Maintain Airfield Surface/Markings / Restripe APAFR Airfield FY15

MOODY AFB, GA / AVON PARK, FL

REQUEST FOR INFORMATION

1. Page 17 of 28 of the Project IFB indicates that the Contractor shall include in the prices for the items listed in the Bidding Schedule all costs for work in the specifications, whether or not specifically listed in the Bidding Schedule. The Project IFB only provides the Section B - Supplies or Services and Prices. In addition, the scopes of work for MNT AIRFIELD SURFACES/MARKINGS at Moody AFB and MTN AIRFIELD SURFACES FY15 at Avon Park indicates that the unit of measurement and payment for rubber/ paint removal, and pavement markings shall be the number of square feet of pavement accepted by the Contracting Officer or his representative in the designated area. Can a quantified bidding schedule(s) for both project sites be added to the project by Amendment?

*See Amendment dated 31 March 2015.

2. The only items referenced on the Submittal Log for both Scopes of Work that are to be submitted by the contractor and approved by the Government are: Equipment Lists, Paint Test Report, Testing Lab, and Method and Material. Are there any other submittals that need to be submitted by the contractor and approved by the government prior to the issuance of the Notice to Proceed?

* Moody AFB- Yes

* Avon Park- Yes

3. Page 6 of 28 of the Project IFB indicates that the contract shall be completed within 30 Days after the Notice to Proceed. Additional time will need to be added to the contract to allow for submittal approvals, ordering/manufacturing/delivering of the specified materials to the project site, and to accomplish the work at both project sites. Can 60 additional days be added to the Contract Completion Time for the project to allow for proper work completion?

* Submittals will be approved prior to issuance of Notice to Proceed (NTP). NTP will be issued for the first site with 30 days stated. Upon completion at site 1 the government can issue a suspension of work. The remaining days will be calculated for performance at site 2 and stated on an NTP for that site. Weather permitting.

4. The scopes of work for Moody AFB and Avon Park indicate that the Contractor shall comply with OSHA safety requirements and the Georgia/Florida Department of Transportation in the prevention of accidents. Will these be the governing requirements for safety for both project sites? Please confirm.

5. The Project IFB does not allow for an organized site visit to allow for prospective offerors to inspect both project sites prior to submitting a proposal to the Government for consideration. Can an organized site visit be arranged by the Government so that offerors can view both project sites prior to submitting a proposal? If so, what documentation will the contractor need to provide in order to access the Air Force installations?

* There will not be a site visit offered. Rubber Removal has been performed annually and site visits are not value added. Quantities on Bid Schedule are sufficient to prepare your bid.

6. Is the contractor to repaint all the of the VFR Hold lines indicated on the MNT AIRFIELD SURFACES/MARKINGS at Moody AFB Scope of Work? Please confirm.

* No, VFR holdlines are not to be repainted.

7. Amendment 001 for the project indicates that the question response date has been changed from 24- Apr-15 to 9-Apr-15. However, the solicitation documents indicate by reference that the Contractor is to make a site investigation. Since the project is not part of an existing IDIQ Contract, can the Government sponsor an organized site visit to provide potential offerors an opportunity to visit site to prior to submitting an offer to the Government for consideration? If so, can the opportunity for offerors to submit Requests for Information be extended by 1 week after the organized site visit is conducted? Please advise and provide direction.

* There will not be a site visit offered. Rubber Removal has been performed annually and site visits

8. How thick is the paint on the runway?

* Approximately 40Mil based on 5 years of painting at both locations.

9. When was the last time the paint on the runway was removed?

* Moody AFB- 5 years ago

* Avon Park- 5 years ago

10. How thick is the rubber? (moderate, medium)

* Moody AFB- RUBBER IS MEDIUM

11. Is there a staging area for water blasting?

12. Is the contractor required to layout all markings that are to be removed to comply with E.T.L.?

13. Will there be a scheduled site visit? If not, will contractor be able to schedule a visit?

*There will not be a site visit offered. Rubber Removal has been performed annually and site visits

14. Would the AFB consider a contractor using a piece of equipment called a "Rotary Eraser"?

*No. Not at this time.
