STATEMENT OF WORK

Video Surveillance System

27th Special Operations Security Forces Squadron at Cannon AFB

06 August 2019

1. GENERAL INFORMATION

The Contractor shall furnish all equipment, to include labor, tools, parts, materials, transportation, testing and training necessary to provide and install a Video Surveillance System at Cannon AFB in order to support the observation of area activity.

2. SCOPE OF WORK

The intent of this project is to provide the Government with fully functional Video Surveillance

System. The Contractor shall provide eighteen (18) exterior cameras, twenty-four (24) interior cameras and integrate eleven (11) existing cameras including five (5) Pelco Sarix IMP Indoor 2

Megapixel Mini Dome Cameras and six (6) Sarix IME Indoor/Outdoor 3 Mega-Pixel Mini-Dome.

All cameras shall be viewable from the central server and respective local workstations.

The Contractor shall provide Video Surveillance System software and hardware, network video management system and infrastructure and six (6) satellite workstations. Additionally, the contractor will repurpose the Digital Sentry® DSSRV2 Network Video Recorder as a standalone CCTV system isolated from the greater CCTV network. The Contractor shall: provide, install, terminate and test software, hardware, wiring and functions of the system per the Specification Sheet; configure and program the system to control the capabilities of all installed devices and verify system operations;

provide one year warranty on parts and labor within the design, for software, components and materials provided by the Contractor and provide training.

The Video Surveillance System shall meet all requirements for intended use and shall be installed to the highest of standards and the requirements of the contract documents and shall meet the aesthetic, technical, and functional properties required by the Statement of Work (SOW) and the Specification

Sheet.

All equipment to be integrated into the CCTV network must be sourced from the current version of the Intrusion Detection System Equipment List maintained by the AFSFC/S4.

3. LOCATION

Cannon AFB, NM 88103

4. REQUIREMENTS and PROJECT DESCRIPTION

The required work shall be performed in accordance with this Statement of Work and all applicable

Federal, State and Local laws and regulations:

4.1. General

Video Surveillance System Software and Hardware: The Contractor shall provide eighteen (18) exterior cameras, twenty-four (24) interior cameras and integrate eleven (11) existing cameras. All cameras shall be viewable from the central server workstation and specific camera groups shall be viewable from their respective workstations.

Network Video Management System & Infrastructure: The Contractor shall provide and install a server workstation and network patch panels equipped for future camera additions and Video

Surveillance Software.

Network Cabling: The Government will provide building-to-building fiber optic cabling to enable network connectivity between the central server and satellite workstations.

Note: One satellite workstation location supporting three (3) cameras does not currently have a fiber optic cable path available, so this workstation will be configured to operate independently of the greater CCTV system until this cable path is established.

Repurpose existing DVR workstation: The contractor shall relocate and repurpose the existing

Digital Sentry® DSSRV2 Network Video Recorder to create a CCTV system with support for four

(4) cameras isolated from the greater CCTV network.

Client Workstations: The Contractor shall provide six (6) high performing and efficient satellite workstations with monitors enabling real-time monitoring of local camera views near each respective workstation.

Additional Monitoring: The Contractor shall provide three (3) monitors in addition to workstation monitors and sufficient cabling to allow camera views to be monitored from a separate room approximately 40 feet from a workstation.

4.1.1 The Contractor is responsible for performing all necessary efforts in the completion of this installation. The Contractor shall identify by name a Project Manager who shall be the Point of

Contact and responsible for overseeing the project.

4.1.2. The Contractor shall be responsible for the installation of security cameras, to include but not limited to installing security camera video management system and integrating existing security cameras to the security camera video management system. The Contractor shall install all components and materials in compliance with manufacturer’s written instruction, the Uniform

Building Code (UBC), National Electric Code (NEC) standards/specifications and recognized industry practices, all applicable Federal, State and Local laws and regulations.

4.1.3. The Contractor shall engineer, furnish, install and test newly installed equipment to industry and/or Original Equipment Manufacturer (OEM) specifications. The Contractor shall install new cameras as identified on the Statement of Work.

4.1.4. The Contractor shall be completely responsible to provide a functioning operational system.

The Contractor shall provide all necessary equipment, materials and labor to install the system and make the system a fully operational surveillance system. In addition, the Contractor shall construct/provide all support infrastructures necessary to the successful installation and operation of this surveillance monitoring system.

4.1.5. The Contractor shall be responsible for assembling all components and disposing of any packaging material once the work is complete.

4.1.6. Due to security concerns, maps, exact location, direction and other instructions will be provided to the Contractor upon award.

4.1.7. Installation Timeframe: The work shall be performed in normal business hours unless otherwise specified by the CO. The Contractor shall have the work complete and system ready for testing and acceptance no later than sixty (60) calendar days after date of award.

4.1.8. Periodic inspections to inspect the structural tie-downs and bracing, structural soundness and proper functioning electrical service components to include the camera installs and the wiring of switches will be performed as directed by the Contracting Officer, 27th Special Operations

Communications Squadron (27th SOCS) Project Manager, or the 27th Special Operations Security

Forces Squadron (27th SOSFS) Project Supervisor.

4.2 Quality Assurance

4.2.1. The Government will conduct inspections during the installation process to Contractor’s adherence to the referenced standards.

4.2.2. The Government will participate in the final test procedures. Any work deemed to be not compliant with the referenced standards and practices shall be re-worked at the Contractor’s expense.

The one (1) year warranty will begin after customer acceptance.

4.3. Damage

Any damage caused by Contractor during installation is the responsibility of Contractor.

4.4. Drawings/Documents

A list of materials prior to installation and the new server’s MAC address needs to be provided before the start of installation. At completion of installation, but before final acceptance, the

Contractor shall provide all required red-line drawings and all test results as part of the installation.

4.5. Mandatory Background Check/Security Requirements

All Contractor personnel supporting the installation shall undergo a thorough security background check to ensure supporting personnel meet the required clearance in accordance with the DoD guidance and the REAL ID Act of 2005. To enable the security checks to be conducted in a timely manner, the Contractor shall submit to the Contracting Officer (CO) and the 27th SOSFS Project

Supervisor, within 3 working days after contract award, to the following information for each employee that will require to be escorted in the Cannon AFB in support of the Video Surveillance

System installation.

In addition, a rental agreement or vehicle registration and insurance shall be provided for each employee that will be operating a vehicle on base.
