About this file
This is a Performance Work Statement (PWS) for the Cannon Air Force Base Under-Vehicle Inspection System (UVIS) procurement.
The contractor shall provide, install, integrate, and support a performance-based UVIS capable of continuously inspecting vehicle undercarriages at controlled access points. The system must deliver high-resolution imaging with automated anomaly detection and real-time operator alerts. Key technical specifications include Digital Area Scan imaging technology (3D preferred) with minimum 2048 x 1080 pixels per camera and composite resolution up to 10,000 x 4096 pixels; low-profile surface-mounted or flush-mount housing to accommodate low-clearance vehicles; capability to scan vehicles at speeds from 0 to 60 km/h without image quality loss; load-bearing structure withstanding 40 tons (standard) or 60 tons (heavy-duty) per axle; IP68-rated under-vehicle components with rust-free stainless steel or aluminum housing; and high-intensity LED arrays with automatic brightness and contrast adjustment. The system must include Foreign Object Detection using AI/Machine Learning to compare scans against baseline images, real-time image stitching into seamless composite images, automatic linkage of scans to license plates, high-definition driver and front passenger image capture, and API or dry-contact relay integration with existing access control systems. System infrastructure requires an industrial-grade server with minimum i7 processor, 16GB RAM, and dedicated GPU; minimum 2TB SSD/HDD storage for 90 days of video and images; and PoE switches with shielded CAT6A cabling for IL5 environment compatibility. Deliverables include complete hardware units, operation manuals and system documentation, on-site operator and administrator training, minimum 3-year comprehensive warranty on all hardware and software, and software updates plus sensor calibration throughout the warranty period. The document also includes technical specifications for the LowCam® VI150 system as a reference implementation example.

Cannon AFB Under Vehicle Inspection System
1.0. GENERAL INFORMATION
1.1. PURPOSE: The contractor shall provide, install, integrate, and support a performance-based Under-Vehicle Inspection System (UVIS) capable of continuously inspecting the undercarriage of vehicles entering a controlled access point. The system shall enhance security posture by providing high-resolution imaging, automated anomaly detection, and real-time operator alerts. The contractor shall deliver a fully functional, operationally ready system that meets all performance requirements in this .
1.2 Scope of Work:
The contractor shall supply, install, test, and commission a complete UVIS solution, including:
Underground/surface-mounted imaging units.
Automatic Number Plate Recognition (ANPR) and Driver Face Capture systems.
Video Management Software (VMS) with Artificial Intelligence (AI) for Foreign Object Detection (FOD).
Supporting IT infrastructure (servers, workstations, networking).
2. Technical Specifications
The UVSS must meet the following minimum technical requirements to ensure mission readiness in diverse operational environments.
Component Minimum Technical Requirement
Imaging Technology
Digital Area Scan (3D preferred) to eliminate "fish-eye" distortion and allow for accurate stitching of the undercarriage image.
Low Profile Surface-mounted or low-profile flush-mount housing to accommodate low-clearance vehicles without extensive civil works or deep pits.
Resolution Minimum 2048 x 1080 pixels (Full HD) per camera; total composite image resolution up to 10,000 x 4096 pixels.
2 | P a g e
Speed Handling Capability to scan vehicles at speeds ranging from 0 km/h to 60 km/h without loss of image quality.
Load Bearing Structure must withstand a static and rolling load of up to 40 tons (standard) or 60 tons (heavy-duty) per axle.
Environmental Protection
Under-vehicle components must be rated IP68 (waterproof/dustproof) with rust-free stainless steel or high-strength aluminum housing.
Lighting High-intensity LED arrays with automatic brightness/contrast adjustment for day and night operations.
3. Software and Intelligent Analytics
3.1 Advanced Analytics:
Foreign Object Detection (FOD): The system must use AI/Machine Learning to compare the current scan against a baseline image or a reference database to highlight anomalies automatically.
Image Stitching: Real-time stitching of camera feeds into a single, seamless, high-resolution composite image of the entire vehicle undercarriage.
3.2 Integration Requirements:
Integration: Automatically link the undercarriage scan to the vehicle’s license plate.
Driver Image Capture: Capture and store high-definition images of the driver and front passengers.
Access Control Interface: Provide APIs or dry-contact relays to integrate with existing boom barriers, bollards, or tire killers (e.g., triggering a "NO-GO" command if a threat is detected).
4. System Infrastructure
Processing Unit: Industrial-grade server with minimum i7 processor (or equivalent), 16GB RAM, and dedicated GPU for image processing.
Storage: Minimum 2TB SSD/HDD storage, capable of archiving 90 days of full video and high-resolution images.
Networking: PoE (Power over Ethernet) switches and shielded CAT6A cabling to ensure secure, high-speed data transfer within the IL5 environment.
