SPECIFICATION SHEET – AMENDMENT 0001

C-130J Flight Control Surface Hail Protection Covers

09 April 2025

ALL CHANGES WILL BE WRITTEN IN RED.

SCOPE OF WORK

GENERAL

The purpose of the hail covers is to prevent damage, retain structural integrity, and allow continued operation of the aircraft flight controls parked on the apron.

COVER SPECIFICATIONS

- Weight: Each individual cover will weigh no more than 60 lbs

- Ability: Hail proof and capable of protecting the surface of the aircraft from dent damage incurred by large hail up to 1-1 3/4" in diameter. Covers must be able to withstand 50kts of sustained wind.

- Maintainability: Able to be repair small tears with patches or stitches. Shall include repair instructions for end user. Must supply protective and aircraft transportable storage covers, bags or containers for each set of covers.

- Lead Time: Quote must state a lead time of 60 days or less after award

- Installation Method: Must be able to be installed from the ground without using stands and fastened with straps and buckles that will be thrown over the top. Buckles shall be impact resistant and plastic material to prevent damage to aircraft. The use of ladders is permitted.

- Material: UV resistant, waterproof. Will be RED.

- Design: Control surface covers will be divided into thirds to make transportation and stowage of covers more manageable. Each flight control cover should be comprised of 3 interlocking foam panels of near equal width that span the top surface within the bounding box (image depiction below), with excess material draping over and under the leading/ trailing edge. To constrain horizontal movement, the inboard side of the cover should have a strap long enough to wrap around the external pod pylon. The outboard side should have a cap to secure the cover on the wing tip. The three-segment covers will need to be able to strap/buckle/fasten to each other (recommend three plastic buckles per segment joint).

Each segment will require two heavy-duty sewn or fastened D-ring for use of aircraft straps to be used to fasten them around the wing/stabilizer. Additional straps will be added for AC-130 covers to accommodate external tank mount. Each segment will include a Red “Remove Before Flight” streamer. Multiple handles will be added to each segment to make movement easier. Option to add decals as necessary.

- Creation Requirement: Research, design, development and testing or product enhancement (if needed) will be accomplished by the vendor.

- C-130J Panel Measurements: (A=left edge, B=leading edge C=aft edge, D=right edge) Figures listed below.

RH Elevator: A=14’2" B=20’5" C=20’ D=6’1” LH Elevator: A=6’1" B=20’5" C=20’ D=14’2”

RH Aileron: A=12’ B=20’8” C=18’9” D=8’9” LH Aileron: A=8’9" B=20’8" C=18’9" D=12"

- Delivery: deliver 10 sets of covers.

DEPLOYMENT CAPABILITIES

- Covers must fit on a Trailor and can be installed within 1 hour by 2 to 3 people and removed within 1 hour without support equipment.

- Will be easily distinguished with tags or decal to identify directions and installation steps.

- Shall include installation instructions for end user.

SECURITY

- The Contractor shall NOT take any 3D imaging or scans of the Aircraft.
