Questions and Answers
1. Will a site visit be conducted?
a. Yes, a site visit will be held on Friday February 27 2015 at 0900 at Cannon AFB. Please contact either SrA David Valenzuela (david.valenzuela@us.af.mil) or MSgt Steve Noriega
(steve.norigea@us.af.mil). Please plan accordingly as offeror’s are required to follow base access procedures.Please meet at the front gate at 0900. Call SrA Valenzuela (915-
790-8426) is assistance is required to get access on base.
b. A second site visit will be held on Friday March 6 2015 at 0900. Please contact either SrA
David Valenzuela (david.valenzuela@us.af.mil ) or MSgt Steve Noriega
(steve.norigea@us.af.mil ). Please plan accordingly as offeror’s are required to follow base access procedures.
c. All questions asked at the site visits will be posted on FBO.
2. Who is the incumbent?
a. Triad Logisitics Services Coporation
3. What is the total contract value and number of years?
a. 1 base year and 4 option year
4. Are “Follow Me” signs requrired?
a. Yes
5. If required who is responsible for furnishing the signs?
a. The Awardee is responsible for furnishing the signs.
6. Reference PWS paragraphs 1.1.15 and 1.1.15.1: These paragraphs in part state that the contractor is responsible for the proper use, storage and disposal of all hazardous materials … and that the contractor shall operate the HAZWASTE initial accumulation point outside Building
135… Is the contractor responsible for the ultimate removal of the hazardous material from the base as well as the cost to have this done?
a. No.
7. Reference PWS paragraphs 4.5.1: A sentence in this paragraph states “Some days may require the contractor to be on standby rather than physically present at the job site dependent on availability of transient aircraft needing maintenance.” As this solicitation is shown having a 7 day a week schedule, is this statement telling us that there will be times where 7 day staffing is not required?
a. Yes there may be times when 7 day staffing is not required. However if work is needed within the stated hours, the time shall be considered normal hours of operation.
8. If this is the case, how often will we be required to place personnel on standby?

a. Personnel placed on standby will be dependant on avalialbiliy of transient aircraft needing maintenance.
9. As this contract utilizes an area wide wage determination with no standardized definition of standby pay, how will compensation be handled if we need to place employees on standby rather than a physical presence and If they are called in, will the contractor charge the hours worked under CLIN X002?
a. If employees are placed on standby during normal hours of operation and are then called in the work performed will be charged under CLIN X001 as it is still within the normal hours of operation. When employees that are called in outside of normal hours of operation then the work performed will be charged under CLIN X002.
10. Reference PWS paragraphs 4.8.2: The paragraph states that “The transition period should be no more than 25 duty days.” As there is no CLIN that covers Phase-In/Transition, how is the contractor compensated for potentially 3 weeks?
a. The transition period will be charged under CLIN X001.
11. Reference Appendix B, Workload Data: The solicitation currently only provides workload for
2006 – 2007 and 2007 – 2008, we respectfully request that more current workload be provided.
(i.e. 2011 – 2012, 2012 – 2013, 2013 – 2014).
a. Current Workload data is provided on FBO.
12. Reference Para 4.6.1 Vehicles: Please clarify who is responsible for vehicle fuel?
a. For company vehicles, the contractor is responsible for fuel.
13. If contractor is responsible for vehicle fuel are we authorized to use on-base gas stations?
a. Yes.
14. What is the average number of aircraft that need to be deiced per year? who drives the deicing unit as this is not listed as Government-Furnished, Contractor-Controlled?
a. The amount varies but is estimated at 1 or 2 a year. The owning organization should provide an operator since TA does not own a Lando De-icer truck.
15. Reference CLIN X002: Is the unit price to be provided an amount per person or an amount per minimum crew as identified in PWS paragraph 4.5.1?
a. PWS 4.5.3 Billing under CLIN 0002 shall be based on a fixed priced hourly rate for additional operational hours, required to perform “Emergency/Special
Events/Overtime” services.
16. Reference PWS Paragraph 1.2.2.1: The paragraph states that a “full and presentable uniform” is required. Please clarify what type of uniform i.e. jacket, pants, etc.
a. Matching pants, shirts, jacket and hat with the company’s logo on everything except the pants. As the weather is subject to change without much warning at Cannon AFB, short and long sleeve shirts may be optioned at the contractors expense.
17. As this is a Federal contract, is the contract subject to the State of New Mexico Gross Receipts
Tax?
18. Reference Instructions to Offerors, “General Information” on page 13 of 70: This paragraph states that “Electronic submissions can be e-mailed to …” however, the specific instructions for all three proposal parts on page 11 state that offerors are to “Submit original and one(1) copy electronically”. Is the Government accepting electronic proposal submittals via email?
19. Please clarify the due date/time for receipt of proposals. According to the SF1449, it is 12:00 AM
13 March 2015. Do you intend for proposals to be received no later than midnight on Friday, March 13 or midnight on Thursday, March 12?
a. Midnight on Friday March 13.
20. Can incumbent personnel provide resumes to bidding vendors? If so can we get a contact number?
a. Incumbent personnel are free to provide resumes to whomever they want. However the government will not provide these. The current contract number is FA4855-09-D-0005.
21. Has the currently dated PWS changed in scope from the PWS the incumbent is currently operating on? Either de-scope or more work added?
a. No
22. Is there a Program/ Site manager requirement?
a. 4.1.1 Contract Manager. The contractor shall provide a contract manager who shall be responsible for the performance of this contract.
23. If the Prior Permission Required (PPR) requirement is lifted, an increase of 20-30% in traffic can be expected. PPR requirements are not expected to be lifted by Base Operations anytime soon.
Will there be a modification to the contract to adjust of the increase?
a. If the PPR requirement is lifted a decision to modifiy the contract will be made at that time.
24. Would the Government clarify if the New Mexico Gross Receipts tax is applicable to this solicitation and must be included in the offer?
a. Yes, New Mexico Gross Reciepts tax is applicable and should be included in the offer.
25. Please clarify if there is a page limit for the technical proposal and if so what is it
a. There is not page limit for the technical proposal.
26. Are there any OCI concerns/restrictions with employing military or civil service folks to support this contract?
a. Military personnel are sometimes temp hired part time in rare cases usually for special events.
27. Have you utilized the overtime options in the past and if so what were the number of hours utilized?
a. Yes, hours vary based on unplanned arrivals as needed; examples for overtime hours for the last 6 months include:
Sept2014 (1 hour) Oct2014 (5 hours) Nov2014 (5 hours) Dec2014 (18 Hours)
Jan2015 (12 hours) Feb 2015 (15 hours)
28. Are there any major events such as an airshow planned in the next year that will need TA support?
a. There are no major events planned at this time.
29. Are there detailed specifications for the follow me signs that the government is expecting to have in place?
a. There are no detailed specifications for the follow me signs.
30. Is there any qualification or experience requirements for personnel? i.e. A&P license, special training, etc.
a. A&P not required current contractors do not do heavy maintenance. Ground handling and servicing task are based on prior experience and OJT experience as needed.
31. Could you provide annual historical data on how many times Base Operations has approved PPR request for weekends?
a. PPR are required for all arrivals. Base Operations approves all necessary PPR’s for weekends and weekdays. As a sample the number of times for the last 6 months include: Sept (4) Oct2014 (0) Nov2014 (4) Dec2014 (3) Jan2015 (9) Feb2015 (1)
32. Do we have any historical data on employees being called in when they are on standby?
a. No information available. Reasons for employees being call in would include IFE’s, weather diverts, special events or circumstances.
33. Reference PWS Paragraph 4.5.1 and RFP Section B: The current award pricing does not appear to be compliant with 2-person minimums established in the previously awarded contract. Will the pricing for CLINs be evaluated to confirm compliance with the 2-person minimum established in this paragraph?
a. CLINs X001 have been updated to reflect the 2 person minimum. Please see amendment

34. Ref. Q&A#7: Can the Government provide all offerors with historical data concerning the amount of days/hours per year the contractor can expect to be in a "standby" status? Without this information, a contractor may drastically underestimate the number of hours required per
PWS Sec. 1.1.16 "Monitor all transient aircraft parking ramp activities during normal duty hours to ensure compliance with this contract." and PWS section 4.5.1 "The contractor shall ensure a minimum of two certified/qualified personnel are on shift at all times...".
a. There is no historical data for employees on standby status.
35. What is the total contract value?
a. $1,328,501.10
