RFIs
1. Is Bid Bond Required on all 5 projects? During our site visit on April 8, 2015 we were told that bidders can submit design options and each option will have different cost, what will be the cost basis of the bid bond, in case it is required per SF 1442 block 13B?
Gov’t Response: Please refer to clause 52.228-1 Amendment 2 pertaining to each solicitation.
2. Is there any Environmental Assessment required on these projects?
Gov’t Answer: If there is a change in the configuration an AFF813 request for environmental analysis shall be required.
3. Per EPA regulations, any disturbed area greater than 1 acre requires NOI, is this applicable to these projects? If it is, is Cannon Air Force Base under any General Permit? Do you have
Environment department that reviews SWPPP?
Gov’t Response: There are no jurisdictional Waters of the US located on CAFB or MAFR;
therefore, CAFB do not require contractors to obtain a storm water construction activity
National Pollutant Discharge Elimination System permits for construction activity disturbing 1 or more acres of soil. CAFB does not require this for USACE administered projects either, but they want their contractors to obtain such permits. CAFB reviews SWPPPs associated with
USACE administered projects as a courtesy even though CAFB does not require permits that would necessitate such plans. CAFB won't sign SWPPPs as a co-permittee/co-operator, but will review any plan as a courtesy.
4. Is Davis Bacon Prevailing Wage applicable to these projects?
Gov’t Response: Please refer to attachment 5 Wage Determination NM 50.
5. The Solicitation for B-192 is the same as the Resurface Terminal Avenue, please provide the correct solicitation.
Gov’t Response: Amendment 1 for solicitation FA4855-15-R-0025 has been posted to
FebBizOpps with the correct SF 1442.
6. Please confirm that LEED Certification is NOT required on these projects.
Gov’t Answer: LEED Certification is not required. See revised SOO dated 15 April 2015.
7. Do we need to submit the first page of SF 1442 to Phase 1?
Gov’t Answer: When submitting a porposal for phase 1, please include a signed copy of the SF
1442.
8. Do we need to acknowledge amendments to Phase 1?
Gov’t Response: All amendments must be acknowledged by including a signed copy of the SF
30 with the proposal.
9. Is Geotech report available on these projects?
Gov’t Answer: Geotech report is not available.
10. Is there water source inside Cannon Air Force Base? If yes, is there a fee?
Gov’t Answer: There are two approved water sources: (1) at the wash rack across from the
P&E Shop (overhead system) and (2) along the abandoned runway next to the wastewater treatment plant admin facility (outside the fence).
11. Is there a dumpsite for debris allocated for these projects? If yes, please let us know the location.
Gov’t Response: There are no dumpsites on CAFB.
12. Please confirm that there are no electrical, sidewalks or Bollards included on these projects.
Gov’t Response: The design portion of the project shall confirm the location of electrical and other utilities, if sidewalks and/or bollards are required to be repaired/replaced.
13. I have one more question, for phase II price proposal since we are going to provide options can we modify SF 1442 page 4?
Gov’t Response: Please submit a separate signed SF 1442 (along with any amendments: SF 30) for each project and each proposed option.
14. The new amendments advertised yesterday for the four parking lot projects and terminal avenue project did not have attachments for the new revised scope of work. Please advise.
Gov’t Response: The amendments posted 14 April 2015 were strictly the SF 30 (official amendment document) to the existing amendments displayed on FBO posted 30 Mar 2015.
