BASIS FOR CONTRACT AWARD: This is a competitive Lowest Price, Technically Acceptable source selection.
By submission of its offer, the offeror accedes to all solicitation requirements, including terms and conditions, representations and certifications, and technical requirements, in addition to those identified as evaluation factors or subfactors. All technically acceptable offers shall be treated equally except for their price. Failure to meet a requirement will result in an offer being determined technically unacceptable. Offerors must clearly identify any exception to the solicitation terms and conditions and provide complete accompanying rationale. The evaluation process shall proceed as follows:
A. Technical Acceptability. The government technical evaluation team shall evaluate the technical proposals submitted on a pass/fail basis, assigning a rating of Acceptable or Unacceptable. To attain an overall Technically
Acceptable rating, each subfactor must be technically acceptable. An Unacceptable rating in any subfactor will result an overall Technically Unacceptable. The proposals shall be evaluated against the following subfactors:
(1) Subfactor - Quality Control/Scheduling Work Plan: Contractor shall provide copies of the company’s Quality Control Plan and proposed work plan to meet the project requirements. Firms must be concise in their approach and include the project operations to be considered acceptable.

Control (QC), skilled, and unskilled labor to perform all construction and certification activities required under this contract. However, contractor is authorized to utilize personnel with “specialized skills”
(i.e. electrician, plumber, welders and etc.) under a different contract. Detailed information must be provided for evaluation. The firm must provide one engineer (mechanical or electrical) at a minimum in order to be considered acceptable.
(3) Subfactor – Site Superintendent: Contractor shall provide a detailed resume’ of the qualifications and past experience of their proposed engineer and construction site manager. To be acceptable, both personnel must have supervised at least two projects requiring construction of similar scope within the last five years. The construction site manager’ ability to have good knowledge of speaking and understanding English must be stated.
(4) Subfactor – References: The prime contractor and their subcontractor's who perform over 35% of the work (if applicable) must provide references of two previously completed similar projects involving building renovation in the last five years.
(5) Subfactor – Permits, Licenses and Certificates: All training, licenses, certifications or other required authorizations necessary for compliance with Kingdom of Saudi Arabia, and Local Laws, ordinances, statutes, and regulations pertaining to the facility operation, maintenance and repair. Additionally, the following Host Nation
(Saudi Arabia) certificates to meet all Host Nation agreements and requirements, to include:
i. Chamber of Commerce certificate
ii. Commercial registration
iii. Saudi Classification certificate
iv. Saudi Social Insurance certificate

vi. Zakat certificate
(6) Subfactor – Past Performance: The contracting officer shall seek recent and relevant performance information on all offerors based on (1) the past efforts provided by the offeor and (2) data independently obtained from other Government and commercial sources.
Relevant performance includes performance of efforts involving villa/housing renovations to any one organization that involved similar scope and magnitude of effort and complexities this solicitation requires. The purpose of the past performance evaluation is to allow the government to assess the offeror’s probability of meeting the solicitation requirements based on the offeror’s demonstrated past performance. The assessment process will result in an overall performance confidence assessment of Acceptable or
Unacceptable. Past performance regarding predecessor companies, key personnel who have relevant experience, or subcontractors that will perform major or critical aspects of the requirement will be rated as highly as past performance information for the principal offeror. Offerors with no recent/relevant performance history or if the offeror’s performance record is so sparse that no meaningful confidence assessment rating can be reasonably assigned shall receive the rating of Acceptable, meaning the rating is treated neither favorably nor unfavorably (neutral).
In evaluating past performance, the Government reserves the right to give greater consideration to information on those contracts deemed most relevant to the effort
B. Price Evaluation. Offers shall be ranked according to price, including any option prices if applicable. An offeror’s proposed prices will be determined by multiplying the quantities identified in Section B by the proposed unit price for each Contract Line Item Number or Subcontract Line Item Number to confirm the extended amount for each. The price evaluation will document for the offers evaluated under the following subparagraph B, the reasonableness and affordability of the proposed total evaluated price
C. The government intends to award a contract without discussions with respective offerors. The government, however, reserves the right to conduct discussions if deemed in its best interest.
