About this file

This is a Contractor Questions & Answers document addressing technical and operational inquiries regarding the "Smokey SAM" Launcher system and associated pop-up target upgrades at the Grand Bay Range Complex.

The document clarifies several key technical and operational requirements. Technical data and schematics for the "Smokey SAM" Launcher require approval from the responsible USAF agency before release outside USAF/DOD. The launcher operates via a separate Toughbook pad connected to an ATA transmitter pack for radio communications controlling the pop-up target system, with a backup maintenance pad available. A paper spectrum analysis is unavailable, but a second site visit for conducting one can be arranged. For new equipment designs interfacing with the existing launcher, a USAF munitions/safety agency must review the design and likely require safety and compatibility testing. The existing certification was approved specifically for ATA-designed equipment, and equivalent certification steps would be required for new interface designs. Regarding the Legacy Upgrade Package, the intent is not to upgrade all 24 existing pop-up targets; rather, up to 10 original targets may be upgraded to economize expansion or replacement needs before acquiring newly manufactured pop-up target equipment. Contractors may either ship legacy targets to their facilities for conversion or provide pricing for on-site work by their technicians, with both approaches acceptable to the government.

Contractor Questions & Answers

1. For the purpose of efficient systems integration, when can the protocol for the “Smokey SAM” Launcher be made available?

Not sure what “protocol” means. If you mean its technical data and schematics, I would have to get approval from the agency responsible for the Technical Orders (TO) before releasing to entities outside of USAF/DOD.

2. Is the “Smokey SAM” Launcher operated from the tower on a separate control device

(tablet), or is the operation currently integrated into the Range Control Device?

Yes. There is a separate pad (Toughbook) used. It is connected to an ATA transmitter pack for radio communications down range to control the current pop-up target system.

We have a separate, similar pad for maintenance purposes and as a back-up controller.

3. Can we be provided with a copy of the most recent spectrum analysis for the Grand Bay

Range Complex; if not, can we be afforded a second visit to conduct one?

A “paper” spectrum analysis is not available, and a second visit can be arranged.

4. Can it be confirmed that there will be no requirements for environmental or safety testing other than the existing safety certifications for the “Smokey SAM” Launcher?

For a complete, new equipment design to interface with the Smokey SAM launcher currently used, there is a USAF munitions/safety agency that would have to review the design, and probably require some level of testing of the new design for safety and equipment compatibility purposes.

5. Is the existing certification for the “Smokey SAM” Launcher in combination with the interface box, or separate?

The existing Smokey SAM launcher was reviewed and approved by the concerned USAF munitions/safety agency before integration was allowed. That certification was approved for the ATA designed equipment. I assume the same steps would have to be taken for a new interface design.

6. Can we assume that the Legacy Upgrade Package consists of converting 24 existing targets to the new hardware/software for pricing efforts?

The intent is not to upgrade all existing pop-up targets. The upgrade “option” is to economize any required increase of available pop-up targets for training needs/expansion, and/or replacement of a newer pop-up target being acquired if/when necessary. I expect we will look to upgrade no more than ten of the original targets before pursuing more the newly acquired pop-up target equipment.

7. Are we able to ship the legacy targets back to our shop to work on and convert or should we provide a price for a tech to do all work on site?

We can do either.
