About this file

This is a Questions and Answers document for a well repair project at MAFR (likely Melrose Air Force Range) for the Department of the Air Force Special Operations Command, addressing contractor questions about Well #3502. The document clarifies technical specifications and requirements for installing a new 20 HP submersible well pump.

Key requirements include: bailing out all rust and sediment from the 400-foot deep well due to its 30+ year age; replacing existing 4" steel piping with 4" HDPE piping; connecting the new 20 HP submersible pump to new HDPE piping; installing soft start or VFD controls; and working with 480 3-phase power. The well currently operates at low production (10 GPM or less). A site visit is scheduled for January 29th at 1:00 P.M. Mountain Time. The document notes there is no available historical well documentation, P&ID diagrams, or TDH specifications. Questions for this solicitation must be submitted before COB January 7, 2025.

Text version

1. Clarification on "bail the well column":

a) Does this refer to removing just one volume of standing water from the well? No bailing out all rust and sediment from the bottom of the well column.

b) Can you confirm that bailing any sediment or sand is not required? No, it will be required due to the age of the well. 30+years.

2. Inconsistencies in Section 1.1:

a) The PWS states: “install a new 20 Horsepower (HP) submersible well pump and attach it to existing high-density polyethylene (HDPE) piping to a predetermined optimal depth. The well casing for well #3502 is approximately 400 feet in depth.”

i. Could you confirm if the pump is connected to HDPE in the well and connected to the surface discharge elbow? It isn’t connected to HDPE but needs to be attached to new HDPE, my mistake in the PWS.

ii. Please provide the size of the piping. 4”

b) Additionally, the document mentions: “Column Pipe: 16" X 360’; Head: 400 Feet.”

Could the 16” pipe listed here refer to the well casing? Please confirm the column pipe size and material. 4” steel but needs to be replaced with 4” HDPE.

3. Additional Details Needed:

a) Could you provide any available well documentation, including specifications, drawings, or historical data? No.

b) When was the well last in operation, and do you know the cause of the pump failure?

It still functions just real low production,10 GPM or less.

c) What are the available power options for the new installation? 480 3phase.

d) Could you share details on the required Total Dynamic Head (TDH), and any available Process and Instrumentation Diagrams (P&ID) of the surface pipeline? No available data.

e) What are the expectations for pump control, such as the need for a soft-start option or Variable Frequency Drive? Soft start or VFD is needed.

4. Site Visit Feasibility:

a) Would it be possible to arrange a site visit for further assessment? Yes, we are coordinating with the customer to schedule a site visit for January 29th at 1:00 P.M.

Mountain Time. Please reach out to A1C London and SrA Lampkin if interested, any additional details will be posted as they come.

5. From our understanding, the term “column pipe” might be referring to what is commonly known in the industry as a "drop pipe". It would be very unusual for HDPE pipe to be used as column pipe. Is it possible that a CertaLok-style column pipe, as referenced in the attached brochure, might be intended? Please advise. Steel casing is in the well casing and existing steel piping needs to be replaced with 20 HP submersible attached to it.
