1. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued.
2. This solicitation is being issued as a Request for Proposal (RFP). The Request for Proposal (RFP) number FA485524R0034 shall be used to reference any written proposal provided under this RFP.
3. This solicitation document and incorporated provisions and clauses are those in effect through:

4. This requirement is being set-aside for: 100% Small Business Set-Aside.
5. The North American Industry Size Classification System (NAICS) code associated with this requirement is 562910 - Environmental Remediation Services, which has a small business size standard of 1,000 Employees.
Description:
Service to provided is a one or more efforts to provide PFAS soil samples to the depth of 15 feet beneath the evaporation pond elevation to determine the extent of the rinsate plume underneath Aircraft Fire Training Pond. A soil sampling plan is provided showing where 10 bores are to be done with PFAS samples to be taken below the pond bottom, approx.
elevation 96 feet at the 1 ft, 2 ft, 5, ft, 10 ft, and 15 ft depth. Each PFAS sample shall comply with EPA Method 1633 with a standard turnaround time at a DoD Environmental Laboratory Accreditation Program certified laboratory. Service will include cost per additional bore with 5 PFAS samples at the above depths and cost per additional PFAS sample if requested. All shipping, handling, laboratory fees will be covered by the Contractor in their respective price estimate
IAW SOW.

Funds are not presently available for this contract. The Government’s obligation under this contract is contingent upon the availability of appropriated funds from which payment for contract purposes can be made.
No legal liability on the part of the Government for any payment may arise until funds are made available to the Contracting Officer for this contract and until the Contractor receives notice of such availability, to be confirmed in writing by the Contracting Officer.

*FAR Provision 52.212-1, Instructions to Offerors – Commercial Items (Sep 2023) applies to this acquisition and the following addendum applies:
Paragraph (a) – North American Industry Classification System (NAICS) code and small business size standard first sentence revised as follows: “The NAICS code and small business size standard for this acquisition appear above.”
Instructions to Offerors
Availability of Funds
Paragraph (b) – Submission of offers is revised as follows: “Offers shall submit signed and dated offers as specified herein prior to the due date and time specified in this solicitation. Offers may be submitted on the SF 1449 (attached) or company letterhead. As a minimum, offers must show –
(1) The solicitation number;
(2) The time specified in the solicitation for receipt of offers;
(3) The name, address, telephone number, and email address of the offeror;
(4) Technical Capability, limited to no more than five (5) pages. The offeror shall submit a written approach that demonstrates a clear understanding of the overall contract requirements. The offeror shall specifically answer the following in its submittal:
a. Offeror must state all work will be done in accordance with the Statement of Work (SOW) as applicable and discuss the Offeror’s work plan and schedule for execution.
b. Offeror must demonstrate that it possesses all the required expertise, knowledge, equipment, and tools required to meet the Government’s objectives as identified in the (SOW).
(5) Terms of any express warranty;
(6) Price:
a. Offeror must complete and return Attachment 06- Price List. All CLINS must be filled out to be considered responsive.
b. Total Evaluated Price (TEP) – TEP will be the sum of all three CLINS. Only TEP will be used for evaluation purposes.
c. The Government will correct any apparent mathematical miscalculations, such as the extended amount not equal to the unit price multiplied by the number of units, to determine the Total Evaluated Price (TEP).
(7) “Remit to” address, if different than mailing address;
(8) A completed copy of the representations and certifications at FAR 52.212-3 (see FAR 52.212-3(b) for those representations and certifications that the offeror shall complete electronically);
(9) Acknowledgement of Solicitation Amendments, if any;
(10) Past performance information to include recent and relevant contracts for the same or similar items and other references (including contract numbers, points of contact with telephone numbers, summary of contract, and total contract price).
(11) If the offer is not submitted on the SF 1449, offer shall include a statement specifying the extent of agreement with all terms, conditions, and provisions included in the solicitation. Offers that fail to furnish required representations or information, or reject the terms and conditions of the solicitation may be excluded from consideration.”
Paragraph (c) – Period of Acceptance of Offers is revised as follows: “The offeror agrees to hold the prices in its offer firm for 60 calendar days from the date specified for receipt of offers, unless another time period is specified in an addendum to the solicitation.”

FAR Provision *52.212-2, Evaluation -- Commercial Items (Nov 21), applies to this acquisition and the following evaluation is applicable:
(a) The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered.
The following factors shall be used to evaluate offers:
Factor 1 – Technical Capability: Technical Acceptability is achieved when the offeror provides their written approach that demonstrates a clear understanding of the overall contract requirements along with

Additionally, provide how it will ensure continued performance of services in the event of equipment failure. Offeror should demonstrate knowledge and understanding of the limited availability of resources in the local area around Cannon AFB, NM.
Factor 2 – Total Evaluated Price (TEP): Award will be made to the lowest proposed price meeting all evaluation criteria.
Proposals initially will be ranked from lowest to highest based on Total Evaluated Price (TEP). The Government will then evaluate the three lowest priced proposals for Technical Acceptability. The Government reserves the right to evaluate additional proposals for technical acceptability if deemed to be in the best interest of the Government. If additional proposals are evaluated for technical acceptability, they will be evaluated in the order of TEP, lowest to highest. Award will be made to the responsible vendor, in accordance with FAR subpart 9.1, as supplemented, whose proposal is the lowest TEP meeting all other evaluation criteria.
All other evaluation factors, when compared to price all equal.
(b) Not Applicable.
(c) A written notice of award or acceptance of an offer, mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer’s specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award.
