About this file
This document is a Questions and Answers (Q&A) file for Solicitation Number FA483025R0007, a 100% Small Business Set-Aside contract for picnic shelter and storage building repairs at Moody Air Force Base and Grassy Pond. Key details include a 90-day period of performance, work hours of Monday-Friday 0800-1700, and a requirement for a licensed electrician to handle electrical components. The project involves demolishing and replacing multiple shelters and storage buildings damaged during Hurricane Helene, including 10'x15' aluminum screened picnic shelters, 20'x12'x8' metal storage sheds, and 12'x30' wooden storage sheds.
Critical administrative requirements include no material substitutions allowed, color selections to be made immediately post-award, and a final walkthrough with punch list before warranty begins. The government anticipates awarding the contract within two weeks of solicitation end, with evaluation factors weighted equally based on technical acceptability. Contractors must provide their own equipment, dumpster, and portable restroom, and will be responsible for site preparation, demolition, and installation following specific material and construction specifications. A site visit was conducted on June 6th, with questions due by June 10th, and a standard 1-year warranty is required.

A. Up to the contractor.

A. No preferred brand. Per the SOW, ¾” thickness

Q. Equivalent Products: Will the CO accept "equivalent" materials for Hardi siding, VCT tile, or fiberglass screening, and what is the process for material approval?
A. No
Q. Color Selections Timeline: When will final decisions be made on VCT tile and any other customer-selected finishes to avoid delay?
A. Immediately following award, color choices can be presented to the customer by the contractor and decisions will be made quickly to ensure that long lead items have enough time to come in.
Timeline & Work Access
Q. Period of Performance: What is the expected or allowable timeline for project completion after contract award?
A. 90 days
Q. Work Hours & Base Access: Are there restricted work hours on Moody AFB or Grassy Pond? What is the base access protocol for contractor crews?
A. Monday – Friday 0800-1700 are the normal work hours. Any weekend work or after-hours requests will need to be submitted in writing to Contracting and the customer 48 hours before work is to commence. Q. Phased Work: Can work on multiple buildings be performed simultaneously, or must it follow a particular order?
A. Work on multiple buildings can be performed simultaneously.
Waste Disposal & Logistics
Q. Waste Disposal Location: Can the contractor use the base landfill or must all waste be hauled o -site?
