract, the Contractor shall pay liquidated damages to the Government in the amount of $339.90 First Day / $272.86 Following Days for each calendar day of delay until the work is completed or accepted. Question: Is the liquidated damages clause related to the contract in its entirety OR is this broken down for each task order and/or each progress payment?5-Feb-21The inclusion or exclusion and amount of Liquidated Damages will be determined at the Task Order level. Clause 52.211-12 will modified to read "To Be Determined at the Task Order Level"PKBLaValley, Chad
00726-Jan-21SOWpg. 14/Section 10/Storage ShedGeneralThere is NO REQUIREMENT for the contractor to establish and maintain a management office on Luke AFB, AZ. If the contractor would like to establish and maintain an on-base management office, lot space will be provided if available.

Question: Are we able to do a site visit and view the facility/management office?

5-Feb-21There is not a designated space or facility that is being provided by the Government. If the contractor would like to establish and maintain an on-base management office, lot space will be provided if available. If the contractor wants to place a trailer on base it will be at the contractor’s expense, in addition to the cost of providing any utilities to the trailer.PKBLaValley, Chad
00826-Jan-21SOWpg. 17/Section 23/Schedule of work 23.1/23.2General23.1 The designated contractor work hours shall be between the hours of 7:00 a.m. to 4:00 p.m., Monday through Friday. Federal holidays that fall within the work week will not be considered work days. Whenever a Federal holiday falls on Saturday or Sunday, the preceding Friday or following Monday shall be observed as a holiday.

23.2 Prior to the contractor performing any work during hours other than those specified in paragraph 23.1, the contractor shall submit a written request to the COR for approval by the CO. Requests for deviation shall be submitted no less than 24 hours prior to the time the contractor desires to work.

Question: Is there flexibility as it relates to days of the week and hours of access outside those listed above for common, unforeseen issues that may arise while in the middle of a job? In this line of work, more often than not, unexpected problems arise that require more time during that current work day that can’t be postponed.

5-Feb-21
Prior to the contractor performing any work during hours other than those specified in paragraph 23.1, the contractor shall submit a written request to the COR for approval by the CO. Requests for deviation shall be submitted no less than 24 hours prior to the time the contractor desires to work. In the event of unforeseen conditions, the contractor shall notify the COR and CO as soon as possible and nonstandard hours will be determined on a case by case basis.PKBLaValley, Chad
00926-Jan-21Attachment 6 - Price SchedulePricingQuestion: How do we determine specifications for different line items in the price schedule?

Variations in pricing can be extreme when dealing with different products specifications, i.e., lighting fixtures, sweat vs. compression vs. threaded plumbing valves.

10-Feb-21Offerors should complete Attachment 6 - Price Schedule to the best of their ability. Task Order line items that are not found in the Price Schedule will utilize the current year RSMeans Database and the successful offerors RSMeans Coefficient to determine price. Task Order line items that are not found in the Price Schedule or current year RSMeans Database may be issued as a Non-Priced Item and will be negotiated on a case by case basis. After a Non-Priced Item is negotiated and used in a Task Order, it shall be added to the Price Schedule and considered a pre-priced item on subsequent Task Orders.PKBLaValley, Chad
01026-Jan-21BondingCan you tell me if you will consider the performance & payment bonds of our teaming partner and/ subcontractors for this project? As the magnitude for this (M&R) contract is between $5,000,000.00 and $10,000,000.00.5-Feb-21Bonding is required to be submitted by the Prime Contractor. In the event an offeror is a Joint Venture, the bonding would be required to be submitted by the Joint Venture, not the individual teaming partners or associated subcontractors.PKBLaValley, Chad
01126-Jan-21SolicitationBondingThe SF1442 states that a bid bond is not required to be submitted with our proposal.5-Feb-21In Accordance with Solicitation FA488721R0009, page 1, block 13 b., an offer guarantee is not required.PKBLaValley, Chad
01226-Jan-21Attachment 6 - Price ScheduleGeneralFor line items in attachment j that are not listed in the RS means data base, how shall a bidder price these5-Feb-21Offerors should complete Attachment 6 - Price Schedule to the best of their ability. After the Non-Priced Item is negotiated and used in a Task Order, it shall be added to the Price Schedule and considered a pre-priced item on subsequent Task Orders.PKBLaValley, Chad
01326-Jan-21Attachment 6 - Price ScheduleGeneralShould the ordering year columns in attachment J increase, stay the same or decrease each year by using the yearly RSmeans data base and city cost indexes or are you wanting us to do this based off the current RS Means Historical Cost Indexes?

Using the data base and city cost indexes would eliminate the need for these columns.

Using the historical cost indexes would lead to assumptions, since we won’t have historical data to use for ordering year 2, 3, 4 and 5 and may not be accurately depicted.27-Jan-21Offerors are encouraged to forecast to the best of their ability. The Government is not dictating line item pricing or the RS Means Coefficient needs to increase, decrease, or stay constant.PKB/CEOERGrimes, Bailey
01426-Jan-21SOWGeneralWhat is the required response time for a work order/service call?10-Feb-21The M&R contract should not have to perform level 1 and 2 Priorities. This is due to Emergencies being downgraded to 3A or lower once a temporary repairs are completed. At this point in time the Performance for each task order should begin within 5 business days of notification, material lead time not withstanding.PKBGrimes, Bailey
01526-Jan-21Attachment 20 - Price Evaluation worksheetGeneralWill we need to complete a attachment 20 for each area of work (Luke Air Force Base, Gila Bend AF Auxiliary Field and Fort Tuthill Recreation Area) or will we use the Phoenix City Cost Index adjustment for each area?1-Feb-21Offerors are encouraged to forecast to the best of their ability. The Government is not dictating line item pricing or the RS Means Coefficient needs to increase, decrease, or stay constant. In addition, (1) Price Schedule and (1) RSMeans Coefficient will be utilized for all Task Orders issued under this IDIQ utilizing the Phoenix CCI.PKBLaValley, Chad
01628-Jan-21GeneralSection L 2.1.2 states that the cumulative total cost on the price schedule (Attachment 6) shall be inserted into CLIN 0001 section B of the solicitation as the offers price, however Section M 1.2 states that the total evaluated price will be evaluated utilizing the Price Evaluation Worksheet (Attachment 20) and the price schedule (Attachment 6) will be used to evaluate reasonableness and balance. Please confirm which worksheet will be used to evaluate the offerors total proposed cost.5-Feb-21Attachment 6 - Price Schedule, will be completed by offerors to include their RSMeans Coefficient and will be used by the Government for evaluation of price reasonableness. Attachment 20 - Price Evaluation Worksheet, will be completed by offerors to include their Price Schedule Cumulative Pricing and will be used by the Government for evaluation of the offerors total evaluated price. Attachment 6 - Price Schedule, of the successful offeror will be incorporated into the contract for use to price all Task Orders awarded under this IDIQ.PKBLaValley, Chad
01728-Jan-21GeneralIs the price schedule (attachment 6) being used for evaluation purposes only as stated in section M 1.2 or will the line item costs be used by the awardee to price future projects under this contract?5-Feb-21Attachment 6 - Price Schedule, of the successful offeror will be incorporated into the contract for use to price all Task Orders awarded under this IDIQ. Attachment 20, Price Evaluation worksheet, will be utilized for evaluation purposes only.PKBLaValley, Chad
