Barbed tape concertina must be secured at a minimum of 18 inches from the top barbed wire strand and a maximum gap of two inches, must be maintain between the bottom barbed wire and the top chain fabric." | |

| Justification: In 2017 and 2018, Davis-Monthan had several fence line incursions including an incident where an individual successfully penetrated the fence. The addition of barbed tape concertina to the top of the fence, will increase the deter/delay/defend functions required of physical security systems. Both AFI 31-101 and UFC 4-022-03 support using the barbed tape concertina as a force multiplier for Security Forces and greatly aid their mission to defend the base. ATFP FY19 funding has been received $170K to support this mission requirement. |
