About this file

This document is a Questions and Answers (Q&A) attachment for a Request for Quote (RFQ) for Air Duct Cleaning at Moody Air Force Base. The RFQ (FA483025Q0032) is for a Blanket Purchase Agreement (BPA) to be awarded to 4 contractors, with a maximum individual call limit of $75,000. The scope is strictly limited to duct cleaning services, with no maintenance tasks included. Contractors will be responsible for cleaning various building locations, with typical building characteristics including 1-2 floors, ceiling heights of 8-10 feet, and approximately 150 supply diffusers per building.

Key clarifications include that this is a first-time service contract with no incumbent, mechanical drawings will be provided on a per-facility basis, and certain additional services like flex duct replacement or special treatments will be handled by the HVAC shop. The solicitation allows subcontractor references, requires Type 1 dry process cleaning, and has extended the response deadline from 23 May 2025 to 27 May 2025 at 12:00 PM to allow vendors time to address substantive questions. Non-priced items such as CMMC level 1 compliance, site protection, and inspection requirements will be negotiated on a task order basis.

20. How many floors in the building? One or two

21. Does this RFP have any mechanical drawing or a listing of what is supposed to be cleaned? The scope notes various locations.

Only when the facility has been identity to be cleaned

22. There is no line item for internally lined insulation coating even though it is specified. Will a line item be added for this?

Case by case basic

23. What does paint, caulking and puttying the ducts mean? This is not a NADCA duct cleaning measure.

Neither is it effective to combat duct leakage. We have a technologically superior duct sealing process called Aeroseal which we might recommend. However, it would require a specific set of mechanical drawings and mechanical schedules to be able to quote correctly.

Duct cleaning only, no maintenance

24. When referring to painting, caulking and puttying, might this be only applicable to exposed spiral ductwork or are you also expecting ductwork above a drop ceiling to be included?

Duct cleaning only, no maintenance. Any replacement identified will be complete by HVAC shop

25. Our work is not technologically integrated in any way to your IT system. Will CMMC level 1 be a requirement? If it is required, can there be a line item for reimbursement of the cost?

*Non-Priced Items (NPI) Price(s) will be negotiated per Task Oder on as needed basis

26 While required, there is no line item for ICRA or site protection. Will there be a line item for this?

*Non-Priced Items (NPI) Price(s) will be negotiated per Task Oder on as needed basis

27. There is no line item for internally lined insulation coating even though it is specified. Will a line item be added for this?

*Non-Priced Items (NPI) Price(s) will be negotiated per Task Oder on as needed basis

28. What does paint, caulking and puttying the ducts mean? Further to this question, these terms typically apply to sheetrock, not ductwork. Mastic is used by SMACNA certified mechanical contractors, not NADCA approved air duct cleaning. Only the outside of spiral ductwork is typically painted, and putty is never used on NADCA specifications. These items are probably the most significant requirements to be clarified or removed.

Question Answer

29. When referring to painting, caulking and puttying, might this be only applicable to exposed spiral ductwork or are you also expecting ductwork above a drop ceiling to be included?

Duct cleaning only, no maintenance. Any replacement identified will be complete by HVAC shop

30. Our work is not technologically integrated in any way to your IT system. Will CMMC level 1 be a requirement? If it is required, can there be a line item for reimbursement of the cost?

*Non-Priced Items (NPI) Price(s) will be negotiated per Task Oder on as needed basis

*Non-Priced Items (NPI) Price(s) will be negotiated per Task Oder on as needed basis

32. There are requirements for both initial and post-performance inspections. Will there be a line-item for these?

Picture will work

33. Typically, NADCA specifications for coil cleaning refer to type 1 cleaning which is a dry process. Coil cleaning with a chemical spray is typically done by a NATE certified mechanical contractor as is the coil pressure measurement. May this be excluded? Or, alternately, we would have to secure a mechanical subcontractor to perform this.

Type 1 cleaning which is a dry process

34. Just to confirm, we would need to be provided with the mechanical drawings in order to tally up the line items for any given project. Will these be provided?

yes

35. There is a specification to replace any flex duct which is deteriorated. This should be done by a mechanical contactor, not a duct cleaning company. Further, how might we know to anticipate the cost for this. May this be excluded?

Duct cleaning only, no maintenance. Any replacement identified will be complete by HVAC shop

36. Will the sign-in sheet from the site visit be published? Yes.

37. Purchase limitation. The maximum dollar limit for a decentralized individual call is: $75,000.00. Does this mean that any individual building cost cannot exceed this amount?

Yes.

38. On the excel pricing sheet, you are requesting a price for 1,500 supply diffusers. A typical building would have about 150. This may skew the results you are seeking.

Price per diffusers

39. Since there are substantive questions regarding this RFQ, might you please consider an extension so that these details can be clarified and responses calculated.

We will take a look RFQ will be extended from 23 May 2025 to 27 May 2025. Close Time will be 12:00 PM

40. What does paint, caulking and puttying the ducts mean? Further to this question, the easiest way to handle this would be to simply remove (Include Repainting, Caulking, and Puttying)

Duct cleaning only, no maintenance

41. On the excel pricing sheet, you are requesting a price for 1,500 supply diffusers. A typical building would have about 150. This may skew the results you are seeking.

Unless you mean that this would be for 10 buildings instead of one.

Price per diffusers

42. Since there are substantive questions regarding this RFQ, might you please consider an extension so that these details can be clarified and responses calculated?

Even a day or two extensions would be helpful since this is a fairly complex RFQ, with questions pending. May 27 or May 28 would be a bid help and would not delay deployment.

We will take a look.

RFQ will be extended from 23 May 2025 to 27 May 2025. Close Time will be 12:00 PM

43. Just to clarify, we might specify additional CLIN should a system require Foster 40-20 internal spray treatment to remediate friable insulation, Aeroseal to fix leaky ductwork or a dollar amount for the replacement of broken flex duct? This would be done at the point where we are pricing out an actual building with mechanicals?

Duct cleaning only, no maintenance. Any replacement identified will be complete by HVAC shop
