About this file
This document is a Questions and Answers (Q&A) file for a catering meal service solicitation by the 11 Combat Air Base Squadron in Saipan, Northern Mariana Islands. The Q&A addresses key details about meal service requirements, including a daily meal service for up to 600 personnel across three shifts, with 10 vegan meals per meal period. Each to-go meal must include 1 meat, 1 vegetable, 1 starch, a dessert, an individually wrapped snack, beverages, and utensils. Contractors are responsible for off-site food preparation, maintaining proper food temperatures, providing their own equipment, utilities, and serving areas, with flexibility in food production location and serving method.
The solicitation requires contractors to provide meals with rotational menus, offering variety and meeting specific nutritional requirements. Water bottles must be at least 16.9 oz, and contractors must be prepared to potentially adjust meal quantities. No kitchen space will be provided by the government, and the serving location will be just outside an international airport within 2 km. Additional requirements include food handling training availability, potential for surge capacity, and the ability to accommodate potential modifications to meal service. No OPSEC, QASP, or QCP submissions are required at the quotation stage, but these will be verified before contract performance.

3 Special-diet totals The PWS requests 10 vegan meals “per service.” Is that a firm number or a percentage? Do you anticipate any other dietary accommodations (e.g., gluten-free, halal)?
Firm number of 10 per meal (total 30 per day), at this time no additional dietary accommodations are needed. If the need arises, we will request a modification to the Contractor
Awardee for the changes.
4 Surge capacity Should the contractor price an on-call surge above 600 meals (e.g., +10 %)? If so, how will those meals be ordered and paid?
Contractors discretion to price in on-call surge capabilities. Intent is to ensure that the selected contractors have the capability to increase meal quantity as needed during Contingency
