Questions and Answers

1.

Q:

PWS Para 1.2. This paragraph states the “the contractor shall provide DD 214s with proposal.” Can we attach DD 214s as an addendum to the proposal and not impact the 20 page limit?

A:

Yes, DD 214’s submitted with the proposal can be attached as an addendum.

2.

PWS Para 1.2. This paragraph states that the “Contractor must provide sufficient manning to support up to three (3) concurrent geographically separated mission sets (max two (2) LZs and One (1) DZ).” Can we ever expect to work day and night lines that are more than 10 hours apart? In other words, 2 LZ’s and 1 DZ in the daytime, and 2 LZs and 1 DZ at night – requiring two complete, and different crews to support a single 24-hour cycle?

Para 1.2. “Contractor must provide sufficient manning to support up to three (3) concurrent geographically separated mission sets (max two (2) LZs and One (1) DZ).” And “Contractors could expect to support multiple mission sets per day (NTE 10 hours per day) and transit between various HLZs, LZs, and DZs will be normal.

PWS Para 1.2.1. This paragraph describes the type of support service that is required, but does not quantify the expected level of effort for each LZ mission set. On average, how many aircraft should we expect to utilize the runway during each LZ mission set? On average, how many landings and takeoffs should we expect each aircraft to make during each LZ mission set? What is the MOG of the biggest LZ this contract will support?

The Maximum On Ground (MOG) is 3. The number of aircraft is dependent upon the users training requirements for the pre-scheduled mission set(s).

PWS Para 1.2.2. This paragraph describes the type of support service that is required, but does not quantify the expected level of effort for each DZ mission set. On average, how many aircraft should we expect to participate in each DZ mission set? On average, how many personnel and or equipment bundles should we expect each aircraft to drop during each DZ mission set?

The MOG is 3. The number of aircraft is dependent upon the users training requirements for the pre-scheduled mission set(s).

PWS Para 1.2.3.1. Please confirm that LZ, DZ, and HLZ survey tasks will not cause the planned schedule to exceed the maximum concurrent mission sets a described in PWS 1.2. (“Contractor must provide sufficient manning to support up to three (3) concurrent geographically separated mission sets (max two (2) LZs and One (1) DZ)”)?

Para 4.1.1. states: “The standard hours of operations will be in accordance with the designated time as coordinated and scheduled. Hours and days of operation shall coincide with the local flying schedule.” Three (3) mission sets per day (up to 10 hours) to include surveys. Overall day will not exceed 10 hours but one mission may include two (2) mission types (example: 3 hour DZ followed by 6 hours of survey work).

PWS Para 1.2.5. Please confirm that Unscheduled Mission Activity (PWS 1.2.5.) will not cause the planned schedule to exceed the maximum concurrent mission sets as described in PWS 1.2. (“Contractor must provide sufficient manning to support up to three (3) concurrent geographically separated mission sets (max two (2) LZs and One (1) DZ)”)?

“The standard hours of operations will be in accordance with the designated time as coordinated and scheduled. Hours and days of operation shall coincide with the local flying schedule.” Three (3) mission sets per day (up to 10 hours) to include surveys. Unscheduled would be included in the three (3) Mission sets identified.

PWS Para 1.3.7. This paragraph describes the type of marshalling support service that is required, but does not quantify the expected level of effort for each mission set requiring marshalling services. On average, how many aircraft should we expect to provide marshalling services to during LZ or HLZ operations?

The MOG is 3. The number of aircraft is dependent upon the users training requirements for the pre-scheduled mission set(s).

PWS Para 3.5. Attachment 2 includes several electronic devices (radios, lasers, lights, etc.), but does not list any batteries, power supplies or chargers. Can we expect the Government to furnish all required power sources to operate all electronic GFE devices?

The government will supply basic charging and batteries. However, field/vehicle charging and vehicle mounted amps are at the contractors’ expense.

PWS Para 3.5. Neither this paragraph or Attachment Two list dedicated vehicles to support LZ, DZ, HLZ and survey operations. Can we expect the Government to provide vehicles for the life of the contract? If so, how many vehicles will be provided, and will the government provide all required fuel?

No, the contractor shall provide sufficient vehicles and fuel to support the contract.

10.

PWS Para 3.5. LZ and DZ support required a supply of perishable items such as wooden stakes, VS-17 panels, batteries for lights, etc. Does the government supply and refurbish/replace these items?

Yes, the government will supply and refurbish/replace these items as needed.

11.

Q: Please clarify the government’s anticipated phase-in period prior to contractor full performance.

Seven (7) calendar days from date of award. The phase-in period will be used to schedule required trainings, work base passes, accomplish security processes and etc. as required by the PWS.

12.

PWS Para 1.3.5. The following required items are in PWS 1.3.5., but are not listed on Attachment 2 – SOAZ Scheduled Government Furnished Property.; SATCOM Radios, HF Radios, Radios that are COMSEC capable, GPS, Laser pointers. Will the Government supply this equipment?

Para 1.3.5. states: “The contractor shall maintain required certifications to operate specialized equipment, to include but not limited to: . . .” Yes, equipment listed in the PWS that is not listed in Attachment Two will be provided by the government on an as needed basis as determined by the mission(s) scheduled (see Section III) unless otherwise stated in the PWS (Para 4.2.1.).

13.

PWS Para 1.2.1.3. This paragraph mentions the use of “electronic navigational aids (NAVAIDS),” yet no NAVAIDS are listed or described in further text, or in Attachment 2 – SOAZ Scheduled Government Furnished Property.

Any equipment listed in the PWS that is not listed in Attachment Two will be provided by the government on an as needed basis as determined by the mission(s) scheduled.

14.

PWS Para 1.2.4. This paragraph states that the Scheduler position is considered part time. Would it be possible to define the estimated contract hours required to meet this requirement?

There is no historical data available. Please also see Para 1.2.4.1. for additional Scheduler position.
