Response to RFI 42: Sweepers are required. Sweeper configuration will be determined during the design phase.
43. 1.6.7.4 This paragraph seems to indicate that only one pump is required for the plate and frame system. It is assumed that this pump is being required in addition to the condenser water and chilled water pumps that serve the chillers and cooling towers. Please clarify what additional pump is needed for the plate and frame.
Response to RFI 43: There is an additional pump required for the plate and frame. The intent is capitalize on “Free Cooling” when the outside air temps, chilled water supply temperature and condensate water supply temperature set point are met. Plate and frame will run just off the cooling towers (bypassing the chillers) maintaining chilled water supply set point.

47. 1.6.7.9 Is the by-pass loop required around chillers and each cooling tower or can the isolation valves on each piece of equipment meet this intent since there are multiple of each? Flowing around “off” equipment is not energy efficient. If the intent of the bypass is to allow a temporary chiller to serve the load, that can be accomplished on the distribution loop connections.

Response to RFI 50: There is a missing coma between “supply” and “return”.
51. 1.6.7.16 Are flow meters required for each of the supply and return lines that enter/exit the central plant or only the one set of main chilled water lines?
Response to RFI 51: Provide flow meters on all chilled water distribution return, supply and by-pass piping.
52. 1.6.7.21 Will feedback from the buildings connected to the central plant be provided by the government for control of the chilled water pumps? Do the existing buildings utilize 2-way chilled water valves to maximize the benefit of the variable primary flow system?
Response to RFI 52: Feedback from the buildings will not be provided by the government. Existing Buildings valve configurations vary.
53. 1.6.7.21 Suggest condenser water flow be constant in lieu of variable to minimize calcification of the towers and ensure adequate media wetting. Response to RFI 84: Chilled water system controls shall be configured as variable primary, variable secondary.
69. Section 01011, Paragraph 1.6.2.1 says, “Demolition activities include but not limited to removal of civil systems including gas service and pavements…” Section 01011, Paragraph 1.6.3.6 says, “Cut and cap all natural gas service line at the main.” Can the existing underground gas piping be abandoned in place after it is capped at the main, or does the existing underground gas piping need to be removed back to the main?
Response to RFI 85: Remove all underground piping back to the main.
70. Section 01011, Paragraphs 1.6.7 and 1.6.15.1 briefly mention commissioning, but there are no detailed requirements to describe the scope for commissioning. DMAFB Design Compatibility Guidelines, Section
6.1.1 requires compliance with the latest International Energy Conservation Code (IECC) with Tucson amendments. Will compliance with the IECC commissioning requirements meet the commissioning requirements for this project?
Response to RFI 86: This is a design build project. Commissioning requirements will be determined during the design phase.
71. The 1995 record drawings show one dedicated pump for each of the two underground chilled water loops. Is the intent of this project to use a single set of pumps with N+1 redundancy and headered together to serve both of the underground loops, or does there need to be one pump dedicated for each underground loop like the existing design?
Response to RFI 87: Provide a single set of pumps with N+1 redundancy.
72. The 1995 record drawings show tertiary pumps at each building, but there is no decoupler or common piping to hydraulically separate the buildings’ tertiary loops from the secondary loop that comes from the central plant. Do decouplers need to be added at the buildings’ tertiary loops so the new pumps at the central plant are not negatively affected?
Response to RFI 88: Work is limited to the central plant.
73. Can the Cooling Tower supports be reused or must they be demolished?
Response to RFI 89: Cooling tower supports can be reused or modified to meet new equipment requirements.
74. Page 1, Section 2 of the Solicitation states this is a Negotiated Solicitation. Should that be changed to “Sealed Bid”?
Response to RFI 90: No.
75. Is the Government’s intent to have the expanded metal reliefs at the bottom of the overhead doors removed?
Response to RFI 91: Remove expanded metal reliefs if determined unnecessary. Determination will be made during the design phase.
76. 1.6.8.1 Provide new water meter, will the water meter need to have a remote read device to communicate with the base system? If so, is this SCADA or will it report to base EMCS?
Response to RFI 92: Meter shall be IAW Base DCG
