QSEU-15-0111 MNT AIRFIELD SURFACES/MARKINGS

MOODY AIR FORCE BASE

BASE BID

PART 1 -- GENERAL/SCOPE

MOODY

1.1 The work consists of furnishing all labor, equipment, and materials required to remove 90 percent of the rubber build-up and remove 95 percent of paint as designated by project manager. The project manager will designate other areas to be painted. All areas where paint is removed will be repainted.

Specifications:

1.2. Pavement markings includes:

1 2.1. White (reflective) to include all white paint on both runways.

1.2.2. Yellow (reflective) (BAK-12 barrier marking and lead in lines, taxiway center lines and edge lines as designated by project manager. Yellow (non-reflective) for chevrons Black (non-reflective) for lead in lines from runways to taxiways.

1.2.3 Red (Restricted areas of the airfield)

1.2.4. The unit of measurement and payment for rubber/ paint removal, and pavement marking shall be the number of square feet of pavement accepted by the Contracting Officer or his representative in the designated area.

1.2.5 Rubber Removal and re striping on runways will be done on weekends or at night during non flying hours. The schedule will be with coordination with the Air Field Management through the Civil Engineering Inspector. The Airfield schedule will be as follows: Monday thru Thursday 0200 until 0700 and Friday 2200 thru Sunday 1200. Airfield must be FOD free by the end of work period each day. Normally Airfield closes earlier than 2200 on Friday. Normally the Airfield is closed on Saturday and Federal Holidays. Normally the Airfield opens on Sundays at 1200 and closes at 1700. It may be possible to allow the contractor to have access to the Airfield earlier on a case by case basis. Rubber removal and paint remove from runways will be done after flying hours or on non-flying days only. Due to current flying missions, exceptions will be only approved by Airfield Operations in concert with Moody AFB Contracting Office.

1.3. All painting shall be in accordance with AFI32-1042 27 October 2005 and ETL 04-2. The paint shall be homogeneous, easily stirred to smooth consistency, and shall conform to Federal Standard (FS) Specification TT-P-1952-D, Paint, Traffic and Air Field Marking, 7 Jan 94. The paint, white, and yellow, shall be water-born. Reflective glass spheres shall conform to FS TT- B-1325-C, Type 1 Beads 1 Jun 93. Pavement marking shall be applied uniformly at 12-14 Mils thick and the beads shall be applied uniformly on wet paint marking at the rate of 8-10 pounds per gallon of paint.

1.3.1 All street striping shall meet Georgia DOT standards for street pavement markings.

1.4 High-pressure water system and/or treatment with environmentally acceptable detergents and rinsing with water shall accomplish the rubber build-up removal and pavement marking cleaning and paint removal. In general, new marking shall be placed over existing pavement marking patterns. All the locations of pavement surface markings shall be cleaned free of all loose particles, sand, dirt, dust, rubber, chemicals, or significant oily substance and all pavement marking shall be placed as shown on the attached drawings.

1.5. Prior to commencement of work, the Contractor shall attend a pre-construction meeting at the Contracting Office, located at 4380B Alabama Road, Moody AFB. The Contracting Office will notify the Contractor as to the specific time and date of the meeting.

1.6. The Contractor shall submit a work schedule to contracting office for approval prior to the pre-con and “approval must not be withheld unless it varies from the requirements of this subpart. Work may be performed 24 Hour per Day, as long as the contractor identified it in the work schedule. When night operations are to be performed by the Contractor, the Contractor, at no cost to the Government shall furnish all necessary lighting. Lighting will be directed or shaded to prevent interference with aircraft, the Air Traffic Control tower, and other base operations. The lighting equipment shall be capable of being removed from the runway within 10 minutes upon notification of an emergency. The Contracting Officer must approve night work 48 hours in advance.

1.7. All materials shall be delivered in sealed containers that plainly show the designated name, formula or specification number, color, date of manufacture, manufacture's name, and directions for use. The Contractor shall store or place materials and equipment only in areas specifically provided by the Government.

1.8. Work on the project will only be conducted with prior coordination of Airfield Management (Base Operations), Operations Technical Management Section, (912) 257- 3305/3306, and the Contracting Officer. The Contractor will be held strictly accountable for any actions taken by his employees detrimental to the safe conduct of flying operations.

1.9. The Contractor shall follow procedures and instructions applicable to Moody AFB for obtaining entrance to any restricted area. These procedures and instructions will be briefed during the pre-construction conference.

1.10. The Contractor shall be responsible for the safety of on-site personal. The Contractor shall comply with OSHA safety requirements and the Georgia Department of Transportation in the prevention of accidents.

1.11. A final inspection will be held no later than the last day of the contract performance period. All items previously identified, will have been corrected and the final cleanup performed.

1.12. Submittals shown on Form 66 are required to be submitted for review and approval before notice to proceed will be issued.. Submittals shall be received within 30 days from award of contract. Submit lists of proposed equipment to be used on this project, including descriptive data and two certified copies of the paint test reports prior to the use of the paint at the job site. Testing shall be performed in an approved independent lab. The Government reserves the right up to 10 Days for review of any submittal

PART 2 -- OPERATIONS ON THE AIRFIELD

2.1. When on the airfield, the Contractor shall be in radio and visual contact with the Control Tower at all times. The Control Tower and the Chief of Airfield Management shall be verbally informed when the work is complete and the Contractor has removed all equipment, labor, and materials from the airfield.

2.2. The Government will close the runway to all aircraft traffic while rubber is being removed and pavement marking procedures are being accomplished; however, there may be interruptions of the work to provide a runway for aircraft which have an emergency or a special unscheduled mission for an aircraft is assigned. In the event there is a need to operate aircraft on the runway, the Contractor shall remove his equipment from the operational surfaces of the airfield to an area beyond the hold-line within 10-minutes of being notified. A scheduled landing or departure, which has been identified to the Contractor prior to the Contractor beginning work for the work shift, shall not be considered as an emergency interruption.

2.3. The Contractor shall specify on the bid schedule a half hourly rate for aircraft traffic interruption. Time measurement for traffic interruptions shall begin with the notification to the Contractor to clear the runway and shall end ten minutes after the Contractor is notified that he can re-occupy the runway. The Contractor shall be paid for a minimum of one hour for each interruption. Interruptions longer than one hour shall be calculated on the half hour, i.e., a delay of over one hour but less than one and one-half hours would be paid for as one and one half hours, but, a delay of over one and one half hours but less than two hours would be paid for as two hours.

2.4. Moody: The Contractor shall keep Taxiways A, G, H and M open to Aircraft as an access way to the active runway. Except when cleaning and applying paint.

2.5. The Contractor shall clean debris from the runway and roadway surface as he/she proceeds with the work. The "clean-as-you-go” policy is necessary to ensure a clean surface is available if there is an emergency.

2.6. It is important that the Contractor adhere to the pre-approved schedule for execution of the work, weather permitting, as runway and roadway closures must be coordinated in advance. In the event the Contractor’s schedule should be delayed because of weather or mechanical equipment breakdown, the Contractor shall notify the Contracting Officer and a new work schedule will be established within 24 hours.

PART 3 -- RESERVED

PART 4 -- EQUIPMENT

The equipment used in the removal process shall be mounted on pneumatic tires and shall remove deposits of rubber and paint without damage to pavement surfaces, joints, or joint and crack seal material. The equipment to apply paint to the pavement shall be self-propelled or mobile-drawn pneumatic spraying machine with suitable arrangements of atomizing nozzles and controls to obtain the specified results. Painting equipment must be able to follow the straight lines and normal curves in true arc.

PART 5 -- WEATHER LIMITATIONS

No rubber removal and paint striping shall be permitted when the air temperature is at 40 degrees F and falling or the pavement surface temperature is at 35 degrees F or less and falling. When the contractor is notified that severe weather warning has been issued for the area, the contractor should immediately take the necessary action to tie down and secure all material on the job site.

PART 6 -- METHOD OF OPERATION AND TRAFFIC CONTROL

6.1. The Contractor shall ensure that any rubber removal and pavement marking process is conducted in strict compliance with all local, state, and federal environmental statutes and regulations, including, but not limited to, regulations promulgated under the Resource Conservation Recovery Act, 42 U.S.C. 6901, and the Comprehensive Environmental Response, Compensation, and Liability Act, 42 U.S.C. 9601.

6.1.1. The contractor will ensure that all markings are properly applied and placed in strict compliance with this specification and drawing. Any markings that are improperly placed or fail to meet the requirements of this specification will be removed and reapplied at the contractor's expense. The Contractor shall also ensure that all adjacent areas of pavement will be protected from disfigurement by splatter, splash, spills, and drips. The Contractor at the Contractor expense will remove such disfigurement.

6.1.2 Centerlines of markings shall not vary from straight line by more than 25mm (one-inch) in 15m (50-feet). The overall dimensions of markings shall not vary from those prescribed by the drawings by more than five-percent.

6.1.3 The Contractor and the Contracting Officer's representative shall jointly perform an inspection of the work area before painting commences. Proper layout of new markings shall be verified and the existing damage to the pavement systems, joints, and crack seals shall be documented during this inspection.

6.2. The Contractor shall provide all cones, barriers, lights, signs, placards, flags, and flagging personnel necessary to establish an adequate work zone and traffic control in and around the work zone to reduce work and traffic interruptions. The Contractor will establish and maintain work zones as necessary throughout the period of the contract, prominently identifying potential hazards and dangers to personnel and traffic in or near the work area.

The contractor shall provide guidelines and templates as necessary, to control paint stripes application. Special precautions shall be employed in marking numbers and letters all pavement markings shall be sharply outlined.

6.2.1. All vehicle operators, before driving on the flight line, will be given special instructions on standard flight line traffic controls and signals and advised of the particular hazards involved. The vehicle operator must either have in their possession a valid AF Form 483 or be escorted by an individual who has had an AF Form 483 issued for Moody AFB, GA.

6.2.2. Vehicles shall not be driven within 50 feet of an aircraft or under any part or an aircraft. Vehicles shall not be backed or driven forward in the immediate direction of any aircraft within 50 feet nor shall a vehicle be drive within 50 feet of aircraft during fueling or de-fueling operation. When parked on the flight line, vehicles and all equipment mounted on wheels, which do not have integral braking systems, shall be choked when left unattended.

Vehicles left unattended and parked on the flight line shall be left unlocked with keys in the ignition system.

6.2.3. Under no circumstances shall vehicles be allowed to stand in front of or be driven closer than 25 feet in front or 200 feet to the rear of any aircraft when engines are in operation or about to be put in operation.

6.2.4. Vehicle operators shall obey the flight line speed limits set by local officials. In no case shall vehicles be operated in excess of 15 miles per hour.

6.2.5. Before airfield operations, vehicle operators shall insure that all equipment carried on their vehicles is properly stowed and secured and that the vehicles are inspected for objects that could damage aircraft. After dual-wheeled vehicles are operated on unpaved surfaces, operators shall stop when reaching the airfield pavement and remove any rocks that are wedged between the tires or treads.

6.2.6. Vehicle operations on the flight line or airfield are under the control of tower personnel. Control tower light signals and radio instructions shall be observed and obeyed by vehicle operators. The following light signals, flashed from the Control Tower, will control vehicle traffic:

Steady Green Light - Cleared to cross Flashing Green Light - Cleared to proceed and watch for lights Steady Red Light - Stop; Vehicle will not be moved Flashing Red Light - Clear active runway immediately Red and Green Light - General warning; exercise extreme caution

6.2.7. The Contractor will comply with the provisions of Part VI, Traffic Controls for Highway Construction, Maintenance, Utility, and Emergency Operations, of The Manual on Uniform Traffic Control Devices, when establishing these work zones.

6.3. The Government specifically reserves the right to reject the use of any rubber removal or pavement marking process which the Contracting Officer determines may pose unnecessary risks to aircraft due to foreign object damage (FOD) potential, human health, or the environment as a result of its use, storage, or disposal.

PART 7 -- PAVEMENT DAMAGE REPAIRS

The Contractor at the Contractor’s expense shall repair any damage to the pavement surface, joints, joint and crack seals, or other Government property. The Contracting Officer prior to performance of the repairs shall approve methods and materials to be used for repairs. Repairs shall be affected and completed within the performance period for the contract.

PART 8 -- CLEAN UP

All debris, waste, and products generated by the rubber removal and the pavement marking operations shall be removed from the airfield. Disposed of in strict compliance with all applicable state, local, and federal environmental statutes and regulations.

PART 9 -- GOVERNMENT FURNISHED MATERIALS AND SERVICES

9.1 The Government will furnish a radio to the Contractor. The purpose of maintaining verbal communications with the Control Tower for the duration of each workday. The Contractor shall be responsible for the radio while it is in his possession and he shall reimburse the Government for the cost of repair or replacement of the radio if it is lost, damaged, or destroyed through the fault or negligence of the Contractor or its employees or agents.

9.2. Water will be furnished to the Contractor at no cost to the Contractor. The water supply shall be a fire hydrant, designated by the Contracting Officer, located within a reasonable proximity to the work. The Contractor shall install a gate valve on the fire hydrant tap. The Contractor shall furnish all equipment, material, and labor, which is necessary to obtain and deliver water from the designated fire hydrant to the area(s) of work.

PART 10 -- QUALITY CONTROL.

10.1 The contractor shall take and record retro-reflectivity readings for all white and yellow retro-reflective markings to ensure they provide a reasonable level of retro-reflectivity for night operations. The minimum acceptable average for retro-reflective white markings shall be 200 milli-candelas per square meter per lux. The minimum acceptable average for retro-reflective yellow markings shall be 175 milli-candelas per square meter per lux.

10.2 The contractor shall document a retro-reflectivity reading for each 300 linear meters (1,000 linear feet) marked. The reading for each 300 linear meter (1,000 linear feet) area shall be computed by averaging a minimum of 10 readings taken within the area at random locations.

Areas not meeting the retro-reflective requirements of 10.1 above shall be remarked at the Contractor's expense.

PART 11 -- ENVIRONMENTAL PROTECTION

11.1. Protection of land resources: It is intended that the land resource within the project boundaries of work performed under this contract preserved in their present condition. After completion of contract, restoration will appear to be natural and not detract from the appearance of the project. Insofar as possible, the contractor shall confine his activities to areas defined by the plans and specifications.

11.2. Restoration of landscape damage: Any landscape feature scarred or damaged by the contractor's equipment or operations shall be restored as nearly as possible to its original condition at the contractor's expense. The contracting officer will decide what method of restoration shall be used and whether damaged shall be treated and healed or removed and replaced.

11.3. Protection of water resources: The contractor shall not pollute streams, lakes, or reservoirs with fuels, oils, bitumen, calcium chloride, painting materials, acids, or other harmful materials.

It is the responsibility of the contractor to investigate and comply with all applicable Federal, State, County, and Municipal laws concerning pollution of rivers and streams. All work under this contract shall be performed in such a manner that objectionable conditions will not be created in streams through or adjacent to the project area.
