Answer: The expected start date will be after the Notice to Proceed has been issued.
2. Is on-site water available for construction use?
Answer: After speaking to range personnel, they agree that well #3 can be accessed for water. This well is 8.15 miles driving distance from the work site. Coordination with the KL House to utilized the Fill Stand will be required.
3. Specifications state the excavated soil gets moved approx. 2 miles away. Is the soil going to be dumped in piles or will we have to spread out once dropped?
Answer: The soil will be dumped in piles; 5 miles away
4. Wanted to confirm Section 2.3.3 of the SOW. The pad is 100-yard diameter in size but the actual area getting excavated and getting the soil stabilizer is a 65 yard diameter area per pad? Want to confirm the area getting a new sub course of material and stabilized.
Answer: The pad need to be cleared and grubbed to 65 yards from the center of each pad. The excavation, fill, and palliative shall be completed out to 50 yards from the center of each pad.
5. Where is the location of the walk through for Tuesday? Where do we meet and sign-in?
Answer: We will meet at Melrose Air Force Range main gate at 09:00.
6. (Section 2.2 Construction Services) Will the Government be providing "approved construction drawings" to the Contractor or will the Contractor be required to generate initial construction drawings based upon the specifications in the final solicitation?
Answer: Approved construction drawings were provided as part of the design package. Only As-built drawings will be required at the conclusion of the project, per the SOW.
7. (Section 2.3.4 Objectives) If a work stoppage is implemented due to discovery of "items of historical significance" or due to weather, will there be any provision in the contract to cover the Contractor's expenses (equipment costs, etc.) incurred due to the work stoppage?
Answer: If there is a wook stoppage due to finding historical artifacts, weather or government delay that time frame will be recorded and those days will be given back to the contrator to complete the project.
8. (Section 2.3.5 Objectives) The Draft SOW states "Contractor is required Comment by ELSIK, JESSICA J CIV USAF AFSOC 27 SOCES/CENM: Ask why the KTR thinks they have a DRAFT SOW…verify they did not put the DRAFT on the street and they have the correct document out.
to maintain the pads according to the manufacturer's instructions for a period of one year after the final inspection." It further states "Product shall be a binding soil penetrant, with a manufacturer recommended reapplication interval of no less than 6 months." TerraLOC's manufacturer, MonoSol, recommends a minimum reapplication rate of six months. Within the requirement to "maintain the pads according to the manufacturer's instructions for a period of one year after final inspection," does the Government intend for the reapplication/maintenance at the six-month interval to be included in the issued FFP contract? Or is the Government willing to consider a separate CLIN for a T&M ceiling that could be used for reapplication/maintenance at the six- and twelve-month intervals?
Answer: Any reapplication fees should be incorporated into the initial FFP bid. Additional funding will not be sought in the future to accommodate this requirement.
9. (Section 2.6 Meetings) Please clarify that the "post-survey briefing following the site visit" is the site visit immediately following contract award?
Answer: This is the pre-con meeting
10. (Section 3.1 Base Access and Security) Please clarify the type of "security clearances" required for "all contractor personnel." Is it only clearance to come aboard Cannon AFB/MAFR or is a higher level of security clearance required?
Answer: This is the general clearance to access CAFB/Melrose. Additional security clearance is not required for this worksite.
11. (Section 4.7 Utilities) Draft SOW states that "water is not be available on site for work, or consumption." Will non-potable water for work be available on MAFR or will the contractor have to source water from off the installation?
Answer: After speaking to range personnel, they agree that well #3 can be accessed for water. This well is 8.15 miles driving distance from the work site.
12. (Section 9 Daily Work Schedule) The draft SOW states "workdays shall be from 0800 to 1600, Monday to Friday. No weekend, federal holiday, or military training day work allowed unless approved by the CO." Will the CO be amenable to request for longer works days (0700-1900) and working weekends?
Answer: Due to the nature of the range mission, they do not allow work completion prior to 0800. Work hours may be extended to 1900, within daylight hours, on a case by case basis as approved by the CO. Weekend work is not authorized.
13. (Section 16 Verification of Dimensions and Conditions) Will the Contractor be permitted to conduct a site visit after the solicitation has been released and prior to the proposal due date?
Answer: The site visit is conducted after the Solicitation is posted in FBO and before Bid Opening.
14. (Section 17 Delivery and Storage) To clarify, the large 315-gallon dust suppression product totes have no requirement to be stored and protected from inclement weather. Will the Contractor be required to store the totes containing the dust suppression solution, TerraLOC, in a location protected from the weather?
Answer: The materials should be stored in accordance with manufacturers recommendation. If the manufacturer does not require protection of the totes from sun or weather, they can be stored unprotected. Any storage outside of the manufacturers recommended parameters will be at the risk of the contractor.
15. (Section 18 Temporary Fence) Will the Air Force and CO require fencing around the jobsite for this project?
Answer: Fencing of jobsite will not be required, but materials and equipment may be stored in a fenced in area adjacent to the jobsite.
16. (FBO Pre-solicitation Notice, 5 Jul 2017) The FBO pre-solicitation notice states that the "type of resultant contract is a Firm Fixed Price (FFP) contract." Due to the length of the period of performance of 65 days, will the Government be amenable to progress payments based on clearly defined milestones in the project schedule?
Answer: Although, no funds may be available. The Government is contemplating a Firm Fix Price award.
17. (FBO Pre-solicitation Notice, 5 Jul 2017) The FBO pre-solicitation notice states that "the resultant contract will be awarded to a single Responsible Bidder who provides the Government with the lowest price based on price related factors in accordance with FAR14.201-8." Please clarify whether this contract will be awarded based on Lowest Price Technically Acceptable (LPTA) or will it be awarded based on Best Value?
Answer: Please see FAR 14.201-8.
18. Manufacture just emailed me about the soil. Specifications say that the Stabilizer company, MonoSol, should recommend what new soil we should install. MonoSol just told me they CAN”T recommend soil for this. So, because of this we’ll need customer to choose type of soil that gets installed at each pad.
Answer: Paragraph 2.1.1 of specification 31 23 00.00 20 outlines the recommended basecourse for this application.
19. You require the engineered fill be an optimal base course recommended by the manufacturer of the soil stabilizer. The manufacturer has recommended NMDOT Type II Base Course. This information should be supplied to all bidders to minimize interpretation errors.
Answer: Specification Section 31 00 00, Para. 1.5.1 outlines that this is the recommended base course from TerraLoc. Per the SOW, if another manufacturers soil stabilizer is submitted and approved, the basecourse will need to be the optimal recommended basecourse from that manufacturer for the intended purpose.
20. The SOW states all excavation will be hauled off site. The excavation will then be backfilled to the original grade with an engineered fill and then a 1% crown will be built to provide proper drainage of the landing zone. This specification would require placement of 27” of base course (engineered fill) at the center of the landing zone, and 9” of base course at the end point of the radius. This is a significant cost to the owner.
Answer: Please see answer to question 21.
21. We believe what is meant is the following – PLEASE CONFIRM
a. Excavate each landing zone to a minimum of 9” below the existing grade.
b. Utilize the excavation onsite to build the proper grades.
c. Place a minimum of 9” of engineered fill (base course) in the landing zone. Ensure the landing zone pads have a crown at the center of 1% to allow proper drainage of the pad.
Answer: Both methods will be acceptable. If the groundwork option is implemented, the reused, regraded soil will need to be compacted per the SOW and Specs to ensure optimal compaction prior to the placement of the 9” minimum engineered fill.
22. In Attachment 2 – Specifications, in the General Requirements section, paragraph 1.6.5 (As-Built Drawings), the “As-Built Submittal Guidelines of 3 Feb 2014 is referenced. It was not included as an attachment to the solicitation though. Can you provide that reference?
Answer: See attached document.
23. "SOW states that ""water is not available on site for work, or consumption, and must be supplied by the contractor.""
SPECIFICATIONS states that ""Reasonable amounts of water, electricity and other utilities are available to the Contractor at no cost.""
Please clarify whether water will be made available for the Contractor aboard MAFR and where that water source will be." (SOW; 4.7 / SPECIFICATIONS; Section 01 01 00; 1.8.A. Utilities) Answer: Paragraph 1.8 in Specification was an oversight on the Governments part, as the project is in a remote corner of the bombing range. After speaking to range personnel, they agree that well #3 can be accessed for water. This well is 8.15 miles driving distance from the work site. Coordination with the KL House to utilize the Fill Stand will be required.
24. Based on the site visit on 15 Aug 2017, the access from the main road aboard MAFR is non-existent and/or not suitable for large tractor-trailer trucks that will be hauling soil and water. Will the Government cut/grade/build a suitable road from the main road aboard MAFR to the new-HLZ site prior to the contracted work beginning or will the Contractor be responsible for building the access road? (SITE VISIT; 15 Aug 2017) Answer: Range personnel will not have suitable road access completed by the time of construction. The bidding contractor will have to either grade a temp access road, or grade the road that currently exists to handle the vehicles needed. Please bid accordingly.
25. The SOW states "workdays shall be from 0800 to 1600, Monday to Friday.
No weekend, federal holiday, or military training day work allowed unless approved by the CO."
SPECIFICATIONS states that "Work hours on this Project shall be limited to Monday through Friday, between 0700 - 1600 hours, excluding federal holidays, unless approved otherwise in writing by the Contracting Officer."
With the required lead time and coordination, will requests for longer works days (0700-1900; i.e. daylight hours) and working weekends be considered and approved? (SOW; 9 / SPECIFICATIONS; Section 01 01 00; 1.4 Work Hours) Answer: The SOW is correct. Work on MAFR starts at 0800. With prior coordination, and with the approval of the CO, MAFR may allow work to extend beyond 1600, within daylight hours. This, however, should not be counted on, and bidding and planning should be in accordance with the hours outlined in the SOW. Weekend work on MAFR is not authorized. See question 12.
26. Will the Contractor be able to access the project site through the back gate on the north side of MAFR (nearest to the project site and enabling significant reduction in the cost to the Government), or will the Contractor be required to access MAFR through the main entrance on Sundale Valley Road (a much higher cost due to greater distance trucks must travel)? (SOW; 3.1)
Answer: Personnel may not access the range other than through the designated entry point which is the Sun Dale Valley Rd main gate. Exceptions may be approved by the Range Manager, but that is extremely unlikely. ALL range deliveries MUST go through the Sun Dale Rd entrance. Contractors should submit offers with the understanding that the only access point is through the main gate.
27. SOW states "...existing soil shall be excavated and relocated within a 5 mile radius of work site as identified by the Government." During the site visit on 15 Aug, the Government said the excess excavated soil would be taken to LZ Red Horse which is approximately 7 miles from the CV-22 HLZ pads via the route designated by the Government. In addition, the Specifications say "...disposal area which is located within a haul distance of 2 miles."
Please clarify the location of the disposal site and the distance from the CV-22 HLZ site for purposes of accurately calculating costs for removing excavated soil. (SOW; 2.3.3 / SPECIFICATIONS; Section 32 23 00.00 20; 3.8 Disposition of Surplus Material) Answer: The dump location will be according to the haul route identified at the site visit, near the RedHorse LZ. This is the 7 mile haul route via the unimproved roadway. This is within the 5 mile radius in the amended SOW, however the Specs did not incorporate the change.
28. Will the Government verify the percentages required for the required bonds - both the offer guarantee and the performance/payment bond? (SOW;
2.2 /SPECIFICATIONS; Section 01 33 00; 1.1.1 Submittal Descriptions) Answer: The bid guarantee amount shall be at least 20 percent of the bid price but shall not exceed $3 million IAW FAR 28.101-2(b) and FAR 28.102-2(b).
29. Does the 65 Day POP commence upon the Notice to Proceed? (SOW; 2.5) Answer: The negotiated POP will begin with NTP issuance from the CO.
30. How long does the Government anticipate the time period between the project award and Notice to Proceed? (SOW; 2.5) Answer: There is normally a 3 day window unless something significant occures, such as funding pucurment and coordination.
31. If the construction is halted due to historical articles found, inclement weather, Range halts, etc., will the Government extend the 65 days POP to accommodate the unexpected delays? (SOW; 2.5) Answer: If there is a delay in work due to historaical finds, weather , and government delay this will be documented and the days will be given back to the contractor to complete the project.
32. If the Contractor determines that it will take longer than 65 days to complete the required work for this project, is the 65 Day POP negotiable?
(SOW; 2.5)
Answer: This is a seal bid contract, Proper justification would have to be provided at the time of bid for the gov’t to review and assess. The negotiated POP will begin with NTP issuance from the CO.
33. What is the shipping address aboard MAFR that the Contractor will use for shipping of dust suppression product that will be used on the project?
(SOW; 17)
Answer: The address to MAFR is 3771 Sun Dale Valley Rd. Floyd, NM 88118. The contractor will need to be on site to receive the materials.
34. SOW states "...the Government will provide assistance with base passes, identification badges, and registrations as identified in the Cannon AFB Contractor Handbook." Will the Contractor Handbook be provided by Cannon
AFB? (SOW; 2.7)
Answer: This document is provided at the Pre-Construction meeting after award.
35. For compaction/density testing does the Government want ASTM D698 (Standard Proctor) or ASTM D1557 (Modified Proctor)? (SPECIFICATIONS;
Section 31 23 00.00 20; 3.9.2.1 Fill and Backfill Material Testing) Answer: The modified proctor is the preferred proctor for this project, however the standard proctor will be the minimum standard required, and will not be rejected.
36. Can pads be constructed at different elevations - i.e., keeping with the natural slope of the terrain - or are they required to be built at the same elevation? (SITE VISIT; 15 Aug 2017) Answer: Each individual pad shall be uniformed to meet the SOW & Specs of 1% slope. However the three pads may be at different elevations to follow the natural slope.
37. Is there a requirement to apply the dust suppression solution to the 15 yard area beyond the outer edge of the 100 yard pad that must be cleared and grubbed? (SOW; 2.3.3) Answer: The dust suppression solution will only be applied at a 50 Yd. radius from each pads center point. The 15 Yd of additional grubbing at the perimeter of each pad will be an untreated area.
38. In accordance with FAR 14.201-08, price related factors shall be included in the solicitation when applicable. Given this reference, if the price related factors are applicable, where in the solicitation would those be found? (SF 1442 SOLICITATION) Answer: Evaluation Factors is found in section M of the solicitation. Price and Price related factors will be filled in on page 3 of the solicitation.
39. FAR 52.214-8 Preparation of Bids-Construction APR 1984 is referenced;
however, this FAR provision is currently reserved, and it is reserved in the FAC 2005-082 version referenced in the FBO posting. Given that it is reserved, what preparation of bids information and/or provision should responsive bidders use? (SF 1442 SOLICITATION; Section L) Answer: FAR 52.214-8 is not in this solicitation. However, responsive bidders should see FAR 52.214-18 dated Apr 1984 that is in Section L of the solicitation.
40. SOW states "The contractor shall propose to purchase one set of eyewear for each prime and subcontractor employee who will be working on this project. The government will only reimburse the contractor for the first set of eyewear to be issued to each employee." Should the cost of purchasing protective laser eyewear be stated as a separate direct cost or included in the proposed cost to complete the project? (SOW; 4.9) Answer: The cost for the initial set shall be incorporated in the bid.
