About this file

This document is an Attachment 4 - Questions and Answers for a FY25 355 MXG Couples Retreat solicitation (FA487725QA230) issued by the Department of the Air Force Air Combat Command. The Q&A provides critical details about the contract requirements, including payment terms, event constraints, and specific service needs. Key points include: contractors will be paid after services are completed and accepted, the event dates are currently fixed with a potential cancellation on 13 May if no contractor is selected, and the event requires childcare services for 29 children ranging from 1-15 years old.

The solicitation specifies a firm fixed price contract with no contract financing, and vendors should note that quotes will be evaluated based on price and technical aptitude. Additional requirements include providing AV equipment (projector, screen, microphone, speaker) and managing childcare across multiple age groups. The event appears to be a Chaplain-led Couples Retreat for 355th Maintenance Group personnel at Davis-Monthan Air Force Base in Arizona, with specific logistical challenges including concurrent local events like the University of Arizona graduation.

Attachment 4 – Questions and Answers

Q1. Are we expected to front the hard costs and then get reimbursed, or does DMAFB have direct contracts with venues, etc. to whom you can be direct billed? As a small business, we can provide our service and cover our team until reimbursement, but it would be di icult for us to take on significant liabilities otherwise.

A1. There will be no contract financing for this requirement. Contractors will be paid after all services have been performed, inspected, and accepted.

Q2. Considering that the event is now just two weeks away and coincides with several major local events in the area, I wanted to inquire whether the government is considering approving lodging and meal rates that exceed the standard per diem allowance?

A2. Because this is a firm fixed price contract, government lodging and meal rates do not apply. However, keep in mind that quotes will be evaluated by price and technical aptitude.

Q3. The dates you requested for this event is during the UofA graduation. Are your dates flexible for this event because there is limited to no availability for the time frame you requested.

Q4. Approximate ages breakdown of the children so I can give you an accurate childcare quote based on the number of childcare workers required.
