Contract Title: Hydrological Wetlands Survey

STATEMENT OF WORK

Wetland Hydrological Evaluation

Moody Air Force Base, Georgia

26 February 2014

1.0 BACKGROUND

Moody AFB is required by Department of Defense (DoD) and Department of Air Force (AF) instructions and federal law to manage the natural infrastructure of the installation through the implementation of ecosystem management principles and practices. As part of this mandate, Moody AFB has prepared an INRMP to direct the management of natural resources activities on the installation within the framework of the military mission, including the evaluation of wetland hydrologic functioning on Moody AFB and the Grand Bay-Banks Lake Ecosystem. This research project was identified in the INRMP, and will provide necessary information on hydrological functioning within the bounds of this ecosystem to facilitate improved management of DoD resources.

Moody AFB consists of 10,913 acres in Lowndes and Lanier Counties, Georgia, and is divided into two main administrative units: 1) Main Base, where the airfield and cantonment areas are located, and, 2) Grand Bay Range, where the Grand Bay weapons range and buffer areas are located. The layout of the installation is shown on the Bemiss Quadrangle, Georgia, topographic map. Of the 10,913 acres, 7,943 acres (73%) are forested. The majority of the forested area

(4,848 acres) is classified as forested wetlands, consisting of cypress domes and Carolina bays.

The remainder of the forested area (3,095 acres) is comprised of upland forest stands, primarily consisting of typical pine flatwoods habitat with numerous small, isolated, seasonally wet shallow ponds and depressions.

Prior wetland hydrological studies were conducted from 2005 through 2013 under a cooperative agreement with the Jones Ecological Research Center, Newton, GA. The prior studies were conducted to obtain better baseline hydrologic information for the management of the Grand

Bay-Banks Lake Ecosystem, including Moody AFB. The purpose of this study is to conduct follow-on sampling to better describe the hydrologic functioning of the wetland system and the water quality and quantity of the wetlands on Moody AFB, Grand Bay Wildlife Management

Area (WMA), and Banks Lake National Wildlife Refuge (NWR).

2.0 SCOPE OF WORK

2.1 REQUIREMENTS

The Contractor shall furnish all labor, materials, equipment, supplies, and supervision needed to perform all field sampling, computations, map preparations, tables, charts, etc. necessary to accomplish the tasks described in this scope of work. All work shall be performed in accordance with all applicable Federal, State, and local laws and regulations. If any conflicts exist between applicable regulations, the most stringent of the conflicting regulations shall apply. The

Government is relying upon the expertise of the Contractor to comply with all applicable regulations. Under the provisions of this SOW, the Contractor shall accomplish the tasks described below for Moody AFB.

2.2 TASKS

The Contractor will: (1) provide monitoring support; (2) gather hydrologic and water quality data; and, (3) determine if current land use practices are affecting the natural function of the wetland hydrologic systems.

Government-provided automated water quality sensors (YSI 6600 EDS) will be deployed and maintained at six (6) existing hydrologic monitoring sites (one site at Banks Lake NWR; one site at Grand Bay WMA; and four sites at Moody AFB). These YSI water quality sensors will be used to measure temperature, specific conductivity, dissolved oxygen, pH, and turbidity in accordance with manufacturer specifications. Prior to field deployment, the YSI water quality sensors will be examined and reactivated, including replacement of membranes and calibration as required. The YSI water quality monitors will be placed in existing 4-inch PVC pipe with

1.5-inch diameter holes to allow water movement and to protect the monitors from high-flow debris, sedimentation, and vandalism. The pipes for the water quality sensors are already located in the field at the sampling locations. Units with ruptured batteries will be returned to the factory for restoration or replacement.

Government-provided data loggers (Ott Thalimedes data loggers) will be deployed and maintained to collect water levels at five existing hydrologic monitoring sites (one site at Banks

Lake NWR; one site on Grand Bay WMA; and three sites at Moody AFB). The data loggers at

Banks Lake NWR and Grand Bay WMA will be located at the same sites as the automated water quality sensors. The water level monitors will be deployed within existing 6-inch PVC pipes that serve as stilling wells for water level readings. These pipes are already located in the field at the sampling locations.

Contractor personnel will travel to Moody AFB approximately every eight weeks to download data from the six (6) YSI water quality sensors and the five (5) water level data loggers onto a laptop computer via an infrared reader. The YSI water quality sensors will be calibrated and cleaned during each site visit using established protocols and manufacturer recommendations.

Data will be stored in the field, processed with appropriate software designed to analyze hydrological data, and corrected, when needed, for sensor fouling and calibration drift.

During each trip to Moody AFB to collect data, the YSI water quality sensors and the Ott

Thalimedes data loggers will be inspected, cleaned, and calibrated in accordance with manufacturer specifications.

Following the completion of the study, all monitoring equipment will be cleaned and stored in accordance with manufacturer recommendations. Based on prior hydrologic studies utilizing these water quality monitors, the following calibration solutions would be required:

Conductivity -- 6 liters/trip; pH Buffer 4 & 10 -- 3 gallons/trip; and, Turbidity -- 1.5 gallons/trip.

Membranes and other associated maintenance or calibration resources would be required as applicable.

3.0 SCHEDULE

Deployment and calibration of the water quality and water level monitors will occur within 30 days after notice to proceed. A total of six visits to the water monitoring locations is required:

one visit to each site to deploy the equipment and five visits to each site at eight-week intervals to download date, clean, and calibrate the equipment. The monitors will be removed from the field during the sixth visit to the sites.

It should be noted that access to Grand Bay Range may be limited because of the military operational schedule, and may require visits to the site during early morning (7:00 am to 9:00 am), evenings (after 6:00 pm), or on weekends in order to access the sampling locations.

4.0 DELIVERABLES

PROJECT REPORT

The Contractor will produce an annual report no later than 45 days after the last sampling visit at the end of each performance period. This report will summarize the hydrologic, water quality, and climatic data collected during this project and will include wetland water levels, hydroperiod, rainfall, evapotranspiration and water balance computations, and water quality information. Three hard copies and one CD with the report provided in Microsoft Word-compatible format and optical character recognition-enabled pdf format are required.

Interim water monitoring data will be provided to Moody AFB staff upon request to support briefings to senior leadership, the Grand Bay-Banks Lake Council, and/or required updates to the

INRMP. No more than two data requests will be required in addition to the project report.

5.0 RESPONSIBILITIES AND SPECIAL CONSIDERATIONS

5.1 The Contractor will coordinate the data collection and field effort with the Environmental

Management Element, Moody AFB Installation Management Flight (23 CES/CEIE).

5.2 The Contractor will be responsible for providing qualified personnel and acquiring any state and federal permits necessary to conduct the wetland evaluation.

5.3 All original materials, visual aids, software, and text developed or gathered in the performance of the tasks listed herein will be the property of Moody AFB and will not be used, distributed, or published by the Contractor without specific written permission of the

Commander, Moody AFB, or his delegated official. Publication of the results of the survey in scientific proceedings, scientific journals, or in scientific meetings is acceptable provided the

Government has the opportunity to review the abstracts or articles prior to publication and the installation POC is listed as a cooperating author.

5.4 The installation will provide all necessary safety and security briefings, installation passes, and escorts required to conduct work on Moody AFB.

5.5 Moody AFB will provide the following equipment to the Contractor to use during this agreement: Six (6) YSI 6600 Extended Deployment System (EDS) Water Quality Sensors and five (5) Ott Thalimedes Data Loggers. This equipment remains the possession of the

Government and must be cleaned, stored, and returned immediately following completion of the project.

5.6 Access to Grand Bay Weapons Range is only authorized when the range is closed and is not actively being used for military training activities. The Contractor is encouraged to coordinate proposed field dates with the Moody AFB Environmental Management Element office to arrange a date/time when the range will be accessible.

5.7 RECORDS MANAGEMENT

5.7.1. All records, files, and documents, regardless of media (e.g., paper, electronic, etc), as described in this SOW, which are the responsibility of the Contractor are the property of the

Government and shall remain so upon termination or completion of the contract.

5.7.2. The Contractor shall keep these item(s) current and maintain and dispose of them in accordance with the requirements established in AFI 33-322, Records Management Program, paragraph 10, AFMAN 33-363, paragraph 6.4, AFMAN 33-364, paragraph 2.10 and the Air

Force Records Disposition Schedule which may be accessed from the following web address:

5.7.3. Records shall be turned over to the Government upon completion of the contract unless otherwise stated. All records are subject to the Freedom of Information and Privacy Act. The

Moody AFB Records Management Office (23 CS/SCXKR), 257-3500, will provide assistance and training to the Contractor to ensure compliance with federal record keeping requirements.

5.8 CONTRACTOR MANPOWER REPORTING: The Contractor shall report ALL Contractor labor hours (including subcontractor labor hours) required for performance of services provided under this contract for Customer Support Specialist at Moody AFB via a secure data collection site. The Contractor is required to completely fill in all required data fields using the following web address: http://www.ecrma.mil. Reporting inputs will be for the labor executed during the period of performance during each Government fiscal year (FY), which runs October 1 through

September 30. While inputs may be reported any time during the FY, all data shall be reported no later than October 31 of each calendar year beginning with 2014. Contractors may direct questions to the help desk at http://www.ecmra.mil.

6.0 FINAL INSPECTION AND ACCEPTANCE

The Contractor’s performance of this project will be monitored by the designated Government representative from 23 CES/CEIE.
