Contract Title: POL Services
STATEMENT OF WORK (SOW)
POL Services
1. DESCRIPTION OF SERVICES:
1.1. The Contractor shall provide all personnel, equipment, tools, materials, supervision, other items, and the non-personal services necessary to provide the Air-show Refueling and other Petroleum Oil and Lubricant (POL) services for specified aircrafts during the Moody Air Force Base 2019 Open House on 31 October 2019 through 3 November 2019 near Valdosta, GA in accordance with this statement of work (SOW).
1.2. CONTRACTOR REQUIREMENTS:
1.2.1. The Contractor hereby agrees to provide air show refueling and POL services at Moody AFB for the 2019 Moody AFB Open House within the limitations as defined by the Air Show Director and USAF regulations. There will be two different types of funding used for this requirement, Appropriated Funding (APF) acts and non-appropriated funding (NPF) acts. Attached to this SOW you will find the excel sheet with the fuel requirements. Fill out the excel sheet for pricing and submit with your quote.
1.3. PERFORMANCE:
1.3.1. Contractor shall provide air-show refueling and POL services for civilian and military aircraft operations on Thursday, 31 October, through Monday, 4 November 2019. Contractor shall be in place and ready to start providing product and service from 0900-1900 daily on 31 Oct 19 to 3 Nov 19, and from 0600-1400 on 4 Nov 2019.
1.4. COMPENSATION:
1.4.1. The Government agrees to compensate the Contractor at the rate specified. Advance payment is not authorized, nor will the Contractor be paid any deposit. If the Contractor is on site and ready to perform, and cannot perform due to circumstances outside of their control the Contractor will be paid 100% of the performance fee.
1.4.2. If part of the show has been performed, then payment will be negotiated and paid at a level commensurate to the Contractor’s effort. All payments for performance, or for full or partial cancellations, will be made in accordance with paragraph 1.12.1., of this SOW.
1.5. DONATIONS:
1.5.1. In accordance with Air Force policy, the Contractor shall not solicit donations as additional compensation from the public on an Air Force installation, unless the Contractor is a legitimate “War Bird” 501c3 private organization. Air Force shows are free to the public. The Contractor may not display or present any signage, person charge, or an admission fee in any way, shape, or form to tour an aircraft or display. However, unsolicited donations are permissible, as long as there is no signage, person block, or interference with entry by the public. The Contractor may sell memorabilia near their display pursuant to a separate concessionaire contract.
1.6. AIR SHOW SCHEDULE:
1.6.1. The Moody Air Force Base 2019 Open House will be conducted for the public on 2 and 3 November 2019 with a practice/media day on 1 November 2019. The Contractor shall be required to be in place on 31 October 2019. Specific event times for all dates will determined by the Government and will be provided at a later date.
1.7. CONTRACTOR’S LIABILITY INSURANCE:
1.7.1. The Contractor shall maintain personal liability insurance with limits of one million dollars ($1,000,000.00) for bodily injury or property damage.
1.8 LODGING:
1.8.1. The Contractor shall not include a fee for lodging requirements, to include making/placing of reservations and for the payment of the room. The Government will provide rooms on base or in the local area. Lodging details will be provided by the government at a later date.
1.9. TRANSPORTATION:
1.9.1. The Contractor shall not include a fee for ground transportation. Moody AFB will provide fully insured automobiles for use for the duration of the Moody Air Force Base 2019 Open House. Moody AFB will provide a stake bed truck to issue smoke oil and engine oil, as well.
1.10. STORAGE:
1.10.1. The Government may provide hangar space on a non-interference basis free of charge. Available hangar space is limited. Contractors requesting hangar space shall coordinate with the Government for this space. Every effort will be made to house Contractor aircraft in a fully enclosed and secure hangar, during the course of the Air Show. Aircraft security on the parking ramp will be provided for all hours for the duration of the event. The Government will provide crowd control, such that the show aircraft are protected from the spectators at all times, while at the show site. After award, the Point of Contact (POC) for this requirement will give further guidance for the storage of the fuels during the event.
1.11. DEPOSITS:
1.11.1. The Government will not pay any deposits or make advance payments.
1.12. PAYMENTS:
1.12.1. All Contractor costs will be inclusive and will be paid in 1 lump sum. The payment for the fuels for APF acts will be made through the Defense Finance & Accounting System (DFAS) via its Wide Area Work Flow (WAWF) electronic website for the requirements that fall under Appropriated Funds (APF) category. For payment of the fuels for NAF, the payment will be made via EFT for requirements that fall under the Non-Appropriate Funds (NAF) category. The awardee must contact Ms. Sophie Brocks at (229) 257-4360 or sophie.brocks@us.af.mil to invoice for payment of fuels under the NAF category.
1.13. GOVERNMENT CONTRACTOR:
1.13.1. The Contractor and employees will perform service in accordance with this SOW as a Contractor, and not as a Government agent or employee. The Contractor and employees are employed to render professional aviation services only and any payment made by the Government is compensation solely for such services rendered.
2. GENERAL:
2.1.
Cell Phone Usage. Cell phone usage is prohibited while driving any vehicle on base, unless a completely “hands-free” device is used.
2.2. Weapons, Firearms, and Ammunition. Contractor employees are prohibited from possessing weapons, firearms, or ammunition on themselves or within their Contractor-owned or privately-owned vehicle while on Moody AFB.
2.3. Traffic Regulations. The Contractor and its employees shall comply with base speed limits, traffic laws and eligibility requirements.
2.4. Contractor Employees. The Contracting Officer may restrict the employment under this contract of any Contractor employee or prospective contractor employee who is identified as a potential threat to the health, safety, security, general well-being, or operational mission of the installation and its population.
