STATEMENT OF OBJECTIVES
For
A-E DESIGN AND CONSTRUCTION SERVICES FOR
Resurface Parking Lot B1230; Burger King Project Number: CZQZ12-0508
Cannon AFB, New Mexico
15 April 15, 2015
BACKGROUND
The parking lot (PL 1230) next to Burger King is in need of reconstruction. This PL was last constructed in 1989 and the life span expired in 2009. The Pavement Condition Index (PCI) Survey (conducted in 2010) showed a critical index PCI of 28. PL-1230 has suffered Alligator cracking, Longitudinal/Transverse cracking, Patch/Utility cuts, Rutting, and Weathering/Raveling with low to high severity.
This task order involves providing design-build services for a Sustainment, Restoration, & Maintenance (SRM) project; fully design and execute construction of the repair of Parking Lot B1230.
OBJECTIVES
1. BASIC A-E SERVICES: The Architect-Engineer (A-E) shall furnish all services, materials, supplies, equipment, investigations, studies, supervision and travel necessary to produce construction drawings and specifications that completely and accurately represent the intent of this Statement of Objectives (SOO).
2. A-E OBJECTIVES: The objectives of this Work include but are not limited to:
2.1. The AE shall provide a design package at 35%, 65%, 95%, and 100% (Issue for Construction) design phases. Each design package shall include:
2.1.1. Statement of Work (SOW) for construction items to be completed.
2.1.2. Drawings
2.1.3. Design Analysis
2.1.4. Schedule of Material Submittals (SOMS) for Construction
2.1.5. Specifications
2.2. The AE shall coordinate project review meetings as required through the CO after the Government has reviewed the each design submittal and has provided comments to the AE. This design review meeting is an attempt to catch design errors early, reduce project costs, and to finish the project on time.
2.3. Design objectives shall include but are not limited to the following:
2.3.1. Provide survey work to complete design requirements.
2.3.2. Improvements to local drainage issues are addressed to include, but not limited to new curb and gutter where required, relocate existing drainage features, and provide new features where required.
2.3.3. Road striping meets the Manual of Uniform Traffic Control Devices (MUTCD) requirements
2.3.4. Parking stalls meet the minimum lengths and width requirements per Base standards, UFC, and
MUTCD requirements
2.3.5. Pavement requirements per Base Standards, UFC, and MUTCD requirements.
2.4. Repair design shall entail the entire area marked in blue on Attachment 1.
2.5. At each design phase, the AE shall incorporate the previous design phase comments (provided to the AE by the Government) into the new design (vs. resubmitting that design). If the AE has responses or questions regarding the Government’s comments, the AE shall immediately notify the CO.
2.6. The AE shall provide, as part of the complete and useable construction package, 100% design drawings which are stamped and approved by a registered professional engineer (PE) in Civil Engineering, specifications, design analysis, SOW and SOMS. Additionally, each page of the 100% drawings must be labeled “Issue for Construction.”
2.7. Large electronic files will be shared between the Government and the AE through the exchange of CD’s.
Email or websites which share files will not be an acceptable method of exchanging large files. Meeting minute documents may be emailed, providing they are under 5 MB of electronic data.
3. BASIC CONSTRUCTION SERVICES: The Construction Company shall furnish all services, materials, supplies, equipment, supervision and travel necessary to repair parking lot B1230 per the competed A-E design. The 100% “Issue for Construction” drawings, specifications and statement or work shall be utilized for executing the repair.
4. PROJECT LOCATION: Cannon AFB is located in Curry County, approximately six miles west of Clovis, NM.
B1230 is located at the intersection of North Commandow and D.L. Ingram Ave.
5. PROJECT DURATION: The project, design and construction work, shall be completed in 180 calendar days (90 for design, 90 days for construction) or less after the NTP.
6. MEETINGS: The contractor shall attend one project kickoff meeting within one week of Notice to Proceed and one post-survey briefing following the site visit. The contractor shall prepare and distribute meeting minutes from each meeting.
7. GOVERNMENT FURNISHED PROPERTY: Upon the Contractor’s request, the Government will provide electronic and/or hard copies of available documents and correspondences pertinent to the Work. In addition, the Government will provide assistance with base passes, identification badges, and registrations
DESIGN REQUIREMENTS
1. LEGAL COMPLIANCE: All design solutions must be in compliance with all public laws and the Code of
Federal Regulations. In addition, design solutions must comply with any pertinent Executive Orders and Department of Defense Instructions or Directives identified and provided by Air Force representatives during the course of project design. In addition, all drawings need to be stamped by a licensed civil engineer.
2. SPECIFIC A-E SERVICES:
2.1. Establish a schedule for A-E services including dates of anticipated site visits, team meetings and submission dates for 35%, 65%, 95%, and 100% (Issue for Construction) construction documents (Design Analysis, Statement of Work, Schedule of Material Submittals, Drawings). Include at least two weeks for final review prior to any release of documents to bidders. Contract must follow Schedule of Materials.
2.2. The A-E designer shall be responsible for resubmitting designs for any disapproved submittals. The 95% design drawings are expected to have all comments resolved before approval.
2.3. Meet with building users and Air Force personnel as needed to clarify program requirements and to develop appropriate design solutions.
2.4. At appropriate scheduled intervals, present proposed design solutions including product, material and color recommendations for Air Force review.
2.5. Plans shall be stamped by a licensed, registered engineer, and be denoted “Issue for Construction”.
3. DELIVERABLES: The following must be provided to the designated Contracting Officer (CO) and Contracting Officer’s Representative (COR) or Program Manager (PM):
3.1. DESIGN DELIVERABLES:
3.1.1. PROJECT SCHEDULE: Within one week of notice to proceed, provide a legible project schedule in printed and PDF format for design services to include dates of anticipated site visits, team meetings, and other milestone dates.
3.1.2. DESIGN PROGRESS SUBMITTALS: Submit progress drawings, statement of work, schedule of material submittals and specifications at 35%, 65% , and 95% completion unless otherwise directed.
Allow at least two weeks from date of each submittal for AF representatives to provide review comments and approvals. Upon approval of the 95% drawings, the Contractor shall submit the approved drawings incorporating any comments as an “Issue for Construction” set.
3.1.3. DRAWINGS AND SPECIFICATIONS:
3.1.4. Electronic Drawings and Specifications: Provide electronic drawing files in a format compatible with AutoCAD 2010 including all external references required to view and print the drawing files properly. Include all necessary *.ctb, *.pc3 or similar files needed to properly set line weights for printing. Drawing files should be organized in general accordance with the Department of Defense A/E/C CAD Standard (ERDC/ITL TR-12-X) available in PDF format on many federal websites. In addition, provide drawings in PDF format for on-screen viewing and reproduction. Provide final project specifications in PDF and Microsoft WORD *.doc or *.rtf format.
3.1.5. The file naming convention and file structure shown in the As-built Submittal Guidelines shall be used in lieu of what is found in the Department of Defense A/E/C CAD Standard.
3.1.6. Hardcopy Drawings and Specifications: Provide two (2) full size and two (2) half size printed copies of the final drawings and two (2) copies of the final specifications.
3.2. CONSTRUCTION DELIVERABLES:
3.2.1. Project Schedule: Within one week of notice to proceed for construction, provide a legible project schedule in printed and PDF format for construcution services to include dates of anticipated site visits, team meetings, and other milestone dates.
3.2.2. Traffic plans / Road Closures must be submitted 3 weeks prior to work for coordination and approval by CAFB.
3.2.3. As-Built Construction Drawings and Specifications: Upon completion of construction, provide as-built drawings and specifications incorporating any departures from the original contract documents.
Additionally, each page of the as-builts must be labeled “As-Built.”
3.2.3.1. Electronic As-built Drawings and Specifications: Provide electronic drawing files in a format compatible with AutoCAD 2010 including all external references required to view and print the drawing files properly. Include all necessary *.ctb, *.pc3 or similar files needed to properly set line weights for printing. Drawing files should be organized in general accordance with the Department of Defense A/E/C CAD Standard (ERDC/ITL TR-12-X) available in PDF format on many federal websites. In addition, provide drawings in PDF format for on-screen viewing and reproduction. Provide final project specifications in PDF and Microsoft WORD *.doc or *.rtf format.
3.2.3.2. The file naming convention and file structure shown in the As-built Submittal Guidelines shall be used in lieu of what is found in the Department of Defense A/E/C CAD Standard.
3.2.3.3. Hardcopy As-built Drawings and Specifications: Provide two (2) full size and two (2) half size printed copies of the as-built drawings and two (2) copies of the final specifications.
3.2.4. Operation and Maintenance Manuals: Provide O&M Manuals including all warranties, vendor contacts, relevant product data including proper maintenance and operation, and pertinent shop drawings describing all installed materials, systems and equipment in the project. Manuals must be organized by CSI specification sections.
3.2.5. Geographic Information Systems (GIS): All new facilities and utilities shall be located by the Contractor in an electronic format that is compatible with the current base GIS software and includes descriptive information required by the Air Force. When the Contractor is unable to provide GIS information as described, the Contractor shall notify the PM so that other arrangements can be made.
In such cases, the Contractor is required to assist Air Force agents or personnel in the generation of GIS information if requested by the PM. Subject to change, the following are the basic requirements for GIS information to be delivered to the Air Force on CD:
3.2.5.1. DATUM – WGS84
3.2.5.2. Coordinate System – UTM
3.2.5.3. Units – Meters
3.2.5.4. Data in attribute Table will be SDSFIE version 2.6 Compliant
3.2.5.5. Shapefile Geodatabase format
