QuestionsAnswers
Which transformers will need to be done on the weekend in order not to impact buildings or systems?Weekend work has to be pre-approved by Cannon AFB due to base manning it may or may not be permitted. However, if it is permitted we will coordinate weeks in advance and identify proper transformers. (Mr. Harlow to verify)
Will one of the alternate transformers be included in the base bid since TCNST1 has already been removed and if so, which one?T135B-TH
Can the bush around the T75 be removed? If so, are we responsible to remove it?Yes, Cannon AFB is working on have the grounds contract complete this.
Can the large overhanging branch above T155 be removed? If so, are we responsible to remove it?Yes, Cannon AFB is working on have the grounds contract complete this.

Statement of Work 3. General Provisions I. Can you provide a DD Form 1354?Yes it will be provided
Statement of Work 3. General Provisions J. Airfield- Can you provide the length of time for the airfield access trainings 1. & 2.?Airfield driving training takes less than a day to complete. It is done in Base Ops building, at no charge.The only Xfrmr with airfield access would be T2360-TH
Statement of Work 3. General Provisions K. Phasing Plan- Is this required? I ask because we are not familiar with which buildings and systems will be affected so putting together a Phasing Plan will be difficult.Yes, a phasing plan is required, information such design/delivery times per transformer, and installation time per transformer, haul route, and/or street closures.
Statement of Work 3. General Provisions K. Phasing Plan-Is the serving utility the City of Clovis electric or Xcel Energy?Xcel is our utility but CE is in charge of everything on the load side of the Substation
Do any of the transformers have PCBs? If there are PCBs pesent, what is the disposal process?No, transformers on base do not have PCB's. Report will be provided.
Please provide all available PCB testing data for the transformersA copy is attached/provided.
4. Specific requirements 3. This asks for us to assume additional primary wiring will need to be pulled. It would be better to handle this as a change order in the field if required. Many of these transformers appear to have good primary cabling with enough length to reuse with the new transformers. Is that acceptable?Yes it is acceptable, a change order will suffice.
If it is not, please provide the locations of the existing sources for the transformers with pictures of the inside showing terminations, existing conduits and the footages and routing of each.Not applicable.
Statement of Work 5. Project meetings B. Weekly Meetings- we don't intend to have a jobsite trailer. Can these meetings be held via Zoom or conference call or will a PM be required to be onsite for them?Yes, conference call as well as on the jobsite, and at least a superintendent be available.
Statement of Work 7. Project Closeout- Are electronic copies acceptable in place of hardcopies and CDs?Yes that is acceptable.
Statement of Work 7. Project Closeout- Once the transformers are received we would not anticipate installation taking 60 days unless CAFB coordination didn't allow installation in that time. How do we handle the Interim DD Form 1354?The Interim DD form 1354 can be done at anytime, even halfway through the project. The Interim DD Form 1354 is the same form as the initial or draft DD Form 1354, except you update it as you go until you finalize it.
Page 5 of 9 of the Statement of Work tells the contractor to assume additional Primary wire will need to be pulled to each location from the existing source. What is the 15kV cable specification, Cable Size, and where do we pull from for each location?15 KV MV UD Cable TRXLP 100% insulation. Conductor size and pull location would be case by case.
Contractor assumes that on the Statement of Work Appendix A, the primary voltage for Priority 1 thru 12 shown on page 8 of 9 of the Statement of Work is 12470 as stated in specification section 26 12 19.10?yes 12470 is the primary voltage
Attachment 2 - Wage Determination
Wage Determination- are we to use the 23160 Elecrician Maintenance wage classification for our personnel? If not, which classification are we to use?Yes, that is correct
Wage Determinaiton- we have indentured apprentices in a DOL apprenticeship program. Are we allowed to pay them a percentage of the established wage rate?Yes in accordance with the federal acquisition regulation and DoL guidance:

Attachment 3 SOMs- Was this included in the package by mistake? If not, what items are required to be provided by the contractor?All materials that will be used on this project as well as any O&M's, warranties, and as-builts

SECTION 01 00 011.3 Work Clearance Request- How much time does it take to get an AF Form 103? Is a separate form required for each transformer change out?It is a half day process, the 103 clearance is held every Thursday at 07:30 am at Bld 355 (CE Building)
SECTION 01 00 01 1.11.1.12- Are any of the transformers considered on the Flightline?Yes, T-2360 you would have to cross Taxiway Delta. An airfield construction waiver must be completed in order to commence work at airfields. This can be done through Civil Engineering on base by providing construction work details.
SECTION 01 00 01 1.12- Will construction fencing be required for any of the transformer change outs?Only applicable if work or current work site will be left unattended overnight.
SECTION 01 00 01 1.13 Road Closures- Other than T444B/Air Command Way and T155/Chindit Blvd., do you anticipate any road closures being required to install the new transformers?Do not anticipate road closures, aside from Air Command Way and Chindit Blvd.
SECTION 01 00 01 1.14 Final As Built- Since we don't have any drawings for the bid process are drawings required as a part of the Final as built package?Only if location is changed.
SECTION 01 00 01 1.18 Training and 1.19 Spare Parts and Maintenance Materials- are these sections required?1.18 Training refers to training the user i.e. Cannon AFB in anything related to the new installed transformers. 1.19 Spare parts and maintenance materials if applicable to any new installed transformer that can be handed to the user.
SECTION 01 00 01 1.21 through 1.23- do these sections apply to this project?Yes. Refer to section 1.23.1 where the Contracting Officer will determine if the call is routine, urgent, or emergency.
SECTION 01 00 01 1.24, 1.25 and 1.26- do these sections apply to this project?Only applicable if the footprint of the transformer will change. For example, changing location and moving concrete pads and new wiring for a transformer. However, for the most part we do not anticipate this will be applicable.
SECTION 01 31 01- Can the Project Management section be amended? We are located in Amarillo, TX and to lower cost we don't intend to have an onsite full time PM. In addition, we will have a 4-5 man crew for changing out the transformers made up of a foreman, 2-3 electricians, and an equipment operator. Sections 1.3 and 1.4 seem to be for much larger projects. Will these be required?Full time PM is not required but full time sperintendant will be.
SECTION 01 33 00 1.1.2.1 a. SD-01 Preconstruction Submittals- most of these we have done in the past but the Quality Control and Environmental Protection plan are new fo rus. If awarded, can we get help developing these?Yes, guidance from the Environmetal office on base can be provided. We have attached an updated Cannon AFB environmental guidance as well.
SECTION 01 35 00- Does this section apply to this project?Yes, one transformer is inside airfield
SECTION 01 35 29- section 1.5.1.1 discusses Site Safety and Health Officer and QC can be the same person. Are these roles required on this project? If so, can they be combined with the foreman (superintendant)?Yes it is required. Yes they can be combined, as long as superintendent has safety and health training.
SECTION 01 35 29- section 1.6- Can you provide an example of a safety plan that meets the reqs of 1.6.1?We are looking for a written safety plan that shows how a Contractor will mitigate risk to employees and all other personnel. Prepare the plan in accordance with USACE EM 385-1-1, which is attached.
SECTION 01 35 29- section 1.12.1 Hot Work, are electric or battery operated tools considered spark producing tools that when used are considered Hot Work and will require fire watch?Burn permits are only required for open flame EX: welding or torches. Further questions should refer to fire prevention- (575) 784-2578. This will be an item to check off your AF 103 work clearance permit.
SECTION 01 35 29- section 3.2- Will we have one pre-outage coordination meeting or will each transformer require one? How long do we plan for this/these meetings and who must attend?Yes, full coordination, through Cannon AFB CE office, per transformer is required. These meetings can be about an hour long, should not take up a lot of time. Personnel to attend include a Cannon AFB CE representative, base contracting, and the contractor's superintendent.
SECTION 01 78 00 section 1.2 Project Close Out Requirements 1.2.1 through 1.2.9- Other than the transformer drawings provided by the manufacturer, the DD Form 1354 and O&M Manual, are any of these documents required?Yes they're required, with the exception of Auto Cadd drawings (Only applicable if the footprint of the transformer will change. For example, changing location and moving concrete pads and new wiring for a transformer. However, for the most part we do not anticipate this will be applicable.)
SECTION 01 78 00 section 1.3.1.3- Can the 2 hour Emergency Call be adjusted. AAA Electric is located in Amarillo, TX.Yes it can be adjusted
SECTION 02 41 00 DEMOLITION AND DECONSTRUCTION- According to the definitions, we are not perfroming demoliion or deconstruction. Does this section apply? If yes, could we be provided with examples of both plans?Not applicable.
SECTION 26 12 19.10 THREE-PHASE, LIQUID-FILLED PAD-MOUNTED TRANSFORMERS Part 3 Execution- Do the grounding and bonding and the concrete sections of Part 3 apply to this project?Only if applicable, if needed. As an example, it can be on an extreme case where a concrete pad has to be removed.
SECTION 26 12 19.10 THREE-PHASE, LIQUID-FILLED PAD-MOUNTED TRANSFORMERS Part 3 Execution 3.7.1.1. Pad Mount Transformers b. Electrical Tests- Can items (3) through (9) be performed at the factory?Yes, these are factory tests.

Specification Section 26 12 19.10 mentions Meters. Are new meters required? We did not see a meter section.New meters are not required. Use current meters.
Specifications Section 26 12 19.10 Page 28 Concrete Slabs seems to contradictc Statement of Work, Section 4. Specific Requirements, Page 5, Paragraph 1a which states to reuse concrete pads. Just want to be sure if new pads are required or not?New pads are not required. Use current pads, or add to current pad if needed.

How do these documents pertain to this project, transformers are not listed in 6 or 7?If not applicable to transformers then disregard. This was attached to follow paint and color guidelines to match Cannon AFB architectural exterior colors and patterns. (for example, cannot have bright pink colorful transformers)

Is Attachment 11 required to be used for something within this proejct and if so, could you explain?Only applicable if new as-builts are created, otherwise disregard.

Can the as built (transformer drawings) be provided digitally rather than via CD/DVD?Yes digitally is fine. Please see question above (if creating new drawings then the AEC CAD is applicable, unless contractor has different means of providing drawings? i.e. pdf

To verify, we are required to pay NM gross receipts tax at the rate for Curry county, correct?Correct, at a rate of 6.125%. This cost shall be calculated as part of the total line item cost

Once removed, where are we supposed to dispose of the old transformers?Yes, contractor is required to dispose transformers at an approved dumping site.
Page 12 of 47 shows Delivery dates for the transformers that are not possible.Disregard, delivery will be modified at time of award based on period of performance and schedule.
Proposal Preparation
We will complete and submitt the SF 1449 and pricing for the identified Items, as well as, the Reps and Certs. We have not identified any other submittal requirements. Are there any additional submittal requirements?No other submittals aside from what is mentioned and listed in the SOW and Specifications
Can we get a one-line of the power distribution system for the base show cable sizes and manhole locations?Does not exist.
Can the contractor splice 15kv cable underground in manholes to existing cable?The only applicable manhole maybe T135B. Cannon AFB prefers to avoid splicing and pull new to closest Sectionalizer or switch
The contractor assumes that he will be allowed to extend the secondary conductors if needed with crimp on butt splices covered with heat shrink to a copper conductor?Cannon AFB prefers to avoid splices if and when possible.
