1. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued.

2. This solicitation is being issued as a Request for Quotation (RFQ). The Request for Quotation (RFQ) number FA485524Q0033 shall be used to reference any written quote provided under this RFQ.

3. This solicitation document and incorporated provisions and clauses are those in effect through:

4. This requirement is being set-aside for: 100% Small Business Set-Aside.

5. The North American Industry Size Classification System (NAICS) code associated with this requirement is 423440 which has a small business size standard of 100 Employees.

Description:

This requirement is for the purchase of 34 different items to upgrade all existing, outdated equipment in two (2) different dining facilities on Cannon AFB, NM. Some of these items will need to be ENERGY STAR. The contractor shall provide all labor, materials, equipment, and supervision necessary to complete the renovation of the kitchen equipment as outlined in the Statement of Work (SOW). The work includes, but is not limited to, the following tasks: 1) Removal and disposal of existing kitchen equipment, 2) Installation of new kitchen equipment, and 3) Electrical and plumbing modifications as required.

All companies must be registered in the System for Award Management at https://www.sam.gov/portal/public/SAM/ to be considered for award. The Government will not provide contract financing for this acquisition. Invoice instruction shall be provided at time of award.

FAR Provision *52.212-2, Evaluation -- Commercial Items (Nov 2021), applies to this acquisition and the following evaluation is applicable:

(a) The Government will award a contract resulting from this RFQ to the responsible vendor whose quote conforming to the RFQ will be most advantageous to the Government, technical, past performance, and price. The following shall be used to evaluate Best Value Detemination: Technical, Price, and Past Performance.

(b) Factors:

a. Technical: Quote must be rated Technically Acceptable to be eligible for award. To be deemed Technically Acceptable, the following evaluation criteria must be met:

i. Must be able to deliver all items and meet all specifications in accordance with this RFQ.

b. Price: Award will be made in accordance with the evaluation criteria listed and on the basis of the lowest priced proposal meeting Technical Acceptability for non-price factors.

i. All complete quotes will be sorted in order from lowest to highest based on Total Evaluated Price (TEP).

ii. All prices shall be provided in USD.

iii. The vendor’s total offered price will be determined by multiplying the quantities identified in the Combined Synopsis by the unit price, limited to two decimal places for each line item, to confirm the extended total amount for each line item. The sum of all amounts will be the vendor’s Total Evaluated Price.

iv. The Government will confirm all calculations.

c. Past Performance: Award will not be made to any vendor that has relevant negative past performance.

i. Past performance information may be obtained from any other sources available to the

Government to include the Contractor Performance Assessment Reporting System (CPARS), Federal Awardee Performance and Integrity Information System (FAPIIS), Electronic Subcontract Reporting System (eSRS), or other databases.

(c) Award Methodology:

a. In accordance with FAR 12.602(a), Contracting Officers are not required to describe the relative importance of evaluation factors when using the simplified acquisition procedures in FAR part 13.

b. A vendor must be determined to be responsible by the Contracting Officer in order to be eligible for award. Responsibility is described in Federal Acquisition Regulation (FAR) Subpart 9.1, “Responsible Prospective Contractors.” Part of the determination addresses financial capability.

Please provide the names, addresses and points of contact for all financial institution organizations utilized to determine if contractor has adequate financial resources to perform the contract or the ability to obtain them to include written authority to contact the provided financial institution.

c. A written notice of award or acceptance of a quote, mailed or otherwise furnished to the successful vendor within the time for acceptance specified in the quote, shall result in a binding contract without further action by either party. Before the quote’s specified expiration time, the Government may accept a quote (or part of a quote), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award.
