STATEMENT OF WORK

Repair Replace Live Front and Unfused Transformer FY20

1. PROJECT INFORMATION:

A. PROJECT NUMBER: 1067228

B. PROJECT TITLE: Repair Replace Live Front and Unfused Transformer

FY20

C. PROJECT LOCATION: Cannon Air Force Base (CAFB), New Mexico

2. DESCRIPTION OF PROJECT:

A. PROJECT BACKGROUND: The live front transformers and unfused transformers range between 30 and 50 years old and pose serious safety concerns. The requirements for electrical safety have become more stringent and the UFC 3-560- 01, Electrical Safety, O&M, requirements for arc-flash protection make live-front transformers even more difficult to work around. The replacement of the live-front and unfused transformers is needed for the safety of electricians as well as the function of the electrical systems.

CAFB is seeking proposals to replace 10 live-front and unfused transformers with the option to bid on 6 additional transformers (See Appendix). The live-front and unfused transformers will be replaced with modern dead front transformers.

These outdated transformers experience regular failures due to their age and exposure to the elements. The transformers also pose a serious safety issue to personnel on base. Open conductors with no shielding at 7200 volts per phase in an accessible box could potentially cause serious harm to anyone doing maintenance on the transformers. In order to prevent injury, the transformers must be shut down before work can be performed which shuts down power of up to 1/10th of the base.

The Contractor shall execute the project as shown in this SOW. The transformer list and location map can be found in Appendices.

3. GENERAL PROVISIONS:

A. The Contractor shall supply all labor, materials, transportation, equipment, and supervision to provide a complete, finished, functional product meeting CAFB Specifications. The Contractor shall include information on each type of equipment

Atch 3 (Page 2 of 9) they are bidding, including cut sheets from the manufacturer, and install procedures.

B. The Contractor must comply with:

C. PROJECT SCHEDULE- Provide a legible project schedule, within 30 days after award, in printed and PDF format indicating all critical milestones leading to a final completion date.

D. SECURITY- The Contractor’s primary project employees shall apply for credential and Restricted Area access to CAFB, through the Contracting Officer, 15 days prior to construction start date and/or site visits.

E. PRE-CONSTRUCTION SITE SURVEY - Prior to the start of any on-site construction activities, the Contractor shall:

1. Conduct a project site condition survey with the 27th Civil Engineering Squadron (CES) Construction Inspector.

2. The Contractor shall note the condition of trees, shrubs, grassed areas, concrete, and any structural damage that may exist immediately within or adjacent to work site.

3. The contractor shall field verify all dimensions or examine unseen connections before ordering materials or any performing work.

F. WORK CONFORMANCE - The work area will be confined to the applicable areas as identified in the Appendix. All work must conform to the current provisions of the CAFB Standards, available upon request.

G. SUBMITTAL REGISTER - Provide submittals and maintain the Submittal Register throughout project construction period of performance, as required by UFGS Specifications Section 01 33 00, Submittal Procedures. Contractor shall submit the Master Submittal Register to Contracting within fourteen (14) calendar days after the Notice to Proceed (NTP).

H. BASIS OF DESIGN - Any brand name items listed in this SOW and drawings are intended as a Basis of Design (BOD) only.

The Contractor may substitute a product, or products, for the brand name items as long as the substituted product(s) meet the minimum performance standards established by the listed salient characteristics. Refer to UFGS Division 01 Specification requirements. An ‘Or Equal’ product shall be submitted with the initial proposal and will be reviewed for technical acceptability.

The Contractor is responsible for how the substituted product(s) affect the design and schedule of the project. The 27th CES will review the substituted products for General Conformance only. All substituted products will be reviewed for compliance with the UFGS Design Standards & Environmental regulation compliance and any other review processes that are applicable to this project.

As a part of the 27th CES review process for substituted products, and prior to the substituted product being used or installed, the Contractor must demonstrate in writing that the substitution will meet all project requirements listed above.

I. DD Form 1354- For all projects, the Contractor shall prepare and submit a DRAFT DD Form 1354, Transfer and Acceptance of Military Real Property, Current Version. This DRAFT establishes the level of detail and the different components of a project for all work accomplished under the project. The DD Form1354 includes installed property, by building/facility number, and shall be submitted to the Contracting Office (CO). The DRAFT DD Form 1354 shall be submitted no later than thirty (30) calendar days after the Notice to Proceed (NTP). This DRAFT DD Form 1354 will be reviewed by Real Property Office (RPO) to resolve any issues and provide clarity to the Contractor for the inclusion in the INTERIM DD Form 1354. Please request a sample DD Form 1354 document if not provided in the RFP.

J. AIRFIELD- Contractor must coordinate with CAFB airfield management to access transformers in the airfields. If applicable, the Contractor must comply with procedures in AFI 13-213, Airfield Driving. The following minimum training requirements are needed for work at the Airfield:

3. Airfield Waiver Submittal: 40 days before work in the airfields submit an Airfield Waiver request through the Community Planner in 27th SOCES, Building 355.

K. PHASING PLAN- Include in the proposal a Phasing Plan which will be coordinated with the 27th CES, and City of Clovis electric, and approved by the CO. Additionally, the construction haul routes for this project shall be pre-approved 15 days before the start of construction.

L. UTILITY COORDINATION and Base Notification (Dig Permit) – Contractor must obtain an excavation permit AF Form 103, from the 27th CES (Bldg 355, 7:30 am every Thursday morning in Conference Room 1) prior to any excavation or drilling. Follow all local rules and coordination requirements necessary to obtain this permit including coordination within the Civil Engineer organization.

M. OUTAGES- Requests for all scheduled interruptions of electricity, airfield lighting, or other utility services shall be submitted in writing to the CO at least 21 working days in advance of the planned outage. All outages are subject to written approval by the CO and will be authorized only at the convenience of the Government. The Contractor shall minimize outages in number and duration as necessary to accomplish the required work.

N. GUIDES & REGULATIONS- The project shall conform to all applicable Federal, State and local laws, regulations and base-specific standards and applicable Unified Facilities Criteria (UFC) and UFGS. Where there is a conflict between the referenced standards, the most stringent shall take precedence. All work accomplished by the Contractor shall comply with these criteria unless a waiver is obtained from the Air Force when conditions warrant such consideration.

O. POST CONSTRUCTION STORM WATER MANAGEMENT – Refer to CAFB Environmental Standards 2018 for requirements.

P. HAZARDOUS MATERIALS- Refer to CAFB & MAFR Civilian Contractor Environmental Guide 2018. Transformers and other equipment removed from CAFB shall be disposed and/or recycled by the Contractor in accordance with Federal, State, and local laws. Units labeled NON PCB do not require special handling or disposal. No equipment containing PCB’s shall be installed during this contract. Should a PCB item be discovered in old transformers please coordinate with 27SOCES/CEIE at 575-904-6745 for disposition instructions.

4. SPECIFIC REQUIREMENTS:

A. Replace Live-Front and Unfused Transformers

1. Remove and dispose of 10 pad-mounted transformers (See Appendix) in accordance with IEEE 799-1987, CAFB & MAFR Civilian Contractor Environmental Guide- 2018, and UFGS 26 00 00.00 20 and UFGS 26 12 19.10.

a. The existing concrete pads for transformers shall remain and reused.

b. The Contractor shall remove and dispose of existing transformers in accordance with UFGS 02 41 00.

2. Replace with new transformers and assume a like-for-like replacement.

a. New transformers shall utilize environmentally friendly oil (i.e. FR3 or equivalent) and dead front fused (bay-o-net style or equivalent).

b. The high and low voltage compartments shall be located side by side, separated by a steel barrier. When facing the transformer, the low voltage compartments shall be on the right. Terminal compartments shall be full height, air-filled, with individual doors.

The high voltage door fastenings shall not be accessible until the low voltage door has been opened.

c. Dead front bushings shall be either universal wells or one-piece integrated for use with separable connectors. Bushings shall be externally clamped and front removable.

d. Switch to be 3-position for use on an alternate feed system with feed A, feed B, or off. Switch to be 4-position “sectionalizing” type for use on an extended radial or loop-feed system with feed A, feed B, isolated-from-either-side, or through-feed to both sides.

Switch to be 2-position switches to be used as “sectionalizing” switches on extended radial or loop-feed systems with feed-from-the-left, feed A, isolated B, or through-feed-to-both sides

3. Assume additional primary wiring will need to be pulled to each location from the existing source.

4. Testing—Tests shall be conducted in accordance with the provisions of ANSI C57.12.90 and UFGS 26 12 19.10.

5. PROJECT MEETINGS:

A. PRE-CONSTRUCTION MEETING - A pre-construction meeting will be held at the Contracting conference rooms, Building 600, within two (2) weeks after the contract award.

B. WEEKLY MEETINGS - Weekly planning meetings will be held at the contractor’s jobsite trailer. The date and time will be the same each week, and will be set by the construction manager at the pre-construction meeting.

6. SUBMITTALS:

A. Provide submittals for all equipment and material as outlined in the project submittal register.

B. CAFB Program Manager and Construction Manager must review all submittals before commencement of relevant work. Submittals shall be submitted 14 days in advance to allow for review.

C. Coordinate work schedules with the CAFB Construction Manager at least seven

(7) calendar days in advance.

D. Any exceptions to this Statement of Work must be detailed in the Contractor proposal.

E. An acceptable Period of Performance (POP) for this project, from NTP to Construction, shall be between 20 to 25 weeks.

7. PROJECT CLOSEOUT:

A. Supply two (2) hardcopies of O&M manuals and two (2) on CD.

B. PROJECT CLOSEOUT DELIVERABLES – At 80% of project completion or no later than sixty (60) days prior to total asset placed-in-service date or partial asset placed-in service date, submit an INTERIM DD Form 1354 (per project number) to the Contracting Officer for Real Property review. At Total or Partial Placed-In-Service-Date (PISD, a.k.a BOD), the closeout package must include INTERIM DD Form 1354 with list of all Real Property Installed Equipment (RPIE).

Any deficiencies and/or punch list items identified during the pre-final/final inspection must be included in Box # 27 or attached to the INTERIM DD Form 1354. At project completion, the following items shall be delivered to the Contracting office: Final INTERIM DD Form 1354, BUILDER Report, As-Built Drawings, and O&M manuals in both hardcopy and electronic format.
