About this file

This Statement of Work defines the requirements for procuring one (1) 15-passenger commercial shuttle bus for the 23 Force Support Squadron at Moody Air Force Base, Georgia. The vehicle must be a commercial shuttle bus produced by a second-stage body manufacturer on a commercial cutaway chassis (standard OEM passenger vans are explicitly excluded). Delivery is required within 90 calendar days of award to 23 Force Support Squadron, 5091 Gardner Street, Building 400, Moody AFB, GA 31699, FOB Destination. The contractor's quote must exclude federal, state, and local sales tax, and the vehicle must be delivered in pristine, unused condition with a full tank of fuel.

The shuttle bus specifications include a 2026 or newer commercial chassis with flexible engine options (V8 Gas, V6 Twin-Turbo Gas, standard V6, or Diesel equivalent) and Gross Vehicle Weight Rating within non-CDL limits. Required features include a heavy-duty Class III or IV towing package with 3,000–3,500 lbs GTW capacity, integrated trailer brake controller, 15 fixed seats (14 passenger plus 1 driver), dual-zone HVAC system (15,000–18,000 BTUs front, 55,000–70,000 BTUs rear), heavy-duty slip-resistant flooring, backup camera with interior display, multi-stage airbag system, 4-wheel ABS, Electronic Stability Control, and tire pressure monitoring system. The contractor must provide a standard manufacturer's commercial warranty (minimum 3-year/36,000-mile bumper-to-bumper and 5-year/60,000-mile powertrain), three programmed key sets, and physical OEM operator and maintenance manuals. The Government Point of Contact reserves a 10-business-day inspection and acceptance window following delivery. Small-business prime contractors sourcing directly through authorized dealerships are acceptable; quotations must include documentation of the dealership's authorized commercial status, vehicle availability, warranty commitment, and supply commitment. Delivery lead time will be evaluated on a pass/fail basis and will not be weighted as a technical evaluation factor.

STATEMENT OF WORK (SOW)

For the Procurement of a 15-Passenger Shuttle Bus

1. BACKGROUND AND SCOPE

The purpose of this Statement of Work (SOW) is to define the requirements for the procurement of one (1) commercial transport vehicle for the 23 Force Support Squadron (FSS) at Moody Air Force Base (AFB). The Contractor shall provide all vehicles, equipment, transportation, and warranties necessary to deliver one (1) 15- Passenger Shuttle Bus meeting the minimum specifications outlined below.

The strict intent of this procurement is to obtain a commercial shuttle bus produced by a second-stage body manufacturer on a commercial cutaway chassis (standard OEM passenger vans, such as the Ford Transit Wagon or Chevrolet Express Passenger Van, are not acceptable and will not be evaluated on equal footing).

2. VEHICLE SPECIFICATIONS: 15-PASSENGER SHUTTLE BUS

The Contractor shall provide one (1) 15-passenger shuttle bus (configured as 14 passenger seats plus 1 driver seat) meeting or exceeding the following criteria:

2.1 Powertrain, Mechanical, & Towing

• Engine Option Flexibility: V8 Gas, V6 Twin-Turbo Gas, standard naturally aspirated high-output V6, or Diesel equivalent. The engine must be fully capable of supporting heavy passenger loads, stop-and-go base transit, and towing operations.

• Drivetrain & Fueling Infrastructure:

• Standard Rear-Wheel Drive (RWD) is fully acceptable; All-Wheel Drive

(AWD) or 4WD is not required.

• The Government has no preference for Gasoline versus Diesel fuel; either fuel system configuration will be accepted based on commercial availability.

• Driver Licensing & Weight Limits: The vehicle's Gross Vehicle Weight Rating

(GVWR) must remain within limits that allow non-CDL (Commercial Driver’s

License) FSS personnel to operate the vehicle legally under federal and state guidelines.

• Towing Package Specifications:

• Must feature a heavy-duty towing package including a Class III or IV hitch receiver (this is a hard pass/fail technical line item) and a standard 7-pin wiring harness.

• The minimum required Gross Trailer Weight (GTW) capacity is 3,000 lbs, with a maximum target towing capacity of 3,500 lbs.

• Dealer-installed or body-manufacturer-installed towing equipment (hitch receiver, 7-pin connector, and brake controller) of equal or greater rated capacity is fully acceptable and satisfies the "factory-installed" SOW requirement.

• An integrated trailer brake controller must be installed. It does not need to appear on the factory window sticker, but the Government must be able to physically verify its installation and correct operation during the physical delivery inspection.

2.2 Interior, HVAC, & Seating

• Seating Configuration & Seatbelts:

• The shuttle bus must have 15 fixed standard seats. An ADA-compliant configuration (e.g., wheelchair lifts, tie-down tracks, or fold-up seats) is not required.

• The driver's seat must be equipped with a standard 3-point lap-and-shoulder belt.

• All fourteen (14) passenger seats must be equipped with passenger-safe lap belts (standard 3-point shoulder belts at passenger rows are not required).

• Seating Materials: Seating must be upholstered in either high-durability vinyl or heavy-duty cloth. The Government has no technical evaluation preference for vinyl over cloth.

• Flooring Specifications:

• The vehicle floor must be heavy-duty, slip-resistant, and easy to clean.

• Factory-installed front and rear vinyl floor covering is acceptable and meets the heavy-duty slip-resistant standard.

• The placement of standard rubber floor mats over baseline carpet or light-duty flooring does not satisfy the slip-resistant floor requirement.

• Climate Control (HVAC):

• Must feature a high-capacity, dual-zone (front and rear) climate system with independent heating and air conditioning controls to handle southern humidity and extreme temperatures.

• The dual-zone HVAC system must deliver a minimum HVAC capacity of 15,000 to 18,000 BTUs in the front compartment and 55,000 to 70,000 BTUs in the rear passenger cabin.

• Storage & Cargo Space: The shuttle bus must feature a dedicated rear cargo/luggage compartment located behind the back row of seats. Overhead parcel racks or under-seat storage bins are not required.

2.3 Safety, Visibility, & Amenities

• Safety Technology: Standard equipment must include a multi-stage advanced airbag system, 4-wheel Anti-Lock Braking System (ABS), Electronic Stability Control (ESC), and an active tire pressure monitoring system (TPMS).

• Visibility & Backup Camera:

• Must include an OEM backup/rearview camera system with an interior dash-mounted display screen. Backup cameras are preferred but not required, and offers containing factory-installed backup cameras will not receive higher technical evaluation scoring over aftermarket or equivalent options.

• Standard factory solar-tinted glass is fully sufficient on all passenger side and rear windows; aftermarket dark privacy window tinting is not required.

• Passenger Amenities: Auxiliary passenger amenities such as USB/USB-C charging ports per row, individual overhead passenger reading lights, or a Public Address (PA) intercom system are not required.

3. GENERAL REQUIREMENTS

3.1 Vehicle Condition, Appearance, & Clearances

• Model Year Constraints: The vehicle's commercial chassis must be model year 2026 or newer. Brand-new, unused prior-model-year vehicles (such as 2025 or older models with zero miles) or a prior-model-year chassis carrying a current-model-year body (e.g., an unused 2024 chassis with a 2026 body) are non-compliant and will not be accepted.

• Delivery Condition & Fuel: The vehicle must be delivered in pristine, unused condition with zero mechanical defects or cosmetic blemishes. The vehicle must be delivered with a 100% full tank of fuel.

• Exterior Painting & Markings:

• Any standard OEM factory color is acceptable (Standard White is not mandatory).

• The contractor is not required to install government agency decals, base identification lettering, military insignias, or vinyl wraps prior to delivery.

• Dimensional Clearances: There are no maximum height, length, or width clearance constraints for staging areas, gates, or garage bays at Moody AFB.

3.2 Warranty Specifications

The Contractor shall provide the standard manufacturer’s commercial warranty. At a minimum, this must include:

• A 3-year/36,000-mile bumper-to-bumper warranty.

• A 5-year/60,000-mile powertrain warranty.

• All technical documentation and warranty registration paperwork must be handed over physically upon delivery.

3.3 Manuals and Accessories

The vehicle must be delivered with the following:

• Three (3) complete, programmed sets of keys/fobs.

• One (1) physical OEM Operator's Manual.

• One (1) physical or digital OEM Maintenance and Service Manual.

4. DELIVERY, INSPECTION, AND LOGISTICS

4.1 Delivery Schedule & Location

• Delivery Timeline: The vehicle shall be delivered in full within ninety (90) calendar days after award. (Note: While Q&A response #18 mentions "45 days after award," the Government directs offerors to prioritize the 90-day delivery standard set out in Q&A #1).

• FOB Destination Delivery Address:

23 Force Support Squadron (FSS) 5091 Gardner St., Bldg 400 Moody AFB, GA 31699

• Acquisition Tax Status: The contractor's quote must exclude federal, state, and local sales tax, as the federal government is tax-exempt.

4.2 Inspection and Acceptance Window

• The Government Point of Contact (POC) reserves a formal inspection and acceptance window of ten (10) business days following physical delivery to Bldg 400.

• During this window, inspectors will verify that all interior, mechanical, towing (including physical brake controller inspection), and seating requirements are met.

• If the vehicle fails to pass physical inspection, the contractor shall rectify any deficiencies at no additional expense to the Government.

4.3 Vehicle Documentation, Title, & Registration

• Georgia state title, license plates, registration, and government tags are not required to be provided or executed by the contractor.

• The exact Government Point of Contact (POC) for receiving the Certificate of Origin and executing Federal vehicle registration paperwork (Form SF-97) will be officially provided to the winning contractor post-award.

5. ACQUISITION & EVALUATION PROVISIONS

5.1 Tax Exemption Status

As a federal procurement, the buying agency is exempt from state and local sales tax. Quotes must not include these tax lines.

5.2 Bonds and Security

Any standard administrative requirements regarding bid bonds, payment bonds, or performance bonds remain subject to the standard provisions outlined in the primary solicitation and are determined by the Contracting Officer.

5.3 Contractor Sourcing Qualifications

• The Government will accept offers from small-business prime contractors sourcing the proposed commercial shuttle bus directly through an authorized dealership (such as an authorized Ford dealership).

• The quotation must include official documentation confirming:

1. The dealership's authorized commercial status.

2. The specific chassis/vehicle's physical availability.

3. A commitment to honor full manufacturer warranty coverage starting on the date of Government acceptance.

4. The dealership's formal commitment to supply the vehicle for this requirement.

5.4 Evaluation Methodology

• Delivery Lead Time Weighting: Delivery lead time will not be an active evaluation factor in determining technical ranking, and will not be weighted or scored relative to price. Offers meeting the 90-day delivery requirement will be evaluated on a pass/fail technical basis.
