About this file

This is a Statement of Work for Emergency Spill Clean Up services to be provided to Moody Air Force Base from October 2025 through October 2030 (5-year period) under a Blanket Purchase Agreement (BPA) structure.

The contractor shall provide non-personal supplies and services including personnel, supervision, equipment, environmental service supplies, field and laboratory analytical services, and material sampling in accordance with state and EPA regulations. Core services include obtaining potentially contaminated material samples; removing or assisting in removal of underground storage tanks (USTs); assisting with aircraft accident clean-up operations involving removal, transport, and disposal of contaminated soils and investigative derived waste; and cleaning fuel storage tanks. All operations must comply with OSHA and state safety requirements. For sampling and reporting, the contractor must provide qualified samples to state or federally certified laboratories and deliver original analytical reports to the Wing Environmental Coordinator (WEC) containing sample description/location, person taking sample, laboratory receipt and analysis dates, analyst names, analytical techniques used, detection limits, specific analytical values, and chain of custody documentation.

For contaminant removal, the contractor must perform gridding and sampling prior to removal to ensure complete material elimination. Removal operations include all personnel, supervision, vehicles, equipment, tools, supplies, and transportation with mobilization fees included in the per-ton/pound/gallon cost. All materials must be disposed of at state-certified landfills, contractor-operated off-base remediation facilities, or qualified recycling centers approved by the WEC. The contractor must provide disposal documentation and weight tickets immediately following disposal. Response time requirements range from eight to twenty-four hours from notification, depending on emergency versus routine classification. The majority of operations will occur at Moody AFB with infrequent operations at other locations. Pricing is billed as each (EA), ton (TN), gallon (GL), pound (LB), or man-hour (HR), with landfill tipping fees and material sampling costs as straight pass-through costs without markup. Prices must be as low as or lower than those charged to the supplier's most favorable customers for comparable quantities. Updated price lists must be submitted annually at least 30 days before effective date. Base entry requires contractor personnel to obtain visitor passes with a driver's license and base pass letter signed by the CO and contractor management.
