SOF Construct CV-22 Dust Free Pads

PXLY 17-0453

June 12, 2017

1. BACKGROUND

The southwest desert has presented challenges in constructing and maintaining dust free landing zone solutions for vertical takeoff aircraft. Soil modification is necessary to prevent excessive aircraft maintenance.

2. GENERAL INFORMATION

2.1 Purpose: The purpose of this Statement of Work (SOW) is to notify approved Construction agents of a potential project at Melrose Air Force Range requiring construction. This SOW is not intended as an exhaustive description of the scope of work. Instead, it generally describes Air Force requirements and objectives for the documentation and construction of the project. The detailed requirements for this project can be found in the attached documents.

2.2 Construction Services: The contractor shall furnish or arrange for others to furnish all labor, expertise, supervision, materials, supplies and equipment necessary to complete the work as defined by the approved construction drawings and specifications. The contractor shall carry bonds and insurance as defined in the contract for services.

2.3 Objectives: The objectives of this Work consist of complete construction services necessary to complete the following:

2.3.1 Construct 3 dust-free helicopter landing pads at 100 yards in diameter each. These pads will be constructed within an unimproved area and shall be treated with soil penetrant dust palliative that shall minimize “Brown-outs” caused by the CV-22 helicopters roto-wash.

2.3.2 Survey and mark out three 100 yd diameter landing pads in a triangular configuration. The pads shall be 100 yds apart from edge to edge of each other, with a central site location point of (N 34 ° 19.667' W 103 ° 53.443'). Survey data shall be in accordance with CAFB Geobase standards, and provided to the Government in the as-builts at the end of the project.

2.3.3 Each 100 yd pad shall be cleared and grubbed to a 65 yd radius from center point of pad. Remove the foliage from the base material and dispose of the foliage properly; the existing soil shall be excavated and relocated within 5 mile radius of work site, on MAFR, as identified by the Government.

2.3.4 Excavate each pad to a minimum of nine inches below existing grade and remove existing soil from site.

If items of historical significance are encountered during excavation, all work should stop immediately and contractor shall notify the government. Backfill to existing grade with engineer grade fill, compacted to 95% compaction in 3 inch lifts. Compaction shall be according to engineered fill proctor. Fill shall be the optimal base course recommended by the manufacturer of the soil stabilizer. Crown pads at center to a 1% grade that will allow proper drainage of pad. Ensure drainage shall not affect adjacent pads. Grade area adjacent to pads to ensure smooth transition between pad grade and surrounding grade. Cut trenches to channel water drainage away from adjacent pads as required. Channel water to lowest point away from pads. Final product shall be capable of withstanding 750 - CV-22 landings, per pad, per calendar year.

2.3.5 Apply a dust suppression solution, such as MonoSol TerraLoc, or Government approved equivalent, that is non-toxic, non-corrosive, and biodegradable. Product shall be a binding soil penetrant, with a manufacturer recommended reapplication interval of no less than 6 months. Application rate shall be the manufacturer’s maximum rate for intended use. Contractor is required to maintain the pads according to the manufacturer’s instructions for a period of one year after the final inspection.

2.3.6 Remediate all hazardous material as required.

2.3.7 All fencing, screens and barriers necessary to secure government property and protect personnel during the Work. Contractor will be provided a laydown area adjacent to the worksite.

2.3.8 All labor and equipment necessary to maintain a clean and safe job site.

2.4 Project Location: Cannon AFB is located in Curry County, approximately six miles west of Clovis, NM.

The projected helicopter landing zone is located on Melrose Air Force Range in Melrose, NM approximately 34 miles southeast from CAFB. Access to the site will require travel on unimproved roads.
