Q&A 1 -

1) Is this requirement a brand-new contract or is (was) an incumbent performing these services. If not brand new, could you please provide the current / previous contract number?

a. This is a new effort for a one-time service. There was no previous contract in place.

2) Can we change the size standard for NAICS 562910 from $25M to 1,000 Employees?

a. We have updated the Size Standard to 1,000 Employees.

3) Is it possible to get a 3-day extension for this requirement?

a. We understand that you're looking for a 3-day extension on this requirement.

Unfortunately, the deadline has been set and I'm unable to grant an extension at this time.

Q&A 2 –

4) I wanted to get clarification that the evaporation is currently and will be filled during the sampling events.

a. Answer: Evaporation pond should be emptied, currently Installation has tarp covering the existing liner, that will be emptied and rolled back prior to soil sampling. If the 10 soil sampling bores take several days, contractor shall need to vacate pond and the liner replaced by Installation in case it rains that night, installation will roll up back each workday prior to Contractor soil sampling.

5) Section 1.1 states to provide a unit cost for an additional bore up to 20 feet deep, however, Attachment 06 – Price List states 10 bores. Should unit costs assume one bore or 10 bores?

a. Answer: Original contract bid item is one Lump Sum of 10 bores, if sampling results come back with higher-than-expected results, additional bores can be requested for step out sampling, please price additional bores at cost of each bore with 5 sampling depths.

6) Section 1.5 of SOW states “The Contractor shall perform records review, prepare planning documents, secure necessary permits and approvals, and participate in meetings.” What planning documents are required? Will planning documents require NMED approval? If so, is regulator Ground Water Quality Bureau or Hazardous Waste Bureau? How many meetings are anticipated, and will they be online via Zoom or Teams, or in person?

a. Answer: This is a standard requirement to cover items like dig permits, airfield waivers, and/or OSE well permits as some examples. They also include work plans, sample plans, health and safety plans. Meetings would be planned with the installation and contracting to review documents, go over plans, and provide status updates. Those are examples of the items covered by this statement. One meeting will be between Contractor and installation to work out initial site access to pond and then daily activities if more than one workday is required by Contractor. Due to the high visibility nature of this site, a safety plan is needed to prevent any accidental exposure to soil contaminated with PFAS.

7) Should the additional soil bores be included in the initial mob or a separate mob?

a. Answer: If mob is mobilization, then two separate mobilization may be needed, intent is to have additional bores as a standalone CLIN if original results required additional sampling to determine extent of underground contamination, please include a second mobilization cost with the stand alone bores and samples.

8) Please clarify the statement “The contractor shall collect all samples within 14 days from the Notice to Proceed date for the initial soil sampling event.” Since an AF Form 103, Base Civil Engineer Work Clearance Request, is required to be approved prior to start of work, can it be assumed that the collection of all soil samples be within 14 days after approval of the AF Form 103 and other required permits?

a. Answer: AF Form 103 can be done on Thursday @ B355 at 730 and good for 30 days. Installation will work with Contractor ensure AF Form 103 is completed expeditiously. Safety plan should be completed and approved prior to NTP.

9) Can you safely drive a rig onto the pond liner? How much water is in the pond?

a. Answer: Pond is currently empty, if any collected water, it will remove by installation along with the plastic tarp preventing rainwater intrusion. Installation will coordinate with contractor to access pond as some existing evaporation pond equipment still exists but will not be removed until contractor indicates where access is needed by contractor.

10) How much sediment is in the pond? If so, can a rig safely drive onto sediments?

a. Answer: Pond is currently empty, plastic tarp preventing rainwater intrusion shall be removed prior to soil sampling. Rig should be able access the pond, as-built shows the slopes to determine if you can safely navigate it. Care should be to prevent damaging existing liner.

11) Is the requested past performance information in item 10 of the Instructions to Offerors excluded from the 5-page Technical Capability section page count?

a. 10 will not count towards the 5-page Technical Capability page count.

12) Are items 1-3 and 5-11 in the Instructions to offerors excluded from the 5-page Technical Capability section page count?

a. 1-3 and 5-11 will not count towards the 5-page Technical Capability page count.

13) Due to the vital nature of the questions above to our response to this RFP, we respectfully request a one week extension to complete our submittal
