About this file
This document is a Questions and Answers (Q&A) memorandum for Solicitation No. FA485525Q0035 for C-130 Hail Protection Covers issued by the 27th Special Operations Contracting Squadron at Cannon Air Force Base. The Q&A clarifies key details about the procurement, including that the Air Force is requesting 10 sets of hail protection covers for aircraft. Key specifications include cover straps that secure to themselves underneath the wing, with additional extension straps to attach around engine nacelles, and a preference for a red color matching aircraft plug red. The delivery timeline is approximately 60 days from award, with some flexibility for negotiation, and there are no specific military specifications mandated for fabric or additional items like D-rings and buckles.
The document is signed by 1st Lt. Rusty Renn, the Contracting Officer, and dated 05 June 2025, indicating an upcoming procurement for protective covers designed to shield AC-130 aircraft flight control surfaces from hail damage. The solicitation seeks a contractor to provide custom-fitted covers that can be stored on a compact trailer, with specific attention to secure mounting and adaptability for external tank configurations.

MEMORANDUM FOR RECORD
SUBJECT: Questions and Answers to Solicitation No. FA485525Q0035, C-130 Hail Protection Covers.
Questions and Answers
Question 1: Can you confirm the total number of planes are seven (7)?
Answer 1: We are requesting 10 hail protection covers.
Question 2: Can the Protective covers strap and secure to themselves or is there a requirement to have them anchored to the ground or to the wheel base (without the external tank?
Answer 2: The protective cover straps should secure to themselves and not the ground or wheelbase. They should secure underneath the wing, so we have full wrap-around security.
Question 3: What is considered a "lot? Are all 7 sets a lot?
Answer 3: Correction, we are asking for 10 sets of hail protection covers. Lot refers to all 10 sets as a single delivery.
Question 4: Is the delivery date of 60 days from date of award negotiable?
Answer 4: Yes, the delivery date can be negotiated but we would like to get the covers as soon as possible.
Question 5: What size is the trailer do you want these to be stored on? (for measuring purposes)
Answer 5: As small as possible while fitting a full set of covers; not a large trailer.
Question 6: Is there an ams-std-595a color code for red?
Answer 6: A red that is close to matching the aircraft plug red (we don’t have a red color code).
Question 7: Is there a specific mil-spec for the fabric or additional items (D-Rings, buckles, etc)?
Answer 7: Not tracking any specific mil-spec for fabric/additional items.
Question 8: Page 1 of the spec sheet, "Additional straps will be added for ac-130 covers to accommodate external tank mounts"... Can you elaborate on what this idea is? Is the request for straps to be provided that would need to be connected to the cover itself? or an additional amount of extra straps in general with no buckles or fasteners? Or particular straps with buckles / fasteners? Are these to coincide with the previous sentence regarding the "D-Ring" ?
Answer 8: Those additional straps are meant to be extensions that attach around the engine nacelle, in case the weapons pylons turn out to not be secure enough.
Rusty Renn, 1st Lt, USAF Contracting Officer
