About this file
This is a Responses to Vendor Questions document addressing clarifications and discrepancies between the Performance Work Statement (PWS), Salient Characteristics (SC), and technical diagrams for RFQ FA4877-26-Q-A111.
The document resolves multiple specification conflicts regarding the mobility workstation deliverables for the 55th Repair Generation Squadron at Davis-Monthan Air Force Base. Key clarifications include: the PWS Section 3.0 deliverables list of nine line items governs over the SC "Features" table; the correct configuration requires one 120-inch and two 108-inch main workstation cabinets, plus two tall and one short offset area storage cabinets; under-workstation cabinets and mezzanine workstation remain in scope; the mobile cart dimensions are 36 inches wide by 10 feet long by 37.85 inches high; structural pieces must be metal construction with solid wood tabletops; and green paint finish should match "Paradise of Greenery" (Behr P400-7) or similar standard, with powder coating acceptable. The workstations require plug-in power for lighting and four outlets per work area, with both plug-in lights and power strips acceptable if secured. The solicitation title reference to "High Density Storage System" was template error with no mobile shelving required. Delivery and full installation must be completed by September 1, 2026, with the contractor responsible for all installation debris removal (excluding government-owned receptacles). The contractor must provide both delivery and installation services, with warranty options from manufacturers welcomed in initial quotes. The workstations may use commercially available or custom-designed units meeting specified standards, with flexibility on drawer/cabinet variations and metal types provided solid wood tabletops and durable construction are maintained. The government will handle workspace preparation prior to contractor arrival.

Response to Vendor Questions
QUANTITY / ITEM LIST DISCREPANCIES (PWS/diagram vs. SC)
1. The PWS Section 3.0 deliverables list nine line items, while the SC "Features" table lists a different, shorter set. Which document governs the required quantities and item mix for award and acceptance?
1A. The PWS Section 3.0 deliverables nine line item listing is the correct listing. Some of the line items were consolidated/ labeled in a confusing manner on the SC “Features” table.
2. The SC lists "Tall Toolbox (Qty 3)," a term not used in the PWS or the diagram. What does this item correspond to — does it replace the PWS's Tall Offset Storage Cabinets (Qty 2) and/or the Under-Workstation Drawer Cabinets (Qty 2)?
2A. This was an error in the nomenclature on the SC. Tall Toolbox (Qty3) referred to both the Tall and Short Offset Area Storage Cabinets. The correct information is Tall Offset Area Storage Cabinets (Qty 2) and Short Offset Area Storage Cabinets (Qty 1).
3. The SC lists "Main Workstation Cabinet (120" W), Qty 3," whereas the PWS and the diagram show one 120" Long and two 108" Short main cabinets. Which configuration is required?
3A. The PWS information is correct.
4. The SC lists "Offset Area Storage Cabinet, Qty 1," while the PWS and the diagram show Tall Offset (Qty 2) and Short Offset (Qty 1). What is the correct offset-area cabinet quantity and configuration?
4A. The PWS information is correct. There should be two tall cabinets with the dimensions listed in the PWS, and one short cabinet with dimensions listed in the PWS.
5. The SC does not list the Under-Workstation Cabinets (PWS items 002/003) or the Mezzanine Workstation (PWS item 009). Are these items still in scope?
5A. Yes, these items are on the scope still. Refer to the PWS for the correct dimensions and information.
DIMENSIONAL CONFLICT
6. The mobile cart is listed as 36" x 10' in PWS 2.4, but as 36" x 12' in both PWS 2.6 and the SC sheet. Please confirm the required cart length.
6A. 36”W x 10’ L x 37.85”H are the correct dimensions.
CONSTRUCTION / MATERIAL
7. The SC requires all structural pieces to be metal (no plastic housing), while the PWS repeatedly references "solid woodwork" cabinets. Please confirm that metal-structure construction (with solid wood tops only) governs.
7A. The structural pieces refer to just the metal housing of all cabinets and the beams, and load bearing/ supports construction of all tables and the mobile cart. All tabletops should be solid wood and fixed to the support structures due to the sensitive nature of some equipment. The term “solid woodwork” is poor writing on our part. The intention is a solid wood tabletop to preform work on.
Finish
8. The SC requires all metal surfaces to be painted green for corrosion resistance, matched to a reference image. Is there a specific color standard required (e.g., Federal Standard 595 or RAL number) or will the Government accept a close standard color match? Also, is powder coating acceptable?
8A. A close standard color match is acceptable. However, due to some experience in matching this color in the past, if having to choose between a shade darker or lighter, it is better to go with a shade that is lighter due to variations after the paint dries. For reference we have used Behr “Paradise of Greenery” (P400-7) as a matched color to paint things within our Squadron. Yes, powder Coating is acceptable.
ELECTRICAL SCOPE
9. The workstations require overhead lighting and four outlets per work area. Should this power be hard-wired into building electrical, or is plug-in power (e.g., power strips/whips) acceptable? If hard-wired, please identify any base-specific electrical standards or inspection requirements.
9A. The power requirement is designed for plug-in power. Both plug in lights and power strips are acceptable if they are secured to the work station so they cannot easily be removed.
SC HEADER
10. The SC sheet is titled "Mechanical Assist High Density Storage System." Please confirm this is residual template text and that no mobile/high-density shelving system is required.
10A. This is due to being a residual template from a previous SC sheet. No mobile/high-density shelving system is required.
CONTRACT
11. What is the required delivery and installation timeline? No period of performance or delivery date is stated in the provided documents.
11A. The 55th RGS requests a completion of delivery and installation date of September 1st 2026.
12. Is there a warranty requirement for the delivered items?
12A. Any warranty options available by the manufacturer that fit this product would be welcome in the initial quote. If there are questions beyond the terms laid out to us, we would prefer to discuss them at time of contract award.
13. The SCA clauses are incorporated but no wage determination appears to be attached. Please provide the applicable Department of Labor wage determination for the on-site installation labor.
13A. Wage determination now attached.
Additional Questions
1.Are these custom fabricated workstations or commercial off the shelf units?
1A. The original design was coordinated through a representative outside of the military to ensure space optimization, so our expectations are the final product is to be at least equivalent to what is commercially available, meeting or exceeding the standards we have requested. The only “custom” part of this is the design is that it is meant to fit into the space that we are allotted.
2.Are alternate materials designs acceptable if specs are met?
2A. We are open to potential variations in the drawer sizes/ layout or cabinets sizes/ shelving inside the cabinets. However, we will not accept anything other than solid wood tabletops due to the need for some assets we repair to not come in contact with metal surfaces when disassembled. Additionally, we are open to variations in metal type (e.g., Stainless Steel, some sort of other alloy, etc.) if the construction is solid and durable. The intent is that this workstation set up will endure the test of time and need minimal if any replacement or repairs in the long term.
3.Is installation required or delivery only?
3A. We require both delivery and installation of the entire assembly.
4. Regarding Section 4.2 of the PWS, which states that the contractor is responsible for removal of installation-related debris, would the Government consider this requirement satisfied if the contractor consolidates and disposes of all packaging and installation debris into a Government-designated dumpster or disposal location on base?
4A. According to 4.2. Responsibilities: The contractor shall be responsible for all transportation, shipping, and any associated delivery fees, and the removal of all installation-related debris. The Government is responsible for ensuring the workspace is clear and ready for installation prior to the contractor's arrival.
This means that the contractor is responsible for trash removal from the installation and cannot dump trash in a government owned or lease trash receptacle.
