DEPARTMENT OF THE AIR FORCE
27TH SPECIAL OPERATIONS CONTRACTING SQUADRON
CANNON AIR FORCE BASE NEW MEXICO
AIR COMMANDOS
25 May 2021
MEMORANDUM FOR ALL CONTRACTORS
FROM: 27 SOCONS/PKB
110 E. Alison Ave Cannon AFB, NM 88103
SUBJECT: RFI 002 for Solicitation FA485521B0001 – CZQZ 20-0071 Renovate B600 for ALS
1. Scope and drawings detail rooms 2106&2107 to remove 1 wall to create 1 big area. At the site walk it was discovered that the wall creating room 2105 was not there and it was discussed that the entire area shown on the drawings is to become 1 room which will be 2105, 2106 & 2107. Please revise SOE and drawings.
Correct. 2105, 2106 and 2107 will all be one room. There is one wall that needs to be removed (between 2106 and 2107). There is no longer a wall separating 2105 and 2106. There is a booth in the corner at the front of the room that needs to be removed.
2. During the site walk it was critical that we kept the noise to a minimum. The work to take place will be noisy. The scope describes normal working hours however if noise is an issue will there be potential that those hours may change to night work?
The hallway is noise sensitive during testing. If necessary to complete work, the contractor may request, and the government may approve after hours work required to reduce noise during testing. Contractor hours will be discussed during pre-construction meeting.
3. For the As built requirement will the CAD files be provided? And what program are the CAD drawings currently in?
Per our EAs, we are using AutoCAD 2020.
4. Specs state that Primavera P6 is required for this project. This may be a boiler plate requirement. Can you confirm this requirement?
This is a boilerplate requirement, consider it obsolete (not required for this project).
5. Specs state that this project will be in USACE RMS. Is that correct?
No, this project will not be in USACE RMS.
6. Since this is a low risk project can the SSHO and Project superintendent be the same person?
Yes.
7. Install New Outlets - Rooms 2110, 2109, 2106, 2107, 2099 – Will the new outlets need to be hard piped with ¾” EMT conduit? If so, the sheet rock walls will need to be cut for the installation of the raceways and boxes.
There are 4 breakers available. The new outlets will need to be wired to the available breakers (no more than 6 outlets/breaker according to the electric shop).
8. Move (outlet) Behind Refrigerator – Room 2108 (same as 1.). We discussed removing the (2) existing outlets and blank covering the (2) locations-is this correct?
Per the site visit, the contractor has two options:
1. Move the existing outlets as indicated by the drawings.
2. Add new outlets in the designated locations (behind the proposed refrigerator locations) AND cover up the old outlets.
9. Comm Ports – Rooms 2110, 2109, 2108, 2106, 2101 (same as 1.).
The government does not see a need to change anything with the Comm Ports.
10. Will the Refrigerator and New Outlets require new circuits? If so, what panel will they feed from?
Awaiting findings from CE electric shop, results will be posted when the study is complete.
11. Replace – Room 2108 – Is this replacing an existing broken light switch?
Yes the light switch does not function properly and needs to be replaced.
12. Will any new lighting be required where the ceilings are being removed and replaced?
No, lighting is not part of this project.
13. Is the new carpet on Sheet G005 to be broad loom or carpet tile?
Carpet shall match existing, which is broad loom.
14. The Solicitation, Section 13, a. states that "Sealed offers in original and one copy" are required. Where do we submit the bid envelope at Contracting? Our intent is to provide the bid documents as well as the 20% Bid Guarantee (Section 10, D.) in this sealed envelope.
Section L, Instructions, Conditions and Notices to Offerors (page 40 of 47), of the solicitation provides further guidance regarding bid submission.
Section L part C states that electronic copies of the entire offer (bids and bid guarantee) can be submitted via e-mail. However, Section L part E asks for one hard copy of bid guarantee with raised seal to be provided before bid opening. The address could be seen in solicitation, page 1 of 47, number 7:
FA4855 27 SOCONS
Attn: Jermaine Villareal
110 E Alison Ave, Bldg 600 Cannon AFB, NM 88103
15. Page 40 of 47 in the Solicitation, Section C, Item 1 states that "Electronic copies of all bids shall be emailed" to you as well as other recipients. Are we to provide emailed bid copies to you? Section 13 does not reference electronic submission. Please let us know what you need for us to provide.
Please see response to question 14.
