About this file

This is a Solicitation Questions & Answers document for federal contract FA485526Q0034 addressing prospective vendor inquiries regarding a Unmanned Vehicle Inspection System (UVIS) procurement.

The Q&A clarifies key requirements for the UVIS solution: training will consist of initial on-site operator and administrator instruction only (no recurrent training), with twelve operators (three per flight if possible, or administrators for train-the-trainer approach) and five administrators (two from Training, one from OPS, two from ATFP). Installation, commissioning, testing, training, and warranty support may be performed by the equipment manufacturer, qualified subcontractors, or authorized resellers/distributors using manufacturer-certified personnel. Software updates and sensor calibration are required throughout the warranty period, with calibration frequency dependent on system requirements and performed either on-site or remotely as applicable. No specific warranty response times or service level agreements are mandated. The Government has no existing access-control equipment requiring integration. Equipment delivery must occur within 30 days of order receipt; installation, commissioning, training, and system acceptance are not constrained by this timeline. The solicitation will accept alternative UVIS solutions that fully meet all performance work requirements rather than requiring a direct replacement for the referenced LowCam VI150 system.

For administrator personnel: two from Training to allow for train-the-trainer, One from OPS for oversight and Two from the ATFP section as the OPRs.”

b. Is the training requirement limited to initial training at system acceptance, or are refresher/recurrent training sessions required during the warranty period? “Initial Training only”

2. Installation, Commissioning, and Support

a. May installation, integration, testing, commissioning, training, and warranty support be performed by the equipment manufacturer or qualified subcontractors on behalf of the prime contractor? “Yes”

b. Will quotations submitted by authorized resellers/distributors utilizing manufacturer-certified personnel for these activities be considered acceptable? “Yes”

3. Warranty and Maintenance

a. The PWS requires software updates and sensor calibration for the duration of the warranty. Please clarify the anticipated calibration requirements, including frequency and whether calibration is expected to be performed onsite or may be performed remotely when applicable. “Calibration requirements are dependent upon the system requirements”

b. Are there any required warranty response times or service level requirements associated with maintenance support? “No”

4. Existing Infrastructure and Integration

a. Does the Government currently have existing access-control equipment (e.g., boom barriers, bollards, tire killers, or gate control systems) that the UVIS must interface with? “No”

b. If so, can the Government provide manufacturer and model information for the equipment requiring integration? “N/A”

5. Delivery Schedule The solicitation states delivery is required within 30 days after receipt of order.

Please confirm whether this requirement applies only to equipment delivery or if installation, commissioning, training, and final system acceptance are also required within the 30-day period. “Just equipment delivery”

6. We noticed that the Performance Work Statement references specifications and information related to LowCam VI150 system. Could you please clarify whether the Government intends to procure a direct replacement for the LowCam VI150, or if an alternative UVIS solution that fully meets all your performance work requirements will be accepted? “An alternative UVIS solution that fully meets all the performance work requirements will be accepted”
