Computer Technology Support

PERFORMANCE WORK STATEMENT

Cannon AFB, NM

12 August 2019

1. DESCRIPTION OF SERVICES: Non-personal services in support of U.S. Air Force voluntary off-duty education program providing computer technology support and assistance to the Base Training and Education Services (BTES) Office.

2. QUALIFICATIONS:

2.1 Two to five years in both hardware and latest software application.

2.2 Resume must list last two years of experience in computer tech support to include verifiable professional references.

2.3 The individual performing the work must be capable of passing a DoD security clearance at the “Secret” level or above. Contractor must provide the clearance in strict accordance with Government policies once the contract is awarded and within 60 days of appointment as the Client Support Administrator (CSA). Access National Agency Check with Written Inquiries and Credit Check (ANACI). ANACI’s are conducted by OPM and are required for civilian employees’ initial Secret security clearance or assignment to non-critical sensitive positions. The Office of Personnel Management (OPM) is the DoD

Authorized Personnel Security Investigation Provider.

3. WORK HOURS/DAYS: Work units are three (3) hour blocks. In the event of emergency (total system disabled, etc.) the contractor must respond within four (4) hours from time of call/request by the BTES Flight Chief. Routine work units will be scheduled with the contractor no later than 14 days prior to the requested work performance. Units may include federal holidays. Normal duty hours are 0730-1730.

After hours is defined as 1730-0730 and on weekends. It is estimated that two (2) to five

(5) units will be required per week. Exact days and times of services may be jointly determined by contractor and Government in advance and will be modified by mutual agreement according to changing program needs.

4. REGULATIONS: All tasks shall be accomplished in accordance with all DoD, Air

Force, Air Education and Training Command, and local base computer/technology guidelines and regulations. The Air Force Instructions (AFI’s) will be made available upon request.

5. SECURITY REQUIREMENTS FOR UNCLASSIFIED CONTRACTS:

5.1 Contractor employees must be able to complete/maintain a National Agency

Investigation (NACI) and Inquiry (NAIC) to access DoD networks (e-mail, AUSIS, etc.).

A LAN waiver must be completed if the employee has not had an investigation. If required, it is only allowed for the duration of the investigation process, not to exceed six

(6) months.

5.2 The contractor ensures all contractor employees receive initial and recurring security education training from the sponsoring agencies security manager. Training must be conducts IAW DOD 5200.1-R, Information Security Program Regulation, and

AFI 31-401, “Information Security Program Management”. Contractor personnel who work in Air Force controlled/restricted areas must be trained IAW AFI 31-101, The Air

Force Installation Security Program.

5.3 Pass and Identification Items: The contractor shall ensure the pass and identification items required for contract performance are obtained for employees and non-government owned vehicles.

5.4 Retrieving Identification Media: The contractor shall retrieve all identification media, including vehicle passes from employees who depart for any reason before the contract expires; i.e., terminated for cause, retirement, etc.

5.5 Traffic Laws: The contractor and its employees shall comply with base traffic regulations.

5.6 Weapons, Firearms, and Ammunition: Contractor employees are prohibited from possessing weapons, firearms, or ammunition, on themselves, within their contractor-owned vehicle or privately-owned vehicle while on Cannon AFB.

5.7 For Official Use Only (FOUO): The contractor shall comply with DoD 5400-7-

R, Chapter 4, DoD Freedom of Information Act (FOIA) Program requirements. This regulation sets policy and procedures for the disclosure of records to the public and for making, handling, transmitting, and safeguarding FOUO material.

5.8 Reporting Requirements: Contractor personnel shall report to an appropriate authority any information or circumstances of which they are aware may pose a threat to the security of DoD personnel, contractor personnel, resources, and classified or unclassified defense information. Contractor employees shall be briefed by their immediate supervisor upon initial on-base assignment.

5.9 Physical security: The contractor shall be responsible for safeguarding all

Government facilities, equipment, and material shall be secured.

5.10 KEY CONTROL: The contractor shall establish and implement methods of making sure all keys issued to the contractor by the Government are not lost or misplaced and are not used by unauthorized persons. The contractor shall not duplicate any keys issued by the Government.

5.10.1 The contractor shall immediately report to the BTES Flight Chief or representative on any occurrences of lost or duplicated keys.

5.10.2 In the event keys (other than master keys) are lost or duplicate, the contractor may be required, upon written direction of the contracting officer, to re-key or replace the affected lock(s) without cost to the Government. In the event a master key is lost or duplicated, all locks and keys for that system shall be replaced by the Government and the total cost will be incurred by the contractor.

5.10.3 The contractor shall prohibit the use of keys, issued by the Government, by any persons other than the contractor’s employees. Restrict the opening of locked areas by contractor employees to permit entrance of persons other than contractor employees engaged in performance of contract work requirements in those areas.

5.10.4 Lock Combinations: The contractor shall control access to all

Government provided lock combinations to preclude unauthorized entry. The contractor is not authorized to record lock combinations without written approval by the Government Program Manager. Records with written combinations to authorized secure storage containers, secure storage rooms, or certified vaults, shall be marked and safeguarded at the highest classification level as the classified material maintained inside the approved containers.

6. ABSENCES: Contractor employees much inform BTES Flight Chief of anticipated absence from a scheduled work day at least 24 hours prior to scheduled absence except in emergency situations. Non-emergency leave of one (1) week or more must be scheduled with BTES Flight Chief at least two (2) weeks in advance and may not exceed two (2) weeks at a time with a maximum of four (4) weeks in one fiscal year.

7. MATERIALS AND EQUIPMENT: The Government will provide all necessary workspace and access required to fulfill the requirements of this contract.

8. SPECIFIC TASKS:

8.1 Provide hardware and software system administration/maintenance on

All computers, servers, fax machines, satellite receivers, switches, routers, Local Area

Network (LAN) administration, printers and other peripherals critical to proper function of Cannon AFB BTES technology systems.

8.2 Provide maintenance on Cannon AFB BTES Web page. Update links, build pages, link appropriate documents and databases, mange layout and meet any other requirements to ensure quality of Web page and that it integrates with the Air Force

BTES website.

8.3 Implement any new systems (software/hardware) as provided by the BTES Flight

Chief. Set up new computers and other information systems to support gradual improvement of the BTES facility.

8.4 Provide all networking architecture recommendations and networking support to improve BTES network.

8.5 Establish procedures for safeguarding all critical data. Design back-up methodology to guarantee uninterrupted Base Educations Office services to customers.

8.6 Develop tracking system to (including all required documentation) monitor all information systems. Establish diagram of facility with associate database to track fixes and implementation of information systems.

8.7 Provide safe migration of important data from one system to another. Install and maintain Education Center’s primary database. Conduct upgrades to database and provide training to BTES personnel.

8.8 Provide recommendations to director of facility for future planning and improvements to existing information system structure.

8.9 Assist BTES Flight Chief in research and purchase of all information systems and components required to improve existing structure.

8.10 Provide proper information security on all systems. Educate personnel on proper security procedures to protect sensitive data and records.

8.11 Train officer personnel on software required for them to efficiently execute their jobs.

8.12 Perform any other critical technical system support as requested by the BTES team leader for successful operation of the BTES technology.

8.13 Fix all local area network (LAN) problems that may arise in the BTES Offices.
