Single Source Justification (Simplified Acquisition)

Page 1 of 1Updated: 9 Jun 16

Section A: General Contract Information

Contracting Activity: 27th Special Operations Contracting Squadron

Project/Program Name: Building 622 Alarm Install of IDS

Purchase Request/Identification Number: F2QT048165AW01

Estimated Contract Cost (including Options): $0.00

Section B: Description of the Supplies/Services Required

This is a brand name requirement for Honeywell brand Vindicator alarm systems. The contractor will provide an Intrusion Detection System (IDS) comprised of equipment listed on the Air Force Approved Equipment List (AEL). The contractor shall ensure these components are installed using best practices and per the AFLCMC citing criteria guide when applicable. The contractor shall procure and install one (1) new Vindicator® Intrusion Detection System (IDS) in building 622 to be managed from building 12 South.

Section C: Justification for Soliciting from a Single Source or Brand Name

This action will be awarded as a brand name, firm fixed price purchase order. This project will install Vindicator Intrusion Detection System to maintain interoperability and establish an Open Storage Area (OSA) within Bldg 622. This action will provide an alarm system compliant with current AFI 31-101 requirements for open storage, enabling effective use of squadron classified mission and mission planning systems, and building wide SIPR distribution. Supplies to be acquired are ultimately based on the requirements of AFI 31-101, Integrated Defense; IESE-SIT-001, Siting and Design Guidance for Permanent Installations; and HQ USAF/A7S Non-Nuclear Intrusion Detection System Equipment Approval Memo, dated 13 Jan 12. Vindicator is currently used throughout the installation and is the only authorized alarm system.

Section D: Efforts to Obtain Competition

This requirement will be solicited as a brand name requirement. Multiple companies can provide these capabilities as long as they are certified Vindicator technicians.

Section E: Steps to Preclude Future Single Source or Brand Name Awards

Future requirements will be evaluated for full and open competition. However, there are no alarm systems currently certified for use at Cannon AFB or that are compatible with current Vindicator systems.

Section F: Contracting Officer's Determination

I have determined, in accordance with FAR 13.106-1(b)(1), that the circumstances of this contract action deem only a single source is reasonably available.
