Services and Prices/Cost CLIN Table The Solicitation indicates that CLINs 0004, 1004, 2004, 3004, 4004, and 5004 are Time and Materials and includes a ceiling of $15,000/annually. Please clarify if the Government desires the Contractor to provide a list of suggested spare parts, labor rates, or simply the ceiling amount (since parts will be approved on a T&M basis) for these CLINs? The PWS calls for a parts list that will be approved by the CO and validated annually.
Labor rates should not be necessary since prime contractor personnel associated with CLINs 0001 and 0002 are expected to be doing repairs.
Fully burdened labor rates will be necessary if additional personnel are necessary for repairs. CLIN 0005 will need to be added if this is the case.

1.7.1.1 It is unclear whether this existing EMCS is a closed
restricted network (ie logically isolated, no network traffic in/out of the system) or if it has connections to local dot mil or NIPRNet. Hardened/compliant PCs with VPN access could be leveraged to provide a much higher standard of maintenance at much lower cost to the Government. Please clarify if EMCS is a closed / restricted network or connected to the local .mil or NIPRNet?
Would the Government allow remote access to the EMCS (with proper credentials and safeguards) if connected? EMCS is a closed network and does not support VPN. System Policy Document (SPD) paragraph, 5.15 provides further architecture explanation. The SPD will only be given to verified Defense Contractors on Sam.gov. If you would like to receive this plan, please send an email to 355CONS.PKBA.Services@us.af.mil with the CAGE Code and Company Name. The plans will be sent via DoD SAFE to the email address on the current SAM profile.
At this time, remote access is not permitted.

| 1.7.1.1 | Section 1.7.1.1 of the PWS states “The contractor shall |
use DM Configuration Management Plan procedures for all hardware and software changes.” Can the Government provide a copy of referenced DM Configuration Management Plan as it appears critical for all
| changes? | DM Configuration Management Plan (CMP) will only be given to verified Defense Contractors on Sam.gov. If you would like to receive this plan, please send an email to 355CONS.PKBA.Services@us.af.mil with the CAGE Code and Company Name. The plans will be sent via DoD SAFE to the email address on the current SAM profile. |

| 1.7.1.1 | Section 1.7.1.1 of the PWS states “Any patch causing inoperability will require on‐site maintenance and |
| troubleshooting by 3rd party vendor support at no additional cost the Government.” | Can the Government please clarify whether the Contractor |
can remove the offending patch and modify the POAM per standard Risk Management Framework instead? DM Configuration Management Plan (CMP) paragraph 6.5 covers patch procedures.
Contractor can remove the offending patch and modify POAM per RMF and SPD paragraph 6.5. 3rd party vendor support may be utilized when necessary at no cost to government.
| The PWS is not entirely clear on the scope of the equipment being maintained. We are not clear if the contractor is responsible for maintaining and repairing devices at the field level (field controllers, sensors, actuators ect) or only the devices at the supervisory level (JACEs and server). | This PWS is for both. This is a full O&M contract. |
| The Niagara Server seems to be Siemens branded. Please advise if the government has access to all JACEs and server licenses or if they can request Siemens to provide the credentials to access these supervisory level devices should we win the contract. | Gov has access to all licenses. This information is covered in the SPD. |
| Please provide a description of how many JACEs are included in the facility and how many field devices are connected to each JACEs and what is the model of the field controllers. Preferably please include a BAS network layout. | Average of 1 JACE per facility, up to 150 JACE’s base wide. Field devices vary depending on facility size but 25 devises connected to a JACE is a safe average. Field Controllers i.e. IO Points are Talon, Raptor, or Predator. No BAS layout will be provided. We can provide the 5 level topology included in the ATO package. Hardware lists are embedded in the SPD. |
| Could the government consider sponsoring the apparent successful offeror for a secret clearance? or Could the government consider the HPD12 Tier 1 Clearance to be acceptable while requesting the secret clearance? | The Government has decided not to sponsor a company for an FCL but has determined that it is required for performance of the contract. If you do not have a current FCL, you may be able to get sponsored as a subcontractor. |
