This attachment contains questions and answers regarding this Request for Quote (RFQ). This document does not change the terms in the solicitation unless provided by amendment to the RFQ.

Q: Is there an associated Section L Instructions to Bidders other than FAR Subpart 12.6 and FAR

52.212‐1?

A: No. This is a combined synopsis/solicitation using FAR 13 – Simplified Acquisition Procedures.

Therefore, the instructions/evaluation factors are located within the solicitation posted to FBO.gov.

Q: Does the combined synopsis/solicitation contain requirements similar to a current contract, or is this a new requirement for the government? If possible, please provide current contract number.

A: This requirement was previously done using a Cooperative Agreement under the Sikes Act. It was conducted by a non‐profit, non‐governmental organization, The Jones Ecological Center.

Q: What happens if a meter fails to verify or calibrate and a trip is lost?

A: The only reason for a water monitor to fail to verify or calibrate would be a damaged sensor. In that case, the monitor would need to be removed to allow repair and/or replacement of the damaged sensor. This would not be a lost trip because the monitor would need to be removed from the field.

Q: Are there spare units?

A: There are no spare units.

Q: If the data loggers or water quality sensors are vandalized or stolen who is responsible?

A: The data loggers and water quality sensors are located in lockable PVC pipes. The Government would assume responsibility for the loss or damage of any monitors.

Q: Page 2, SOW, “ruptured batteries will be returned to the factory for restoration.” Does the government pay the shipping charges for repairs?

A: The Government will pay for the shipping charges. This verbiage will be added to the “revised” SOW in Amendment 1.

Q: Page 2, SOW, pH buffer 4 & 10; no pH 7 mentioned?

A: To calibrate pH, you use a range of buffer solution of the water you will be measuring. The instrument calculates a slope between that range and applies it to the measured pH. At the beginning of the project, we didn’t know what the pH was throughout the wetland complex, so a wide calibration range (4 and 10) was used. Based on advice from the former contractor, we recommend a modification to the SOW to use pH buffers 4 & 7 for the monitors located within the wetland complex and pH buffers of 4 & 10 for the monitors designated as Storm 1 and Storm 2 (located on Moody AFB Main Base outfalls). This verbiage will be added to the “revised” SOW in Amendment 1.

Q: Does the requirement for “familiarity with use and calibration of YSI 6600 EDS water quality monitors and Ott Thalimedes data loggers” preclude experience for extensive use of YSI 650/600 and

Solinst data loggers?

A: No, the use of similar water quality monitors and data loggers would serve as evidence of familiarity of use and calibration.

Q: Is the BS degree requirement for the hydrologist (key person) only or also for the field personnel?

We have field personnel doing this work for 20+ years with associates degrees.

A: The BS degree requirement is only for the hydrologist who will directly supervise field personnel.

Q: Does the DO sensor on the YSIs that the government owns have an optical sensor? This question has bearing on the maintenance/supplies needed for the DO probes.

A: The dissolved oxygen sensor on the data sondes are not optical sensors. The DO sensors are a rapid pulse, polargraphic type.
