SECTION 01 01 00
GENERAL REQUIREMENTS
PART 1 GENERAL
1.1 PROJECT LOCATION
All work under this Project will be performed on Cannon Air Force Base located in Curry County, approximately 5 miles West of Clovis, NM.
1.2 REFERENCES
The publications listed below form a part of this specification to the extent referenced. The publications are referred to within the text by the basic designation only.

1.3 ISSUING OFFICE / NOTIFICATION OF WORK START
A. The following office is authorized to contract requirements and will be responsible for their administration:
27th Special Operations Contracting Squadron
110 Allison Avenue Cannon Air Force Base, NM 88103
B. The Contractor shall give at least 10 working days advance notice in writing to the Contracting Officer (CO) prior to beginning any work under this contract. The Contractor shall provide an "on-site start work" notice to the Contracting Officer stating the intended construction start and completion dates. The Contractor shall notify the Contracting Officer at least five working days prior to starting the on-site work, unless approved otherwise by the Contracting Officer.
C. Coordinate with appropriate utility-locating agencies. A Base Civil Engineer Work Clearance Request Form AF 103 will be completed prior to any physical work taking place. AF 103 will be given to the Contractor during the pre-construction meeting. AF 103 must be signed and kept on site at all times with prime Contractor. Contractor shall schedule a meeting time to meet with each utility agency at the work site to locate affected utilities.
D. Clearance request is not valid until signed by the approving officer (Block 18 of AF 103). Approving officer will not sign until all locates are marked and all utility-locating agencies' signatures are on the form.
E. For excavation work: Work shall commence within 30 days after the approving Contracting Officer's signature, otherwise clearance request is invalid and a new request is required. Notify Contracting Officer immediately if new utilities were installed by others and not marked after all initial locates are made.
F. Contractor shall maintain all marked utilities in the field once they are initially marked by each utility agency. If markings are damaged, Contractor shall request new locates and shall give the locating agency 48 hours to perform the new locates.
G. Expenses for time and materials to perform repeat locates shall be borne by the Contractor, unless otherwise approved by the approving officer.
H. Cost to do the repeat locates will be deducted from the final invoice. In cases where utilities were marked late in the year and operations had to be shut down for winter, marked utilities would still have to be maintained by the Contractor by placing stakes or transcribing the marks on a drawing. When construction resumes, Contractor shall re-mark the site and may request verification of utility locations at no additional cost to him (Off-Base utility-locating agencies might request additional cost for repeat locates).
1.4 WORK SCHEDULE
A. Work Hours: Work hours on this Project shall be limited to Monday through Friday, between 0700 - 1600 hours, excluding federal holidays, unless approved otherwise in writing by the Contracting Officer.
B. Should the Contractor desire to work other than these hours, the Contractor must request approval in writing at least 14 calendar days prior to the period of the intended deviation. The Contractor shall not deviate from standard work hours unless permitted to do so in writing by the Contracting Officer.
1.5 FIRE AND SAFETY REGULATIONS
A. The contractor shall comply with all national, state, local and Air Force fire and safety regulations. The primary Air Force directives are:
1. AFOSH Standard 91-5 and CAFB Supplement 1.
2. AFOSH Standard 91-25 and CAFB Supplement 1.
3. AFOSH Standard 91-501 and CAFB Supplement 1.
4. AFI 91-203, Air Force Consolidated Occupational Safety Instruction.
B. The primary CAFB directive is CAFBI 32-201.
C. These directives may be reviewed at the Base Civil Engineering offices, Building 355, 506 North Air Commando Way, Cannon Air Force Base, NM 88103.
D. Prior to using any open-flame devices or welding equipment, the contractor and subcontractor personnel performing this type of work shall be certified per the requirements of AF Form 592, USAF Welding, Cutting and Brazing Permit. Certification training is provided by appointment and can be scheduled by contacting the CAFB Fire Department at (575)784-4490.
E. Compliance with the requirements set forth in NFPA 241, Building Construction and Demolition Operations, NFPA 51B, AFOSH 91-5, and OSHA 1910-252 is mandatory. Contractor must notify the Contracting Officer when hot work is required.
F. Training of Contractor Employees: Contractor shall ensure that all of their employees, including the employees of subcontractors, receive adequate and regularly scheduled safety training for the duration of each Project. As new employees of the Contractor and subcontractor are added during completion of this Project, the Contractor shall submit a written record of all of his/her employees and subcontractor employees receiving training.
G. Fire Prevention Responsibility: Contractor shall ensure that all of their employees, including the employees of subcontractors, receive an initial Fire Safety briefing prior to beginning any work at CAFB.
This briefing may be given by the CAFB Fire Department or may be given by other qualified personnel approved by the CAFB Fire Department.
Notice of the scheduled briefing shall be submitted in writing to the Fire Department at least five working days prior to the intended date of the briefing. The Contractor shall submit a written record to the Contracting Officer indicating that all of their employees and subcontractor employees have received this briefing. As new employees of the Contractor and subcontractor are added during the performance of this contract, update the written record to the Contracting Officer. The Contracting Officer shall retain the right to spot check employees to verify if they have been provided the briefing.
H. It is the inherent responsibility of the Contractor to practice good fire prevention measures while working at CAFB, including but not limited to:
I. The Contractor shall provide a "fire watch" person during all welding performed anywhere on base.
J. Welding, cutting or brazing will only be done after a valid AF Form 592 has been issued by the CAFB Fire Department. Daily permits are required for the operation of any asphalt kettles.
K. Fire extinguishers required during construction shall be supplied by the Contractor. The Contractor shall provide at least two operating fire extinguishers at the hot roof work location. The Contractor shall have a Type A fire extinguisher at the site of all cutting or welding operations.
L. Contractor personnel shall confine smoking to designated smoking area(s).
M. Flammable paints, oil, varnishes, etc., stored in inside storage shall be in a metal storage cabinet or in controlled outside storage. Flammables being used outside of these areas are limited to a one-day supply.
N. Temporary wiring must be in compliance with Article 305 of the National Electric Code.
1.6 AS-BUILT DRAWINGS
1. As converted drawings rarely convert completely and/or accurately, all drawings shall be "accomplished and submitted" in AutoCAD, NOT in some other CAD program and then converted.
2. The appropriate AutoCAD version for submitted drawings will depend on the version being used by CE at the time of submission. CE will provide the required version at NTP
3. Every drawing submitted shall be drawn with the following guidelines:
Architectural should be the type
Scale: 1" = 1"
Precision shall be 1/16" Lighting Units should be American "NORTH" shall be consistent throughout the set of drawings.
4. Any included Xrefs (cross-reference drawings) are required to be bound to a drawing. This is required to produce a stand-alone drawing totally independent from any/all xrefs, blocks or any other references and free from any/all required manipulation on the part of the Government. Scope layer is a new requirement, but it's a really good and useful idea.
5. Plot configurations and naming conventions are defined by Cannon AFB As-Built Submittal Guidelines of 3 Feb 2014 (attachment 1 As-built Submittal Guideline).
1.7 SAMPLING AND TESTING
A. All tests shall be performed using specified testing procedures or, if no procedure is specified, using the standard testing procedure established by the ASTM. The Contractor shall verbally notify the Contracting Officer at least 24 hours in advance of testing so that it may be observed by the Contracting Officer and/or his/her designated representatives, at the discretion of the Contracting Officer. In addition to the specified testing requirements herein, the Government may perform additional verification testing at its own expense. All necessary samples and/or work associated with such samples for such testing shall be provided by the contractor at no additional cost to the Government. Repairs required to correct the evidence of such Governmental testing shall be replaced at the contractor's expense within 24 hours unless otherwise directed in writing by the
Contracting Officer.
B. All necessary sampling shall be included by the Contractor in the Project Scope of Work.
1.8 UTILITIES
A. Reasonable amounts of water, electricity and other utilities are available to the Contractor at no cost. The Contractor shall include any temporary utility connections, if necessary, within the Project Scope of Work. The Contractor shall exercise strict conservation practices in the use of these utilities or, at the discretion of the Contracting Officer. Should the Contractor be found to not be using utility conservation practices the cost of the utilities may be transferred to the Contractor for the remaining performance period of the Contract.
B. As part of the Project Scope of Work, the Contractor is expected to provide adequate cell phone service for Contractor personnel as needed to accomplish the work. Internet and fax capabilities, if required, shall also be obtained by the Contractor at no additional cost to the Government
1.9 BASE CIVIL ENGINEER WORK CLEARANCE REQUEST
A. AF 103 Work Clearance Request: Before any alteration, demolition, or other construction work is begun, the Contractor shall obtain and fully process an AF 103.
B. This form can be obtained from the Construction Management Office, Base Civil Engineering, 506 North Air Commando Way, and it shall be prominently displayed on the job site at all times for review by the Contracting Officer. Since this form requires extensive coordination with several base agencies, allow at least 10 working days for completion.
C. Coordinate with appropriate utility-locating agencies, both on-base and off-base, as shown on the AF 103. Initially, this form will be given to the Contractor during the pre-construction conference.
Contractor shall complete and follow all instructions on this form before the start of work. A shop will not sign off on the AF 103 until the locate is performed. If a shop does not have a utility in the construction area, their particular block on the form will be signed.
CE shops have up to 72 hours to perform a locate. CE Environmental Flight has up to three days to process a permit, if applicable.
D. The Work Clearance Request is not valid until it is signed by the Contracting Officer. The Contracting Officer will not sign the request until all affected utility locates are marked in the field and all utility locating agency signatures are on the form. Work must commence within 30 calendar days of the Contracting Officer signature, otherwise a new work clearance request will be required.
E. Contractor shall notify the Contracting Officer immediately if discrepancies are found between assumed and actual field conditions.
F. Protection of Existing Utilities: All underground utilities and overhead utilities with their support poles shall be safeguarded and protected from damage by the Contractor at all times.
G. Communications Cables: Complete all excavations by hand-digging rather than machine methods, or expose cables by hand-digging prior to completing excavation by machine.
H. Contractor shall immediately report any damage to communication lines or equipment to the Contracting Officer. The Contractor shall commence restoration efforts immediately. Failure to complete acceptable restoration within four hours or an alternate period of time acceptable to the Contracting Officer may result in suspension of contract work until restoration is completed and accepted by the
I. The Government reserves the right to protect a damaged cable from further damage or deterioration and the right to restore priority circuits; these actions shall not relieve the Contractor of his full responsibility for restoration.
1.10 CONTRACTOR'S USE OF PREMISES
A. This Project will be constructed within and utilizing facilities which may continue to be in use and occupied during the construction. The Contractor shall coordinate all work to minimize inconvenience to facility occupants and to airfield operations.
B. The Contractor shall be responsible for removing any mechanical equipment or other obstructions as necessary to complete the required work. The Contractor shall return all removed mechanical equipment to its original location or as otherwise required.
C. The Contractor shall strive to minimize construction dust and noise. Contractor shall comply with base quiet hours (2200 - 0600).
When required by the Government, the contractor shall provide a water truck for watering down the haul routes for dust control, etc.
D. The Contractor shall not use traffic ways for storage areas unless granted permission to do so in writing by the Contracting Officer. At no time shall the contractor block hallways, traffic ways or other access areas.
1.11 ACCESS TO CONSTRUCTION SITE/HAUL ROUTES
A. The Contractor shall propose site access routes, haul routes and portions of existing parking and open areas for use by his work force for review and approval by the Contracting Officer.
B. The Contractor shall submit all proposed haul routes to the Contracting Officer for review and approval at least 10 working days prior to any hauling unless this requirement is expressly waived by the Contracting Officer. Proposed haul routes shall include all arrival, delivery and disposal routes that will be necessary during the course of the project. Haul routes are subject to change by the Government.
C. The Contractor shall provide daily clean-up of gravel or other debris dropped along the approved haul routes by the Contractor and/or subcontractor.
D. Contractor shall be responsible for maintaining, repairing and restoring existing parking and grass areas to their original condition. Normal wear and tear will be taken into account.
E. Employee parking shall be restricted to those areas approved by the Contracting Officer.
F. Security Forces will enforce traffic regulations, parking area assignments and security on Cannon AFB and Melrose AFR and the Contractor shall cooperate and coordinate to the fullest extent.
Security Forces is not responsible for the security of the Contractor's materials or equipment, etc.
G. All Contractors are advised that it is a violation of a posted traffic regulation to exceed 10 miles per hour while passing military personnel in formation, or a military group running or walking along the side of the road. Driving privileges on this installation may be suspended or canceled for violating posted traffic regulations or applicable state laws and will not be considered an excusable delay under the contract. Each Contractor must ensure that all of its employees have been informed of this information.
H. Contractor shall provide to the Contracting Officer, Security Forces, and entry control personnel, 72 hours advance notice for each entry into restricted areas, unless approved otherwise by the Contracting Officer. Delays due to lack of immediately available military escort for contractor personnel entering these areas shall be at the Contractor's expense.
1.12 CONTRACTOR'S STORAGE / OFFICE AREA
A. The Government will provide an on-base outdoor area for the Contractor's main storage area. Limit storage in this area to the materials and equipment that pertain to this Contract. This area shall be kept clean. Properly store hazardous materials.
B. The Contractor shall erect an approved 6 inch high chain link temporary fence screened with slats or black/green fabric covering around the main storage area. The Government is not responsible for any items stored in this area. Contractor will return the area in the same condition as when he received it.
C. The Contractor will also be provided, if necessary, an on-site outdoor storage area reasonably close (within 500 feet one way) to the work area. Limit storage in this area to the materials and equipment that pertain to the Project. This area shall be kept clean. Fencing may not be required. For high-visibility locations, the Contracting Officer may require black fabric fencing.
1.13 BARRICADES
A. Construct and maintain barricades as required by the Safety Officer, the MUTCD, OSHA, and Wing Safety personnel sufficient to prevent injury to persons and damage to property.
B. All unattended trenches and holes must be covered as required by safety regulations previously listed.
C. Provide and maintain warning lights and signs, as necessary, to prevent damage or injury. Keep warning lights on from dusk to dawn as required by safety regulations previously listed.
1.14 COLD WEATHER OPERATIONS
A. If any part of this project is pursued during periods of cold or inclement weather, the contractor shall take all appropriate precautions to protect facilities and work involved in the Project scope from damage by cold or inclement weather. The Contractor shall be responsible for snow removal required at the Project site.
1.15 SUBMITTALS
A. The Contractor shall submit all required Material Submittals on AF Form 3000 in accordance with instructions contained herein and as specified on AF Form 66, Schedule of Material Submittals, to the Contracting Officer for approval. The Government shall be allotted 10 working days to properly evaluate each material submittal and re-submittal. Contractor shall consider this time to evaluate submittals in his construction schedule.
B. "30 Days Prior to Starting Work on Order" means that the Contractor shall provide the material submittals to the Government for approval not later than 30 days prior to starting on-site construction work for that issued contract.
C. Rejection of submittals for technical violations of the drawings or specifications will not be grounds for an extension of the performance period. If resubmittals are required, all parts of the original submittal package will be resubmitted together with changes so that coordination may be maintained.
D. Submittals will be consolidated by type (i.e. concrete, metal, wood) and all submittals for each specification section will be submitted at the same time.
E. Any certificates required for demonstrating proof of compliance of materials with specification requirements shall be executed in four copies. Each certificate shall be signed by an official authorized to certify on behalf of the manufacturing company and shall contain the name and address of the Contractor, the Project name and location, and the quantity and date or dates of shipment or delivery to which the certificates apply. Copies of laboratory test reports submitted with certificates shall contain the name and address of the testing laboratory and the date or dates of the test to which the report applies. Certification shall not be construed as relieving the Contractor from furnishing satisfactory material, if, after tests are performed on selected samples, the material is found not to meet the specific requirements.
1.16 CODES
A. References to standards, codes, specifications, recommendations and regulations refer to the latest edition/printing issued prior to the proposal receipt date.
B. These Construction Documents, and the joint and several phases of construction hereby contemplated are to be governed, at all times, by applicable provisions of the Federal Law(s), including but not limited to, the latest amendments of the following:
1. Williams-Steiger Occupational Safety and Health Act of 1970, Public Law 91-596.
C. Code of Federal Regulations, Title 29, Parts 1910 (Occupational Safety and Health Standards) and 1926 (Safety and Health Regulations for Construction).
D. EM 385-1-1, USACE Safety and Health Requirements Manual.
E. Federal Standard 313B, as it pertains to the procurement, identification, marking and control of potentially toxic or hazardous materials, and to the reporting of information concerning these materials.
F. All International Building Codes, latest editions adopted by the Air Force.
G. NFPA 101, Life Safety Code.
H. NFPA 30, Flammable and Combustible Liquids Code.
I. Applicable portions of standards listed in the Specifications that are not in conflict with Contract Documents or with the Federal Acquisition Regulations (FAR).
J. All Air Force and CAFB Regulations as pertain to construction, safety, fire, health and associated activities are part of this Contract.
1.17 TERMS AND ABBREVIATIONS
A. The words "approved," "inspected," "directed," "selected," and similar words and phrases shall be presumed to be followed by "by Contracting Officer." The words "satisfactory," "submitted," "reported," and similar words or phrases shall be presumed to be followed by "to Contracting Officer".
B. Instructions, directions and requirements as specified shall be considered to be followed by the phrase "unless otherwise specified or indicated."
C. The approving official and point of contact for this Contract is the Contracting Officer. All direction and Contract requirements will be determined by the Contracting Officer. The Project Engineer/Project Inspector will work with the Contractor to provide the joint estimated quantities.
D. The "CO" as used in this Contract is defined as the "Contracting Officer or his/her designated Representative".
1.18 SALVAGE
A. Equipment and materials indicated on the drawings, or as directed by the Contracting Officer, for reuse shall be approved by the Contracting Officer before re- installation. Contract amount includes cleaning, conditioning and installing materials indicated for reuse.
B. Any excess equipment and materials selected to remain the property of the Government shall be removed by the Contractor and delivered in good condition to an on-base location to be determined by the Contracting Officer.
1.19 DISPOSAL AND REMOVAL OF GOVERNMENT MATERIALS AND EQUIPMENT
A. Materials and equipment to be disposed or removed from CAFB shall be identified by the Contractor and made known to the Contracting Officer. All such materials and equipment shall be approved in writing by the Contracting Officer prior to disposal or removal.
B. Solid Wastes: Minimum requirements for off-base solid waste disposal are as follows:
1. All wastes shall be disposed in a legally permitted solid waste disposal facility. Contractor is responsible for paying any and all dumping fees for CAFB materials.
2. Waste hauling from base to off-base disposal locations shall meet or exceed all requirements and restrictions levied by the State of New Mexico and pertinent municipalities including:
a. Meeting of any weight restrictions for any public roadways used.
b. Covering and securing all loads of waste other than earth materials to ensure that no materials are lost from each load during transit.
c. Prevention of overloading with earth materials such that load contents are prevented from escaping during transit.
C. Liquid Wastes:
Runoff and residues generated from any process including water-washing processes shall not be directly wasted to the sanitary sewer or to the storm drain system. They shall be collected, sampled and disposed of based on the results of the analysis of samples, compliance with EPA and NMED requirements and this specification. Contractor shall obtain the necessary permits from the State of New Mexico for the discharge of industrial waste water.
D. Concrete Pavers Disposal: On-base disposal site may be available as determined by the Contracting Officer's Representative.
1.20 HEALTH HAZARDS
A. Health Hazards: The Contractor shall comply with all sections of this specification regarding recognized health hazards in compliance with OSHA and all other pertinent regulations including but not limited to the following:
High Work: Provide safe means of access and fall prevention measures.
Confined Spaces: Provide ventilation and adequate egress paths.
1.21 ENVIRONMENTAL CONCERNS AND HEALTH HAZARDS
A. Environmental Protection/Hazardous Materials: The Contractor shall strictly comply with Section 01 35 40 00 20, Environmental Management of this Contract for protection of personnel, Government property, and the environment, and for hazardous material handling, use and disposal.
B. Hazardous Waste: The Contractor shall strictly comply with Section 01 35 40.00 20, Environmental Management of this Contract for hazardous waste accumulation and disposal.
C. Asbestos removal: If encountered, the Contractor shall strictly comply with all applicable Government regulations regarding asbestos removal and disposal.
D. Lead based paint removal: If encountered, the Contractor shall strictly comply with all applicable Government regulations regarding lead based paint removal and disposal.
E. DD FORM 1354: Upon completion and acceptance of new work, the AFPM or Contracting Officer Representative shall complete DD Form 1354, Transfer and Acceptance of Military Real Property and submit with AF Form 3000. The Contractor shall complete the DD Form 1354 Checklist to assist the AFPM/Contracting Officer Representative.
F. CELL PHONE USE ON-BASE: Motor vehicle operators will not use cell phones on-base unless the vehicle is safely parked or they are using a hands-free device. This requirement applies to all Contractor's/subcontractor's vehicles as well as POVs used by the Contractor's/subcontractor's personnel to drive to/from the jobsite. 1.2.1 Project Description
The work includes Constructing three – 100 Yard diameter Helicopter Landing Zone Pads, treating with a dust suppressing additive, and incidental related work. The project will require travel on unimproved roads, to a desolate site with no utilities available.
1.2.2 Location
The work is located on Melrose Air Force Range, with the center point of the work site at (N 34° 19.667’ W 103° 53.443’). The exact location will be shown by the Contracting Officer.
1.3 Welding, and Burning Permits

1.2 ACCEPTANCE
Prior to the start of work, prepare and submit to the Contracting Officer for acceptance a construction schedule in the form of a Gantt Chart Schedule and AF Form 3064 in accordance with the terms in Contract Clause "FAR 52.236-15, Schedules for Construction Contracts," except as modified in this contract.
The acceptance of a Baseline Construction Schedule is a condition precedent to:
a. The Contractor starting work on the demolition or construction stage(s) of the contract.
b. Processing Contractor's invoice(s) for construction activities/items of work.
c. Review of any schedule updates.
Submittal of the Baseline Schedule, and subsequent schedule updates, is understood to be the Contractor's certification that the submitted schedule meets all of the requirements of the Contract Documents, represents the Contractor's plan on how the work will be accomplished, and accurately reflects the work that has been accomplished and how it was sequenced (as-built logic).
1.3 SCHEDULE FORMAT
1.3.1 AF 3065 Schedule
The AF 3065 must, as a minimum, show work activities, submittals, Government review periods, material/equipment delivery, utility outages, on-site construction, inspection, testing, and closeout activities. Use the approved Construction Project Schedule (AF 3064) to measure the progress of the work and to aid in evaluating time extensions. Make the schedule cost loaded and activity coded. The schedule will provide the basis for all progress payments. If the Contractor fails to submit any schedule within the time prescribed, the Contracting Officer may withhold approval of progress payments until the Contractor submits the required schedule. The AF 3065 must be time scaled and generated using an electronic spreadsheet program.
1.3.2 Schedule Submittals and Procedures
Submit AF 3065 and updates in hard copy and on electronic media that is acceptable to the Contracting Officer. Submit an electronic back-up of the project schedule in an import format compatible with the Government's scheduling program.
1.4 SCHEDULE BI-WEEKLY UPDATES
Update the Construction Schedule at bi-weekly intervals or when the schedule has been revised. The updated schedule must be kept current, reflecting actual activity progress and plan for completing the remaining work. Submit copies of purchase orders and confirmation of delivery dates as directed by the Contracting Officer.
a. Narrative Report: Provide with schedule updates. Identify and justify;
(1) Progress made in each area of the project
(2) Critical Path
(3) Date/time constraint(s), other than those required by the contract
(4) Changes in the following; added or deleted activities, original and remaining durations for activities that have not started, logic, milestones, planned sequence of operations, and critical path
(5) Status of Contract Completion Date and interim milestones;
(6) Current and anticipated delays (describe cause of delay and corrective actions(s) and mitigation measures to minimize);
(7) Description of current and future schedule problem areas.
Each entry in the narrative report must cite the respective Activity ID and Activity Description, the date and reason for the change, and description of the change.
1.5 3-WEEK LOOK AHEAD SCHEDULE
Prepare and issue a 3-Week Look Ahead schedule to provide a more detailed day-to-day plan of upcoming work identified on the Construction Schedule.
Key the work plans to activity numbers when a NAS is required and update each week to show the planned work for the current and following two-week period. Additionally, include upcoming outages, closures, preparatory meetings, and initial meetings. Identify critical path activities on the Three-Week Look Ahead Schedule. The detail work plans are to be bar chart type schedules, maintained separately from the Construction Schedule on an electronic spreadsheet program and printed on 8-1/2 by 11 inch sheets as directed by the Contracting Officer. Activities must not exceed 5 working days in duration and have sufficient level of detail to assign crews, tools and equipment required to complete the work. Deliver three hard copies and one electronic file of the 3-Week Look Ahead Schedule to the Contracting Officer no later than 8 a.m. each Monday, and review during the weekly CQC Coordination or Production Meeting.
1.6 CORRESPONDENCE AND TEST REPORTS:
All correspondence (e.g., letters, Requests for Information (RFIs), e-mails, meeting minute items, Production and QC Daily Reports, material delivery tickets, photographs) must reference Schedule Activities that are being addressed. All test reports (e.g., concrete, soil compaction, weld, pressure) must reference Schedule Activities that are being addressed.
1.7 ADDITIONAL SCHEDULING REQUIREMENTS
Any references to additional scheduling requirements, including systems to be inspected, tested and commissioned, that are located throughout the remainder of the Contract Documents, are subject to all requirements of this section.

1.1 DEFINITIONS
1.1.1 Submittal Descriptions (SD)
All submittals must be submitted on AF3000 and submitted to Contracting Officer (CO) at building 600. All submittals must have a signature from the CO to be valid. Any submittal that exceeds 20 pages in length must be bound before submission. All submittals should be labeled by number based on order or submission. Submittals are identified by Submittal Description (SD) numbers and titles as follows:

Samples of warranty language when the contract requires extended product warranties.
SD-04 Samples
Fabricated or unfabricated physical examples of materials, equipment or workmanship that illustrate functional and aesthetic characteristics of a material or product and establish standards by which the work can be judged.
Color samples from the manufacturer's standard line (or custom color samples if specified) to be used in selecting or approving colors for the project.
Field samples and mock-ups constructed on the project site establish standards by which the ensuring work can be judged. Includes assemblies or portions of assemblies which are to be incorporated into the project and those which will be removed at conclusion of the work.
SD-06 Test Reports
Report signed by authorized official of testing laboratory that a material, product or system identical to the material, product or system to be provided has been tested in accord with specified requirements. Unless specified in another section, testing must have been within three years of date of contract award for the project.
Report which includes findings of a test required to be performed by the Contractor on an actual portion of the work or prototype prepared for the project before shipment to job site.
Report which includes finding of a test made at the job site or on sample taken from the job site, on portion of work during or after installation.
Investigation reports.

SD-07 Certificates
Statements printed on the manufacturer's letterhead and signed by responsible officials of manufacturer of product, system or material attesting that the product, system, or material meets specification requirements. Must be dated after award of project contract and clearly name the project.
Document required of Contractor, or of a manufacturer, supplier, installer or Subcontractor through Contractor. The document purpose is to further promote the orderly progression of a portion of the work by documenting procedures, acceptability of methods, or personnel qualifications.

SD-08 Manufacturer's Instructions
Preprinted material describing installation of a product, system or material, including special notices and (MSDS)concerning impedances, hazards and safety precautions.
SD-10 Operation and Maintenance Data
Data that is furnished by the manufacturer, or the system provider, to the equipment operating and maintenance personnel, including manufacturer's help and product line documentation necessary to maintain and install equipment. This data is needed by operating and maintenance personnel for the safe and efficient operation, maintenance and repair of the item.
This data is intended to be incorporated in an operations and maintenance manual or control system.
SD-11 Closeout Submittals
Documentation to record compliance with technical or administrative requirements or to establish an administrative mechanism.
Special requirements necessary to properly close out a construction contract. For example, Record Drawings and as-built drawings. Also, submittal requirements necessary to properly close out a major phase of construction on a multi-phase contract.

d. Submit one sample of non-solid materials.
1.5 INFORMATION ONLY SUBMITTALS
Normally submittals for information only will not be returned. Approval of the Contracting Officer is not required on information only submittals.
The Government reserves the right to require the Contractor to resubmit any item found not to comply with the contract. This does not relieve the Contractor from the obligation to furnish material conforming to the plans and specifications; will not prevent the Contracting Officer from requiring removal and replacement of nonconforming material incorporated in the work;
and does not relieve the Contractor of the requirement to furnish samples for testing by the Government laboratory or for check testing by the Government in those instances where the technical specifications so prescribe.
1.6 VARIATIONS
Variations from contract requirements require both Designer of Record (DOR) and Government approval pursuant to contract Clause FAR 52.236-21 and will be considered where advantageous to Government.
1.6.1 Considering Variations
Discussion with Contracting Officer prior to submission, after consulting with the DOR, will help ensure functional and quality requirements are met and minimize rejections and re-submittals. When contemplating a variation which results in lower cost, consider submission of the variation as a Value Engineering Change Proposal (VECP).
Specifically point out variations from contract requirements in transmittal letters. Failure to point out deviations may result in the Government requiring rejection and removal of such work at no additional cost to the

When proposing variation, deliver written request to the Contracting Officer, with documentation of the nature and features of the variation and why the variation is desirable and beneficial to Government, including the DOR's written analysis and approval. If lower cost is a benefit, also include an estimate of the cost savings. In addition to documentation required for variation, include the submittals required for the item.
Clearly mark the proposed variation in all documentation.
1.6.3 Warranting that Variations are Compatible
When delivering a variation for approval, Contractor, including its Designer(s) of Record, warrants that this contract has been reviewed to establish that the variation, if incorporated, will be compatible with other elements of work.
1.7 SCHEDULING
Schedule and submit concurrently submittals covering component items forming a system or items that are interrelated. Include certifications to be submitted with the pertinent drawings at the same time. No delay damages or time extensions will be allowed for time lost in late submittals.
a. Coordinate scheduling, sequencing, preparing and processing of submittals with performance of work so that work will not be delayed by submittal processing. Allow for potential resubmittal of requirements.
b. Submittals called for by the contract documents will be listed on the register. If a submittal is called for but does not pertain to the contract work, the Contractor is to include the submittal in the register and annotate it "N/A" with a brief explanation. Approval by the Contracting Officer does not relieve the Contractor of supplying submittals required by the contract documents but which have been omitted from the register or marked "N/A."
d. Carefully control procurement operations to ensure that each individual submittal is made on or before the Contractor scheduled submittal date shown on the approved "Submittal Register."
1.8 GOVERNMENT APPROVING AUTHORITY
When approving authority is Contracting Officer, the Government will:
a. Note date on which submittal was received.
b. Review submittals for approval within scheduling period specified and only for conformance with project design concepts and compliance with contract documents.
Upon completion of review of submittals requiring Government approval, stamp and date submittals.
1.9 DISAPPROVED SUBMITTALS
Make corrections required by the Contracting Officer. If the Contractor considers any correction or notation on the returned submittals to constitute a change to the contract drawings or specifications; notice as required under the FAR clause entitled CHANGES, is to be given to the Contracting Officer. Contractor is responsible for the dimensions and design of connection details and construction of work. Failure to point out deviations may result in the Government requiring rejection and removal of such work at the Contractor's expense.
If changes are necessary to submittals, make such revisions and submission of the submittals in accordance with the procedures above. No item of work requiring a submittal change is to be accomplished until the changed submittals are approved.
1.10 APPROVED SUBMITTALS
The Contracting Officer's approval or acceptance of submittals is not to be construed as a complete check, and indicates only that
Approval or acceptance will not relieve the Contractor of the responsibility for any error which may exist, as the Contractor under the Contractor Quality Control (CQC) requirements of this contract is responsible for dimensions, the design of adequate connections and details, and the satisfactory construction of all work.
After submittals have been approved or accepted by the Contracting Officer, no resubmittal for the purpose of substituting materials or equipment will be considered unless accompanied by an explanation of why a substitution is necessary.
1.11 APPROVED SAMPLES
Approval of a sample is only for the characteristics or use named in such approval and is not be construed to change or modify any contract requirements. Before submitting samples, the Contractor to assure that the materials or equipment will be available in quantities required in the project. No change or substitution will be permitted after a sample has been approved.
Government reserves the right to disapprove any material or equipment which previously has proved unsatisfactory in service. All samples submitted whether disapproved or approved shall become the property of the government if requested.
Samples of various materials or equipment delivered on the site or in place may be taken by the Contracting Officer for testing. Samples failing to meet contract requirements will automatically void previous approvals.
Contractor to replace such materials or equipment to meet contract requirements.
Approval of the Contractor's samples by the Contracting Officer does not relieve the Contractor of his responsibilities under the contract.
