Contract: FA4855-TBD Range Residue Removal (R3) Attachment 3 Solicitation: FA4855-17-R-0025 Dated: 28 June 2017
MAFR CONTRACTOR TRAINING/ACCESS/SCHEDULING
1. The Range Management Office (RMO) will provide certification training for all Range Safety
Officers (RSO) ground personnel and training must be completed prior to gaining access to MAFR. Initially RSO trainees must be escorted by the RMO/RSO. After RSO training is complete a certification card will be issued, and must be carried at all times while on the range.
NOTE: Failure to provide proof of certification will result in mission/work stoppage until credentials can be verified.
2. The RSOs will complete a RSO certification program administered by the RMO. The RMO will provide designated RSOs MAFR-specific training and safety briefings.

NOTE - The RSO will be required to pass a written test.
3. All RSO’s will have equipment for communicating with the Range Control Officer (RCO) and will inform the RCO when elements will be separated unless otherwise coordinated. Individual RSO’s will also have unique call signs and will not change call signs while on the range.
4. Duties. Ensure adequate medical support is available for the training being accomplished.
Implement risk management for all phases of the event. Receive a range safety briefing and ensure all escorted personnel have received the safety brief. Must be physically present at the training site.
5. Access Denial. Access to MAFR shall be denied and mission numbers shall not be issued to administrative missions and contractors without a certified RSO escort.
6. Scheduling Procedures. The Range Residue Removal (R3) contractor must submit MAFR range requests to the Contractor Officer Representative (COR). The COR will coordinate with the MAFR Scheduling Authority via CSE IAW AFI 13-212V1 to deconflict with other air and ground missions on MAFR and receive a mission number. If a ground user does not have an individually assigned mission number, the RCO will deny access to the range. Wing Scheduling requires the name of the Range Safety Officer, destination(s), and callsign for CSE entries. To ensure communications effectiveness, unofficial adhoc call signs will be approved at the discretion of the RMO.
7. All ground users will sign into the range prior to any operation or events. Ground users will provide their mission number, destination, number of personnel, number of vehicles, and Range Safety Officer (RSO) certifications IAW the Ground User Safety Program. First-time ground users will receive a safety presentation prior to entry, bi-annually for repeat users, or whenever

The Ground Control Authority (GCA)/entry control personnel will verify the mission number in the CSE database and RSO certifications in the MAFR RSO certification database. Ground users will not be permitted to enter without a valid mission number and MAFR certification or certified escort.
8. Contractors, upon initial entry, are required to provide a signed copy of the MAFR SOP if copies have not been previously submitted access will be denied.
9. All movement on the range requires Range Control approval for range entry/exit and any movement on the range. Range Control will be notified when arriving at destinations on the range. Ground users shall acknowledge all Range Control communications/advisories.
10. MAFR range support contractors will not be asked or tasked to provide escort services in lieu of meeting MAFR access requirements.
11. All administrative ground movement will be via the prepared roads and trails and will maintain posted speed limits. Unposted speed limits are 45 MPH on paved roads, 35 MPH on maintained roads, and 25 MPH through MOUT sites. Depending on road conditions, surrounding events, and any other factors speeds will be reasonable and safe not to exceed unposted or posted limits.
12. Laser Eye Protection. All personnel shall have access to Laser Eye Protection (LEP) when operating on MAFR. During Combat Laser Operations LEPs shall be worn by all personnel outdoors. The LEPs shall be the responsibility of the visitor or contractor unless prior arrangements have been made with Range Management Office (RMO).
13. Ground users may check out range Laser Eye Protection (LEPs), Land Mobile Radios (LMRs), and vehicle tracking systems as required. Personnel are responsible for returning all signed out equipment in the same condition it was issued. Separate radios are required for geographically separated personnel and truck drivers. Call signs will be assigned by the SA.
14. Photography with either a camera or cell phone is not permitted on MAFR without express approval from the Range Manager.
15. Medical Emergency Procedures. For any emergency that requires immediate medical attention notify the RCO (LMR – primary or phone (575) 785-6646 secondary) who will notify the appropriate agencies.
16. Evacuation. In the event of range evacuation the assembly point is Dales Tire. 800 Denby Avenue, Melrose NM 88124. The primary evacuation route will utilize Sun Dale Valley Road east to NM 267, then north on NM 267 to Dale’s in Melrose. The secondary evacuation route shall exit through the North Krider gate north on Roosevelt County Road AV to US highway 60/84, then east via 60/84 to Dale’s in Melrose. Tertiary evacuation route shall exit through the South Krider gate, then east on Mesa Road to intersection with NM 267 then north on NM 267 to Dale’s in Melrose.
17. Personal firearms and alcohol are not permitted on MAFR.
