# QUESTION ANSWER
Please clarify the dollar amount to be used for the past performance section. There are different amounts listed on attachment 2 (the past performance questionnaire) page 54 item 3 and page 58 Section D. 2.2. The dollar amount to be used for the past performance section is $3,000,000 to $7,000,000.
How will the Government evaluate the past performance of a Subcontractors past performance in lei of a Prime contractors past performance (e.g. can a subcontractors provide their past performance for this section and be technically acceptable?)
Subcontractor Past Performance is not evaluated.
Will the Government be evaluating all proposals received to meet technical acceptability before moving to the past performance and price sections or will price be evaluated to create a competitive range before technical and past performance?
Technical and Past Performance are evaluated simultaneously. Competitive range will not be established at this time.
There is a discrepancy on page 54 of 61(Section L) vs 58 of 61 of the Solicitation document concerning the price range of past performance projects to present: page 54, Paragraph K.3 state a price range of $3,000.00 through $7,000,000.00. Page 58 of 61 Paragraph D2(2.2) has a price range of past performance projects as $3,000,000.00 through $7,000,000.00.
The dollar amount to be used for the past performance section is $3,000,000 to $7,000,000.
On page 54 of 61 of the RFP, Section L, paragraph K, item 3 states that “RELEVANT….price range of $3,000.00 to $7,000,000.00.” Page 58 of 61 of the RFP, Section M, paragraph D, item 2.2 states “RELEVANT…price range of $3,000,000.00 to $7,000,000.00.” Please confirm that for projects to be considered relevant they are valued between $3,000,000.00 and $7,000,000.00. The projects to be considered relevant are valued between $3,000,000 to $7,000,000.
On page 52 of 61 of the RFP, “NOTE: This is the only place that shall have any identifying factor of the offerors company/or logo. NO other page shall contain this information.”
Please confirm that the contractor is able to use the company name within the Technical volume, specifically the Project Management Plan. Company information and/or logo should be on the cover letter only.
On page 53 of 61 of the RFP, Section L, paragraph I, for delivery of the proposal please confirm what will be needed to hand deliver the proposal package.
Must have independent access to the installation - We will not meet at the Gate in order to receive proposals.
When a CCASS or a CPARS is issued on a completed project the customer will not issued any subsequent Evaluation Worksheet. CCASS / CPARS not required. Government already has access to reports.
In past request it has been allowed to submit the CCASS for each project within the Past Performance Volume. However, with the page limit being only 8 pages, it is impossible to do so since CCASS forms can be 3-4 pages each and with up to 10 projects there is no way to do this. Two questions. For the Past Performance Volume can the page limit be waived to allow submittal of the CCASSs within the Volume? Or In the paragraph "g. Brief comments, if desired" - can reference be made to the CCASS or CPARS having been issued?
CCASS / CPARS not required. Government already has access to reports.
Questions concerning the Attachment #2 Past Performance Questionnaire . Some confusion as what is to be filled out before sending the form to customer to be filled out. In Paragraph
4. on page 54 of the RFP there is a reference to "MEMORANDUM FOR block on the cover letter" Where is the cover letter found?
Do not fill out Attachment #2, fill out Attachment #3 only for Past Performance Questionnaire.
Questions concerning the Attachment #2 Past Performance Questionnaire: Also - who fills out the first page of the Past Performance Questionnaire? (This is labeled as Attachment II in upper right hand corner.
Do not fill out Attachment #2, fill out Attachment #3 only for Past Performance Questionnaire.
Questions concerning the Attachment #2 Past Performance Questionnaire: The price range referenced is $2,000 through $750,000 - is this correct? The dollar amount to be used for the past performance section is $3,000,000 to $7,000,000.
Questions concerning the Attachment #2 Past Performance Questionnaire: Can the completed PPQ be sent to you by email? Yes; directions are in Section L, paragraph K, subparagraph 4.
When will as-builts be available? Are they available upon request?
All existing as-builts are available through AMRDEC File Sharing as PDFs. Additionally, the base's utility map for this site, the base Design Compatibility Guide, and the base cabling standards are also available through AMRDEC. Please send requests for access to the CE Project Manager, Lt Matt de Bernardo, at matthew.de_bernardo.1@us.af.mil and include a list of all email addresses of individuals requiring access. As a reminder, it is the contractor's responsibility to verify the accuracy of as-builts and utility locations.
15 Article 1.4- Where can we obtain “base DCG”? See RFI 14
When will the as built drawings be available for pick up
See RFI 14, As-builts and the mentioned design materials may also be supplied electronically on a CD upon request.
17 May I have a copy of the DCG documents referred to in the scope of work See RFI 14
How will the construction of the project be phased and what is the anticipated schedule?
The project will be phased as stated in Section 01011 para. 1.6.1.7. with the center partition wall in the building delineating the two areas to be phased. All utility outages to the occupied side of the building shall be kept to a minimum and conducted on weekends or holidays, coordinated in advance through the Contract Administrator. Any outage anticipated to last longer than three days should specifically be mentioned in the technical proposal during the bidding process. An approximate schedule is provided on page 3 of Section 01011. This provides estimated dates and durations as stipulated in para. 1.5. The only firm requirement on the timeline is that the performance period (from Notice to Proceed with design through project closeout) may not exceed 405 days. If a contractor feels that this requirement is unreasonable, they may suggest an alternative performance period duration with justification. If approved, all contractors submitting proposals will be informed of this change and afforded an opportunity to adjust their proposals.
What is the timing of the start of this project Contractor proposals are required to be valid through 30 September 2015 and the project may be awarded at any point during that period. Shortly following award of the contract, a pre-construction meeting will be held with Notice to Proceed being awarded at the meeting or shortly after. Please reference the timeline mentioned in RFI 18 for further details.
Article 1.6.1.10- “The facility is not connected to base wide EMCS…” Who is the current vendor for the Base EMCS System? The current vendor for EMCS is Jenco Inc.
Section L, Article J. Technical (Volume 1) Details- Can further definition be supplied for “10% Design Submission Project Package…” What is expected or constitutes 10%?
Please reference the provided document outlining the General Definitions of Design Levels as determined by the 355th Civil Engineer Squadron for contracted projects including design. In addition to this, the 10% design shall specifically show the location of the elevator addition and the mechanical yard. If either location is unaccepable, the government will provide the contractor feedback with time to adjust their proposal.
Section 01011, Article 2.7.6- Provide clarification of statement “contractor shall prepare the contract drawings to enable each category of work to be bid separately…”?
To the maximum extent practical, the contractor shall divide work in order to accurately estimate and track design time associated with each category of work (category of work correspond to the structure of the Schedule of Bid Items). The intent is to enable the government to be able to source funding for the different categories of work according to DoD and Air Force regulations on use of congressionally designated fund types. All work and associated costs must be attributed to one of the bid items. It is not the intent of para
2.7.6. to completely segregate work to the point that design and construction is inhibited by such efforts. As such, contract drawings should still be one complete, coherent, and usable set of plans for construction.
At the site visit, a question was asked in reference to whether the site visit was mandatory or not. Please confirm if the site visit was mandatory and if you did not attend you are unable to bid this project.
The site visit was not mandatory, but it was highly encouraged. It is the opinion of the 355th Contracting Squadron and the 355th Civil Engineer Squadron that attendance of the site visit by a contractor will improve the accuracy and clarity with which the contractor understands the scope of the project and, as a result, improve the quality of a contractor's proposal. However, there will be no bias held against the contractor as a result of not attending the site visit.
Regarding the mold abatement/ demo, is there a requirement for negative air containments?
Use two layers of fire-retardant polyethylene sheeting with one airlock chamber. Maintain area under negative pressure with HEPA-filtered fan exhausted outside of building. Block supply and return air vents within containment area.
Is a post mold remediation air clearance test required for mold remediation? If so, who conducts the air clearance testing? Not required.
This is more of a statement than a question. Looking at the government provided asbestos summary of the previous testing done in the building it would not be considered sufficient for the size of this project. EPA requires a more thorough inspection of the materials to be disturbed during the demolition. Is the general contractor responsible for the thorough asbestos survey?
Yes. Please reference Section 01011 para. 1.6.2.4.
Is lead paint testing and abatement required prior demo of possible lead containing painted finishes?
Yes, lead paint and/or coatings shall be tested to verify the presence of lead, and if lead is present, such materials shall be disposed of appropriately if demolition is required. If lead paint and/or coatings are found on a surface not being demolished and not requiring paint/coating removal, the lead containing material may be encapsulated over with new paint/coatings or left untouched if no work to the surface is required by this project. Please refer to Section 01011 para. 1.6.2.5. for specific guidance.
Please confirm that any Lead Based Paint abatement is not a part of this RFP at this time. If yes, confirm that the contractor will be responsible for carrying cost of a LBP survey for bidding purposes.
Confirmed. Lead Based Paint abatement is not a part of this RFP. Testing for LBP and lead containing coatings is required per Section 01011 para. 1.6.2.5. Pending the results of the testing, additional costs for LBP abatement will be considered as a modification to the contract.

Please clarify the intended storage configuration for the warehouse. Will plastic commodities be stored on racks, and to what height? Plastic commodities will not be stored on racks.
Please confirm that the stand-off distances of UFC 4-010-01 for ATFP must be met around the LRS facility. If so, please provide guidance in your preferred method of securing the driveway approaches to the building.
Stand-off distances must be met specifically through the measures addressed in Section 01011 para. 1.6.14. There is a separate project in the area to construct vehicle gates that will create stand-off along the north and west perimeter of the building. The stand-off distances established by the measures addressed in Section 01011 para. 1.6.14.2. and
1.6.14.3 meet the requirement for AT/FP stand-off.
Please confirm that the mezzanine structures in the warehouse will be removed by the AF prior to start of work and replaced with a new hi-bay shelving system. Please confirm that the contractor is not responsible for the hi-bay shelving.
Confirmed, it will be removed via a separate contract. The contractor is only responsible for protecting the high-bay shelving system from being damaged during the course of construction.
The scope of work allows for a dumpster will multiple dumpsters be allowed for recycling purposes Yes.
Can any portion of the loading dock be repurposed to accommodate the mechanical yard. A portion of the loading dock can be repurposed to accommodate the mechanical yard, but only for the southern half (south of the major partition divide) of the loading dock.

In Section 3.0 Architectural Standards, specifically roofing, it is stated “roofing materials and mastic should be considered as ACM unless tested otherwise.” Drawings included with RFP identify Mechanical Room Roof Felt only as having Asbestos Material. Were there other tests or survey results for the main roof to determine asbestos content if any or are we to assume all 87K of roofing area is asbestos containing material?
The referenced statement from the DCG applies strictly to the precautionary actions the contractor should take when dealing with the roof. This is to say that until the testing required per Section 01011 para. 1.6.2.4. is complete, treat the roofing materials as if they could contain asbestos when working with these materials. For the purposes of proposals on this project, the contractor shall only incorporate abatement of asbestos specifically identified in the provided asbestos report. The actual requirement for abatement will be determined following contractor conducted asbestos testing.
Is anything implied by or described in this building where it could be considered “administrative” so that a “courtyard outdoor space” as identified by Section 4.0 is required?
