Questions and Answers – FA487721QA160

1. Could you please tell me if this is a new requirement, or if there is a current or previous contractor who has performed similar services? If available, can you please send along the incumbent contract or task order number?

ANSWER: Requirement is a re‐compete. Contract number is FA487716PBR05

2.

i. Who is the incumbent contractor?

Answer: XCEL Delivery Services ii.What was the previous award amount?

Answer: $48,720

iii. Can we be provided an updated price schedule?

Answer: Unable to provide

iv. How many different local hospitals/referral labs are serviced in this contract?

a. Can we be given a mileage radius to base our quote on?

Answer: Majority of services required pick‐up samples at Davis‐Monthan AFB (4175 S. Alamo

Ave DM AFB 85707) and drop off to VA hospital only.

Tucson VA Hospital located at 3601 S. 6th Ave, Tucson 85723

3. Regarding on‐demand stats:

a. How many estimated requests are made during business hours per day?

b. How many are estimated for after‐hours/weekends?

c. What is the turnaround time to deliver once a request is placed?

Answer: a) On‐Demand CLINs allows for up to 53 request during one year period of performance

b) very rare ~1 time per year

c) 1‐2 hours.

4. Will the AFB/Labs be providing coolers and ice packs?

a. If it is the contractor’s responsibility: See response below

i. What size cooler is needed? What style cooler? See response below

4a. Aside from the samples and supplies that are required to be transported, is there any additional equipment to be provided (i.e. shipping containers, ice/dry ice, etc.)?

Answer: DM lab provides dry‐ice for frozen samples only. All other supplies needed to transport samples to the VA are provided by the contractor.

5. How many drivers are currently being used?

Answer: Unknown, This is a mission essential performance based contract. The Contractor will be responsible to ensure a driver is available to make the daily run and any required on‐demand calls.

6. What type of supplies are being transported? Can we be given an estimated number of boxes and sizes per pick up and weight if applicable?

6a. Can the Government provide the average (or anticipated) cubic size and weight of the samples and supplies that will be required to be transported?

6b. Can the Government provide the average (or anticipated) cubic size and weight of the items required to be picked up (from the various locations) and delivered to the 355th MDG identified as laboratory supplies, and radiological items? Are they anticipated to fit in normal sedan?

Answer: Diagnostic blood samples are transported from the DM AFB to VA hospital for testing.

On average, one box or transport container is needed to transport diagnostic samples to the VA hospital during duty hours only Monday to Friday.

7. The PWS states the designated locations will be identified the day prior to delivery. Can the

Government provide an anticipated or actual list of medical centers/facilities that will be supported? Are they all within the greater Tucson area?

7a. If you could please provide the pickup and drop off addresses?

Answer: 99% of the pick‐up and drop off samples will be from 355 MDG laboratory and delivered to VA hospital.

8. Does the Government anticipate multiple delivers at the same time? If so, what is the average amount of pick up/delivers are expected daily?

Answer: Only one pick‐up and deliver occurs daily…pick‐up from 355 MDG laboratory and delivered to VA hospital. Unless an on‐demand call is required.

9. What items are anticipated or expected to be delivered as part of the on‐demand service?

Answer: Lab Samples like the standard deliveries
