Solicitation FA487723QA268 Industrial Waste Water Treatment Plant
Vendor Questions & Answers
Q1. Is the prebuilt wooden pallet (referenced in 1.1 of the Statement of Work) to be provided by DMAFB or is contractor to provide this?
A1. The Government will provide the pallet.
Q2. A lifting ring on the filter press was not visible during site visit. Is there a specific lifting method that is required to be followed during the removal of the old filter press?
A2. No Government specific lifting method for removal. It’s recommended the vendor remove the old filter press as manufacture intended and by-use of the lifting lug locations as identified in the pictures.
The vendor must ensure no damage to the surrounding equipment during removal.
Q3. Can the overhead light be taken down and temporary lighting utilized during equipment change out?
A3. Yes, contractor can remove provided the contractor re-installs it and is back in working order.
Q4. Where is the power fed from?
A4. Main control panel for electrical. Compressor feeds hydraulic and can be turned off.
Q5. During the site visit, there was mention of a photo of the inside of the press control panel, can you please provide a copy of this photo? Control Panel LCP-13
A5. Please see attached photo identified as LCP-13. LCP 13 is for feeding the filter press and is not part of this replacement. The hydraulic system is part of the filter press and is fed by compressed air.
Q6. Can you confirm you are wanting a like for like replacement of the existing unit? Was just on a call with the manufacturer and there are a couple differences between the specified unit and the existing.
They are able to price a like for like replacement as we got a photo of the serial no., but we don't want to price ourselves out of the running if the specifications are correct.
A6. Filter press must be same for same to accommodate the current pipping and mounting configuration. IF the vendor can determine a suitable substitute would be acceptable, the vendor must outline and identify line for line meeting the requirement.
Q7. We received a quote that did not contain a control system matching the existing and did not have the disk press device, upon some further review of the photos we got on site the existing has a more complex control system and disk press.
If a like for like replacement in terms of control schematic and operating characteristics we will have to coordinate with the vendor as they were unaware of those, but have informed us they are able to determine all these items based on the serial no.
A7. A) The main plate (1st) is secured/fixed to the feed line in the press. The remaining 19-plates move freely and are definitely needed.

B) The Government simply need a replacement filter press with the same features as the current filter press. Not quite sure about the reference to the “control system”. If you are referring to the hydraulic control system, then yes, it absolutely is needed as it is a key system in the functionality of the filter press. If you are not referring to the hydraulic press, please elaborate. If it is an electrical control system, the current press has a junction box on the bottom where the power is fed to the press.
