About this file
This is a Questions and Answers document dated August 20, 2026 (Revision 2) for Solicitation #FA4877-26-QA144, Amendment 4, for the Furniture (FF&E) – 492 SOW HQ RLF project at Davis-Monthan Air Force Base in Tucson, Arizona.
The solicitation is a Total Small Business set-aside released on the GPE (SAM.gov) for competitive award of a firm-fixed-price contract, not intended for the Air Force Office Workplace Furniture (OWF) program or GSA FSS. The government estimates building release in October 2026 with furniture delivery and installation required by October 2026. Key products include 102 workstations (48L x 24W) for Open Office 1, 25 privacy workstations for Open Office 3, 254 mesh task chairs, 81 leather conference chairs, 56 deluxe leather chairs, 56 power poles (18 in Open Office 1, 24 in Open Office 2, 14 in Open Office 3), 19 storage cabinets with hutch, 15 six-shelf metal bookcases, 296 eight-outlet UPS units, 98-inch monitors for conference rooms, CCTV systems, security equipment, miscellaneous boards and trash cans, and a lactation pod. All privacy panels must be 62 inches high with laminate modesty panels acceptable. The furniture contractor is responsible for assembling furniture, installing equipment, running black power cabling from furniture with 4-5 foot whips in the ceiling, and providing faceplates and jacks. The RLF contractor handles final electrical connections to junction boxes, communication runs, and all testing and inspections. Standard commercial warranties are adequate. The Nonmanufacturer Rule applies, and the Berry Amendment governs fabric procurement. Compliant open-market products may be proposed without GSA Schedule requirement. Solicitation closeout was extended to August 28, 2026. A 45MB CAD file is available via alternative distribution due to file size limitations.

• We are not able to provide monitors for this room, would the government consider reviewing our submission without this line item? Or consider removing from the
RFQ?
A3: There should only be 16ea 5-shelf cabinets. All are marked on the Furniture plan. We believe you have the number mixed up with the cable trays. Monitors are necessary for the requirement. Vendors may submit quotation packages as they wish, however, the requirement as it is currently identified is intended to be completed under a single awarded contract.
Q4: Room 5: Would you like the tables to mobile/flip and nest?
-We are not able to provide monitors for this room, would the government consider reviewing our submission without this line item? Or consider removing from the RFQ?
A4: No, we are fine with office tables. Monitors are necessary for the requirement. Vendors may submit quotation packages as they wish, however, the requirement as it is currently identified is intended to be completed under a single awarded contract.
Q5: Miscellaneous Equipment:
What size would you like for the following line items?
-Small Magnetic Dry Erase Board: 164 each -Large Magnetic Dry Erase Board: 14 each -Medium Cork Board: 8 each -Large Cork Board: 14 each A5: See table below that identifies sizing information. Additionally, this information has been added into the SOW with Amendment 3 to the solicitation.
Q6: We are not able to provide the below miscellaneous line items, would the government consider reviewing our submission without this line item? Or consider removing from the
RFQ?
-High Security Paper and Media Shredder (P-7): 5 each -4 Camera CCTV System, POE Switch and Monitor: 2 each -8-outlet UPS system: 296 each A6: Vendors may submit quotation packages as they wish, however, the requirement as it is currently identified is intended to be completed under a single awarded contract.
Q7: Do you have a timeline for when you would like the project to begin?
A7: Current estimate for building release to the government is October 2026. We would like the project to begin around 19 October as furniture contractors will need to coordinate with RLF contractors.
Q8: Do you need removal of existing equipment? If so do you have specific disposition instructions?
A8: We do not need removal of existing equipment.
Q9: Is there a dock available?
A9: There are no docks available.
Q10: Is a lift gate required?
A10: Lift gates would be required.
Q11: Is stair carry required?
A11: There are no stairs.
Q12: Is there a standard or a freight elevator?
A12: There are no elevators.
Q13: Will the government supply an electrician or do we need to include in our bid submission?
A13:
i. Furniture Contractor Responsibilities:
1. Assemble all furniture and install all equipment being purchased
2. For power poles specifically, there is two parts: electrical and communication
a. We need the furniture company to run the power cabling from the furniture and leave a 4-5’ whip in the ceiling (RLF contractor will make final connections)
b. For communications, we don’t need the furniture contractor to do anything.
The RLF contractor will run the cabling from the comm room, through the ceiling, down the power poles, and to the workstations. However, we need those poles and furniture in place before they do that. Their schedule is currently showing a communication install of 19 Oct – 13 Nov (about 9 weeks from now). The timelines of both projects are critical.
3. The other weird part of this is that there are two types of power, and three different communication networks. We only need the furniture contractor to do the black power and the NIPR connections. All red power and secure communication runs will not be their responsibility. Meaning red power poles will just be empty.
4. Faceplates and jacks
5. Dispose of any trash from that assembly
ii. RLF contractor responsibilities:
1. Final electrical connections
2. Communication runs
12 August 2026
Q1: Can you please provide the AutoCAD DWG file drawing so we can populate the furniture into the background?
A1: CAD file is now available, but due to it’s size (45MB) and file type (.dwg), it cannot be uploaded to the solicitation. The government will be providing it via an alternative system upon request from vendors.
Q2: Do you require the Glass on the wing panels for the workstations?
A2: No, we do not require any glass on the wing panels for the workstation.
Q3: What is the overall height you are requesting for the panel dividers? 42" H or 62" H?
A3: All privacy panels should be 62” H.
Q4: Open Office 2, 60x24 Table w/modesty - is a laminate modesty, or a framed fabric or glass modesty panel acceptable?
A4: A laminate modesty is acceptable. Please do not use glass modesty.
Q5: Does the workstation layout for Open Office 3 & Support Staff differ from the workstation in Open Office 1? Are the panel heights all the same? At what height are the panels to be specified along the spine and wing panels?
A5: Yes, the layout for the workstations in Open Office 3 differ from the layout in Open Office 1. They way they are to be set up is shown in the furniture plan. The panel heights are all 62”.
Q6: Do we need to provide an electrician to connect the power to the J-boxes in the Ceiling or will that be done by DMAFB?
A6:
1. Furniture Contractor Responsibilities:
I. Assemble all furniture and install all equipment being purchased II.
III. The other weird part of this is that there are two types of power, and three different communication networks. We only need the furniture contractor to do the black power and the NIPR connections. All red power and secure communication runs will not be their responsibility. Meaning red power poles will just be empty.
IV. Faceplates and jacks V. Dispose of any trash from that assembly
2. RLF contractor responsibilities:
i. Final electrical connections
ii. Communication runs
iii. All junction boxes, jacks, faceplates, testing, permits, and inspections
Q7: Will there be power in the ceiling above the designated power pole locations?
A7: Yes, there will be a junction box in the ceiling. The RLF contractors will route the cabling from the power pole to the junction box.
Q8: We would like to bring something to your attention, especially with this open office 1:
If the stations requested are 6'x6' - 6 columns of clusters - that is 72'. If we account for panel thickness at 2" thick for each panel, that's 75'.
The floor plan shows a left - to - right dimension of 92', nearly 93. Add in the minimum 21' of aisle space between clusters & walls that equals 96' for a footprint. The requested amount of 6x6 workstations will not fit in this space as shown on plan. Do we adjust the quantity of workstations to fit in the space, or do we move forward with the requested amount of workstations and adjust after the award?
A8: Please move forward with the requested amount. Also, CAD file has been provided with Amendment 4 of the solicitation.
Q9: Without the CAD file, we can't determine what the actual size of stations the show in the background.
A9: CAD file is now available, but due to it’s size (45MB) and file type (.dwg), it cannot be uploaded to the solicitation. The government will be providing it via an alternative system upon request from vendors.
Q10: Can we request and Extension to the Due Date? Requested extension to at least September 4th , 2026.
A10: Solicitation closeout has been extended out to 28 August 2026. Based on additional inputs from vendors, there may be a need for the government to consider additional extension but not at this time.
10 August 2026
Q1: Request for Quote Due-Date Extension — HIGH PRIORITY Given the size and complexity of this requirement, would the Government extend the quotation due date to August 28th , or a minimum of 2 full weeks after the response to the questions, to allow us time to prepare a proper response, along with a site visit to assess the location. The current schedule provides only six calendar days between the August 11 question deadline and August 17 quotation deadline. The requirement includes systems furniture, multiple office and conference configurations, specialty equipment, electrical/power coordination, design services, delivery, storage and installation.
Additional time following clarification would allow offerors to obtain accurate manufacturer quotations, verify compliance, coordinate installation and freight pricing, and submit complete and technically compliant quotations.
A1: Solicitation closeout has been extended out to 28 August 2026. Based on additional inputs from vendors, there may be a need for the government to consider additional extension but not being considered at this time.
Q2: GSA Schedule / Open-Market Product — HIGH PRIORITY Please confirm whether products proposed under this RFQ are required to be available and priced through a GSA Schedule or other Government contract vehicle, or whether compliant open-market commercial products may be proposed. We note that the solicitation is structured as a commercial-item RFQ and that certain example products depicted in the supporting FF&E documentation do not appear to be GSA-listed products, and perhaps do not comply with the BAA. We have not identified a requirement in the provided solicitation documents stating that all offered products must be GSA Schedule items.
A2: This action is not intended for award under the OWF program or as an order under a GSA FSS due to the full scope of the requirement. Thus, it was released for solicitation on the GPE (SAM.gov).
Q3: Product Examples vs. Required Salient Characteristics — HIGH PRIORITY The solicitation states that technical acceptability will be based on the offeror's capability to meet the defined “Salient Characteristic” of the product. Please clarify whether the products and photographs depicted in the HQ RLF FF&E and RLF Furniture Plan are intended as exact required products, basis-of-design examples, or examples of acceptable product characteristics. If equivalent products are permitted, please identify the specific salient characteristics that must be met for each product category.
A3: The products and photographs depicted in the HQ RLF FF&E and RLF Furniture Plan are intended to act as basis of design examples.
Q4: Required Technical Submission — HIGH PRIORITY Please identify the documentation required for the Government to determine technical acceptability. For example, should offerors provide manufacturer names and model numbers, product data sheets, a product-by-product compliance matrix, drawings, preliminary furniture layouts, electrical/power plans, or other documentation with the quotation? The SOW requires extensive design documentation after award, while the solicitation describes the pre-award technical submission primarily as a capability statement.
A4: Preliminary furniture layouts have already been provided by the government. Power plans are being done by the RLF contractor. Manufacturing names would be beneficial to make sure we are getting something similar to what was already provided. Additionally, all of the identified documents are acceptable for inclusion in a quote submission package.
Essentially, the government requires sufficient documentation to be able to conduct a technical evaluation for the submitted quotation.
Q5: Correct Provisions and Clauses Document — HIGH PRIORITY The solicitation number is FA4877-26-QA144, and the attached file is titled Provisions and Clauses FA487726QA144.pdf. However, page 1 of that document identifies DOCUMENT NUMBER FA487726QA181. Please confirm whether the attached provisions and clauses are the correct provisions and clauses applicable to FA4877-26-QA144 and, if not, please provide the correct document.
A5: Unfortunately, the Provisions and Clauses document originally loaded to the solicitation is the incorrect one. We have revalidated and added the correct Provisions and Clauses to the solicitation with Amendment 4.
Q6: Standard Mesh Task Chair Quantity — HIGH PRIORITY Revision 1 of the SOW lists 235 Standard Mesh Task Chairs in Miscellaneous Equipment.
However, the room-by-room quantities depicted in the RLF Furniture Plan appear to total
252 Standard Mesh Task Chairs. For example, the Furniture Plan identifies 102 in Open Office 1, 69 in Open Office 2, 30 in Open Office 3, 20 in the Classroom, 11 in Support Staff, 6 in the Executive Offices, 7 in Admin 1/2 and 7 in Admin 3/4. Please confirm the required total quantity of Standard Mesh Task Chairs.
A6: We require a total 252 Standard Mesh Chairs.
Q7: Duplicate 6-Foot Surge Protector Quantity — HIGH PRIORITY Revision 1 lists “6' 6-Outlet Surge Protector: 100 each” twice under Miscellaneous Equipment, in addition to the 10-foot and 15-foot units. Please confirm whether the required quantity of 6-foot surge protectors is 100 or 200.
A7: 100 of the 6-outlet surge protectors are 6’ and 100 of the 6-outlet surge protectors are 15’. Additionally, this information was updated in the SOW attached with Amendment 3.
Q8: Workshop / Storage Bookcase and Worktop Allocation — HIGH PRIORITY Revision 1 identifies 12 six-shelf metal bookcases in Room 10 – Workshop, and 3 six-shelf metal bookcases plus five adjustable-height worktops and related accessories in Room 11 – Storage. The RLF Furniture Plan appears to depict the opposite allocation, with 12 bookcases associated with the combined storage areas and the worktops plus three bookcases associated with the Workshop. Please identify the controlling requirement and confirm the intended locations.
A8: The RLF Furniture Plan depicts the correct allocation. Also please note, three bookshelves should be placed in the workshop area, and four should be in each of the three storage areas.
Q9: Hierarchy of Contract Documents / Conflicting Quantities In the event of a discrepancy among Revision 1 of the SOW, RLF Furniture Plan, Power Pole Layout and HQ RLF FF&E document, which document controls for purposes of product quantities, specifications and locations? Please provide an order of precedence for the technical documents.
A9: Order of precedence for the technicals documents are Power Pole Layout> RLF Furniture Plan>HQ RLF FF&E Document.
Q10: Power Pole Quantities and Locations Revision 1 identifies 17 power poles for Open Office 1, 24 for Open Office 2 and 14 for Open Office 3. Please confirm that these quantities are correct and that final pole locations are those depicted on the Power Pole Layout.
A10: 18 Power Poles in Open office 1, 24 Poles in Open Office 2, and 14 Power poles in Open office 3 for a total of 56 Power poles.
Q11: Electrical Connection Responsibility — HIGH PRIORITY SOW Section 2.2.4 states that the Government will provide and locate junction boxes within four feet of the ceiling penetration for contractor-provided power pole locations, while the contractor is responsible for the furniture power-distribution design. Please clarify the division of electrical installation responsibility. Specifically, will the Government's electrical contractor make the final electrical connections between the building junction boxes and the furniture power poles/powered furniture, or must the furniture contractor include licensed electrical labor and final connections in its quotation?
A11: Government will provide final connections to the junction boxes. We need the furniture contractor to install poles where those junction boxes are located (electrical and ceiling plan for RLF’s 2) and leave a 4-5’ whip of cable.
Q12: Communication Outlet Faceplates / IT Requirements SOW Section 2.4.12 requires the contractor to provide communication outlet faceplates based on the “unique specifications of the IT requirements at that location.” Please provide the required IT/communication faceplate specifications, quantities and configuration necessary for quotation.
A12: Faceplates will be accomplished by a different contractor.
Q13: CCTV, Displays and Specialty Equipment Installation Scope — HIGH PRIORITY Please clarify the installation scope associated with the CCTV systems, 98-inch monitors, TV mounts and other specialty electronic equipment. Is the contractor responsible only for furnishing and physically mounting/placing these products, or must the contractor also provide cabling, electrical connections, network connections, CCTV configuration/programming, testing and commissioning? The solicitation incorporates restrictions concerning covered defense telecommunications equipment, making confirmation of the required equipment and installation scope important to product selection.
A13: Installation of mounts and TV’s will be adequate. The government will do all configuration. Additionally, blocking in the walls will be available at all monitor locations.
Q14: Existing Furniture / Reuse / Relocation The SOW references utilization of existing Government product where applicable, transportation of existing inventory, steam cleaning of reused panels, removal and warehousing. Please confirm whether this project actually includes any existing furniture or panels that must be reused, relocated, removed, stored or cleaned. If so, please provide product descriptions, quantities, current locations and intended disposition.
A14: Building will be empty.
Q15: Pre-Award Site Visit / Reliance on Government Drawings — HIGH PRIORITY Because the contractor is responsible for site verification and proper furniture fit, will the Government provide an opportunity for a pre-award site visit and field verification? If no pre-award site visit will be provided, please confirm that offerors may base their firm-fixed-price quotations upon the dimensions and site conditions represented in the Government-provided drawings, with material differences discovered after award addressed with the Contracting Officer. The SOW expressly assigns site verification and identification of existing-condition discrepancies to the contractor.
A15: There currently is no building to visit, it is being manufactured. Contractor should base estimates on provided drawings. Differences can be addressed with the contracting officer once awarded. Additionally, CAD file is now available, but due to it’s size (45MB) and file type (.dwg), it cannot be uploaded to the solicitation. The government will be providing it via an alternative system upon request from vendors.
Q16: Off-Site Storage Beyond 30 Days SOW Section 2.3.4 requires the contractor to include a maximum of 30 days of off-site storage. Please confirm that storage required beyond 30 days because of a Government-directed schedule change, building readiness issue or other Government-caused delay would be treated separately rather than included in the contractor's original firm-fixed price.
A16: No storage requirement is currently expected. This language was originally applied in the SOW based on estimated timeline for RLF facility completion/placement.
Q17: Payment / Partial Acceptance / Punch List — HIGH PRIORITY The SOW states that no payment will be authorized while punch-list items remain open, while the solicitation establishes one firm-fixed-price CLIN and the WAWF provisions contemplate invoice/receiving-report processing. Please clarify whether the contractor may invoice for delivered and accepted products or completed installation phases prior to final completion of the entire project, or whether payment will occur only after final project acceptance and closure of all punch-list items.
A17: A single payment request submitted into WAWF would be expected for the awarded requirement. However, if a vendor has a need for an alternative payment submission frequency, it would need to be identified as part of the quotation submission package. The government would review this information and make an appropriate determination.
Q18: Partial Quotations / Multiple Awards The solicitation identifies a single CLIN 0001 for the 492 SOW HQ RLF but reserves the Government's right to make multiple awards. Please clarify whether offerors must quote the complete furniture, specialty equipment and services requirement, or whether quotations may be submitted for individual product/service categories or portions of the requirement. If multiple awards are contemplated, please identify how those portions will be evaluated and awarded.
A18: The government intends to award a single, firm-fixed price contract. However, we reserve the right to make multiple or no awards. Vendors may submit quotation packages as they wish and to their capabilities.
Q19: Warranty and Post-Acceptance Service Requirements SOW Section 2.1 requires ongoing service for manufacturing defects and replacement or repair of damaged items after purchase, and Section 2.2.21 requires maintenance of furniture layouts for the duration of the warranty. Please identify the minimum required warranty period and any required service-response times. Please also confirm whether each manufacturer's standard commercial warranty satisfies the requirement unless otherwise specified.
A19: Standard commercial warranties will be adequate.
Q20: Applicable Wage Determination / Installation Labor A Wage Determinations document is included with the solicitation, while substantial installation, delivery and related labor are required by the SOW. Please confirm which wage determination and labor-standard requirements apply to the installation and delivery work under this procurement and identify the applicable clause(s) in the final solicitation. This is particularly important given the solicitation-number discrepancy in the attached Provisions and Clauses document.
A20: SCLS Wage Determination (WD) 2015-5473 (Pima County/Arizona), Rev 28, dtd 5/13/2026 which is attached to the solicitation is applicable for the location where the labor portion will be accomplished (i.e., Davis-Monthan AFB). The error with the Provisions and Clauses document does not affect the attached WD.
10 August 2026
Q1: Must proposed furniture manufacturers hold a GSA Multiple Award Schedule or another federal contract, or may compliant open-market commercial products be proposed?
A1: Quoters are not required to hold GSA Multiple Award Schedule or another federal contract. Compliant open market products may be proposed. See below for further information.
Q2: May other foreign end products be proposed and identified under DFARS 252.225- 7000, or must all furniture be manufactured in the United States or a DoD qualifying country?
A2: In accordance with R-DFARS 225.7002-1 and 225-7002, 10 U.S.C. 4862 (Berry Amendment) is applicable to this requirement for fabrics, etc due to the overall value.
Additionally, R-DFARS provisions/clauses 252.225-7000 and 252.225-7001 are applicable for all other aspects not covered by the Berry Amendment limitations.
Q3: Does the Nonmanufacturer Rule apply to this small-business set-aside, and has an SBA class or individual waiver been issued for any of the required furniture?
A3: There is no Class or individual deviation in place for this requirement. NMR is applicable.
Q4: Please confirm the documents required with the initial quote, including any manufacturer/model information, product literature, country-of-origin documentation, specifications, drawings, BOM, finishes, warranties, schedule, or technical narrative.
A4: All of the identified documents are acceptable for inclusion in a quote submission package. The government requires sufficient documentation to be able to conduct a technical evaluation for the submitted quotation.
Q5: Is a pre-quote site visit required or available? Please also confirm whether site verification, programming, finish selection, and final space planning are expected before submission or after award.
A5: Facility will not be available for a pre-quote site visit. It is currently intended that all aspects of the requirement be addressed and finalized prior to contract award.
Q6: Are preliminary furniture or electrical drawings required with the quote? If so, please identify the required sheets, formats, and level of detail. Will editable CAD or Revit backgrounds be provided?
A6: We have provided multiple .pdf and PowerPoint documents with the solicitation that have placements of furniture, equipment, electrical, etc. to assist vendors in producing drawing/supporting documents for submission of quotes to the government. Additionally, CAD file is now available, but due to it’s size (45MB) and file type (.dwg), it cannot be uploaded to the solicitation. The government will be providing it via an alternative system upon request from vendors.
Q7: Must the initial quote remain firm after site verification and final design approval, or may pricing be revised based on the Government-approved final design?
A7: Reference to paragraph v. of the solicitation language. Davis Monthan Air Force Base intends to award a firm-fixed price contract…
Q8: Please provide the anticipated building-ready date, delivery and installation window, and whether installation is expected to occur in phases.
A8: Current estimate for building release to the government is October 2026, so we would like the furniture delivered and installed October 2026. The RLF contractor will not be able to finish their contract until the furniture is installed. This is because they are responsible for the final electrical connections to the power poles according to their electrical design as well as running the communication fiber through the power poles. Coordination between whoever wins the furniture contract and the RLF contractor will be absolutely necessary.
Q9: Please confirm the correct quantity and room allocation of standard mesh task chairs.
The SOW lists 235, while the room-by-room concept appears to total approximately 252.
A9: We will need 252 standard mesh task chairs.
Q10: The SOW lists 100 six-foot surge protectors twice. Is the total required quantity 100 or 200?
A10: That should be 100 six-foot surge protectors and 100 fifteen-foot surge protectors.
Q11: Please confirm the room allocation of the 15 six-shelf metal bookcases, as the SOW and concept package appear inconsistent.
A11: Three bookshelves should be placed in the workshop area, and four should be in each of the three storage areas.
Q12: Please provide dimensions or minimum specifications for items described only as small, medium, or large. Please also identify the required locations and installation responsibilities for the UPS units, monitors, CCTV systems, shredders, lockers, security containers, TV mounts, and lactation pod.
A12: 98” monitors will be in the conference rooms (indicated by the blue lines in the furniture plan). For TV mounts, please refer to where monitors are placed in the look book.
The lactation pod will be located in the break room. The shredders and security containers will be split between the SCIF (Open Office 3) and the OSA (Open Office 2), with the SCIF taking priority. The cameras will be in the mantrap (which will have studs installed to place them), and the CCTV system will be in the SCIF and wired to the cameras.
Q13: Please provide a legend for the black and red markers on the Power Pole Layout, confirm whether each marker represents one pole, and verify that the total required quantity is 55. Are the shown locations final or subject to adjustment during site verification and final design?
A13: Document has been attached to solicitation for reference. There are 56 poles total.
The document titled Electrical and Ceiling Plan for RFL’s 2 has symbols on it that denote the J-Boxes that will be in the ceiling to make the final electrical connections and make the power poles work. Those symbols are small boxes that either have a “B” (for Black) in them or they have a “R” (for Red) in them. The power poles must go at those locations. Again, the RLF contractor will make final connections.
Q14: Please provide the required power and data configuration per workstation and power pole, including circuits, amperage, conductors, receptacles, data outlets, grounding, and communication requirements.
A14: Power and data will need power the poles to be placed before we can be certain about configuration.
Q15: Please clarify how the requirements limiting service to no more than four cubicles per circuit and no more than two duplex receptacles per circuit are intended to work together.
A15: Electrical engineering and data requirements will be accomplished by another contractor we just need the installation team to place the physical power poles.
Q16: Please define the division of responsibility among the Government, furniture contractor, electrical contractor, and low-voltage contractor for branch circuits, junction boxes, ceiling penetrations, power poles, furniture feeds, data cabling, jacks, faceplates, final connections, testing, permits, and inspections.
A16:
▪ Furniture Contractor Responsibilities:
• Assemble all furniture and install all equipment being purchased
• For power poles specifically, there is two parts: electrical and communication o We need the furniture company to run the power cabling from the furniture and leave a 4-5’ whip in the ceiling (RLF contractor will make final connections) o For communications, we don’t need the furniture contractor to do anything.
• The other weird part of this is that there are two types of power, and three different communication networks. We only need the furniture contractor to do the black power and the NIPR connections. All red power and secure communication runs will not be their responsibility. Meaning red power poles will just be empty.
• Faceplates and jacks
• Dispose of any trash from that assembly
▪ RLF contractor responsibilities:
• Final electrical connections
• Communication runs
• All junction boxes, jacks, faceplates, testing, permits, and inspections
Q17: How should power and data be distributed from the power poles to the freestanding desks in Open Office 2?
A17: After the poles are put in place, the RLF contractors will wire power from the poles to the outlets in the respective rooms.
Q18: Please provide the required power, data, AV, and feed configuration for the four powered conference tables, including whether floor power is available in those rooms.
A18: RLF contractors will route electricity from the power pole to the floor in the conference rooms.
Q19: Please confirm the intended use and minimum specifications for the 296 eight-outlet UPS units, including whether they correspond one-for-one with work positions.
A19: The 206 UPS units are intended for sensitive equipment that requires uninterruptible power (e.g., computers, printers, and specialty equipment).
Q20: Will reflected ceiling plans, electrical drawings, panel schedules, ceiling heights, and data requirements be provided before the furniture power-distribution plan is completed?
A20: All ceiling heights are 7’-10”. Electrical and Ceiling plans are attached to the solicitation for reference..
Q21: For reference, below are the required dimensions for the accessories and boards.
A21:

Q1: Would it possible to provide the CAD/DWG file for the floor plans?
A1: CAD file is now available, but due to it’s size (45MB) and file type (.dwg), it cannot be uploaded to the solicitation. The government will be providing it via an alternative system upon request from vendors.
Q2: Given the size of this project, are there any plans to extend the proposal submission deadline?
A2: Solicitation closeout has been extended out to 28 August 2026. Based on additional inputs from vendors, there may be a need for the government to consider additional extension but not being considered at this time.
Q3: Could you please provide an estimated delivery and installation timeframe for this project?
A3: Current estimate for building release to the government is October 2026, so we would like the furniture delivered and installed October 2026.
Q4: Does the furniture need to comply with Buy American requirements?
A4: In accordance with R-DFARS 225.7002-1 and 225-7002, 10 U.S.C. 4862 (Berry Amendment) is applicable to this requirement for fabrics, etc due to the overall value.
Additionally, R-DFARS provisions/clauses 252.225-7000 and 252.225-7001 are applicable for all other aspects not covered by the Berry Amendment limitations.
Q5: Is there a preferred furniture manufacturer selected for this project, or are you open to proposals from any manufacturer that meets the requirements?
A5: Not at this time.
Q6: Could you please confirm whether the quantity of 5 Workstation Desks for Open Office 3 is correct? Since the SOW also calls for 25 privacy workstations in that room.
A6: The workstation desks for Room 4 should be 25 and there should be 102 (48L x 24W) workstation desks for Room 1.
Q7: For Open Office 1, no workstation desks are listed in the SOW. Is this correct?
A7: The workstation desks for Room 4 should be 25 and there should be 102 (48L x 24W) workstation desks for Room 1.

A1: Yes, all those items are required. Quoters are not required to hold GSA Multiple Award Schedule or another federal contracts. Compliant open market products may be proposed.
Q2: For the Office Desks, are Steel Base/Modesty panels required? Or would Laminate supports and modesties be acceptable?
A2: Laminate and modesties would be acceptable.
Q3: Can the conference tables have laminate legs/bases in place of steel?
A3: Laminate legs would be acceptable.

Q1: I’m contacting you to request clarification on solicitation FA4877-26-QA144 - 492 SOW HQ RLF (SOW attached). Can you provide guidance on whether this solicitation will be processed as an AF OWF Contract, a GSA Contract, or as a purely commercial transaction?
AIS is fortunate to hold both the AF OWF Contract and GSA Contract, so we intend to work on this project regardless of the direction you choose. That said, the structures of those contracting vehicles are sufficiently different that you could inadvertently create additional challenges. For example, the solicitation is posted on SAM.GOV, which you have the authority to do. The problem presents itself in 1.0 and 2.0 (pasted below) of the statement of work, which states, “this project is being solicited in compliance with the Department of Air Force Workplace Furniture Program.” Currently, there are four manufacturers (Tier 1), each with a previously identified small-business dealer (Tier II) covering Davis-Monthan AFB. If we are to follow 1.0 and 2.0, only four sets (Tier I + Tier II) can be considered compliant with the Department of the Air Force Workplace Furniture Program.
1.0 Background Cover Sheet or Appendix
This project is being solicited in compliance with the Department of Air Force Office Workplace Furniture Program. Manufactures (Tier I) have established discounted prices for their product lines and have authorized specific small business dealers (Tier II) to propose on projects using the discounted pricing.
2.0 Scope
As directed by mandatory use under DAF Office Workplace Furniture Program, this project will be proposed using product lines with discounts as described in the tier I contract.
Discounted product pricing has been previously established by the Tier I manufacturer for each product line, but the contractor in this case, an authorized Tier II dealer of said manufacturer, will propose discounted pricing for those items or services on the Tier I discount list. This project will be awarded on a competitive basis using total project cost.
Another reason I’m requesting direction on your procurement vehicle preference is Section IV, under the Description, on SAM.GOV, which states that this solicitation is being issued using a “Total Small Business set-aside.” I support the application of socio-economic set-aside requirements whenever possible, but I don’t think you can apply both a Total Small Business set-aside regulation and require compliance with the Department of Air Force Workplace Furniture Program
A1: This action is not intended for award under the OWF program or as an order under a GSA FSS due to the full scope of the requirement. Thus, it was released for solicitation on the GPE (SAM.gov).
Also, since the solicitation was released on the GPE, it was set aside for Total Small Business, as per our standard practice of supporting small business entities to the maximum extent practicable.
Amendment 1 to the solicitation added a revised SOW as an attachment and removed the original SOW.
