Questions and Answers Solicitation FA4855-18-R-0002 21 December 2017

Q: Attachment 2, Protective Coating Statement of Work, Para 2.4.5.1(a) & Para 2.4.5.2(a) references that a three (3) coat system will be used on all interior and exterior surfaces. On multiple similar projects that we have performed work on, we have often found that a full three coat system is not advantageous, and could pose unnecessary costs to the government. With this in mind we would suggest that each CLIN be priced per coat only, unless otherwise specifically identified, that way the government would only pay for what is required to fulfill their needs and unnecessary additional coats would not be "piled on" creating a future potential problem.

A: The Government opts to keep the requirement as stated. Attachment 2, Protective Coating Statement of Work, para 2.5.1, provides coating application standards that is intended to mitigate concerns of future problems.

Q: Attachment 1, Protective Coatings Line Item Listing, Item number DB, "Concrete Floor/Slab Surface Preparation: Such as Sanding, Grinding, Honing to Remove One Coat of Existing Coated Surface" is for the removal of a single coat of paint. If the floor requiring existing paint removal has more than one coat, would the contractor be paid for each coat identified and removed?

A: No. The intent is for the contractor to remove all coats of the existing coated surface at the proposed item unit price. Item number DB has been changed from removing "one coat" to remove "all coatings". (See attachment 1, dated 21 Dec 2017)

Q: Will there be any surface preparation of bare concrete surfaces prior to coatings application? None of the current CLINs speak to the surface preparation of bare floors.

A: In accordance with Attachment 2, Protective Coating Statement of Work, Para 1.9, the cost of surface preparation shall be included in the line item price.

Q: To clarify for all bidders regarding the following Unit on the Price List, 1 MSF = 1,000 SF?

A: 1 MSF = 1,000 SF

Q: I am inquiring if there will be a site visit on this project, or to view the sample seed projects for this solicitation. Or, can we schedule an individual site visit.

A: We are not planning to hold a site visit under this solicitation prior to contract award. The documents associated with the sample and seed projects provide sufficient information to develop and submit requirements identified within Section L, Instructions to Offerors, of the solicitation.

Q: Is there a site visit scheduled for solicitation FA4855-18-R-0002 (Cannon AFB Protective Coatings IDIQ)?

A: We are not planning to hold a site visit for the solicitation prior to contract award.

Q: Are bid bonds to be good through all years or just the base year.

A: In accordance with provision 52.228-1, Bid Guarantee, (see page 27 of the solicitation), the amount of the bid guarantee shall be 20 percent of the base period bid price or $140,000.00, whichever is less.
