About this file
This is a Questions and Answers document for a federal contract recompete solicitation (FA483025Q0097) for emergency spill clean-up services at Moody Air Force Base, Georgia. The document does not establish specific contract requirements but rather clarifies terms and conditions through vendor inquiries and government responses.
Key service and supply details include: waste disposal for petroleum-impacted materials (Lines 0001-0005); laboratory analysis primarily for petroleum products based on contamination degree; oil-water separator cleaning services (Line 0036); and restoration materials including backfill and sod (Line 0039). The contract includes vacuum truck services (Line 0031) and technician labor (Line 0025), with rates to be portal-to-portal for emergency response work. Moody AFB will provide initial response absorbents, while the contractor is responsible for drums and additional absorbent materials. Pricing structure for disposal (Lines 0001-0005) is based on weight rather than drum count due to landfill tipping fee economics. Pickup trucks and emergency response trailers may be added as acceptable line items. Waste volumes are variable and determined by spill magnitude; there is no estimated tonnage or recycling component. Labor rates follow the most recent wage determination included in the solicitation attachments. Annual price adjustments require submission of an updated price list at least 30 days prior to the effective date for Contracting Officer approval and distribution to ordering activities. The contract is a recompete with incumbents holding agreements FA483020A0001, FA483020A0002, and FA483020A0003, and there is an estimated contract value based on historical responses through 2030.

FA483025Q0097 - Emergency Spill Clean Up Recompete Questions
1. Might you have an estimated tonnage of waste that will be disposed? There is significant economy savings for larger volumes. How many drums/tons of each waste stream will there be? We cannot answer this question at this time. The amount of waste will vary based on the magnitude of the spill / incident.
2. Do you have a physical address on bases where we will be working? Moody AFB, GA
3. Is there an incumbent for this project? If so, what is the contract number? Yes – refer to agreement numbers FA483020A0001, FA483020A0002, FA483020A0003.
5. Is there an estimated contract value based on historical responses? YES
6. Item List Line 0001 – 0005 - for these line items if this for disposal only or should this include vacuum truck rate and operator? This is the disposal cost. Line 0031 references vac truck and 0025 references technician
7. Item List Line 0001- 0005 - is there an estimated amount of material to be recycled per year under this contract? This is not a recycling contract. These amounts are based on the magnitude of the spill / incident
8. Lab analysis - is there a particular set up lab analysis that should be run? Is this going to be primarily for petroleum related projects? Analysis will be based on what is spilled and the degree of contamination. Most sampling will be for petroleum products.
9. Item List Line 0006 - can this be changed to per drum, assuming this material will be nonhazardous petroleum impacted materials. Disposal costs / tipping fees at landfills are based on weight. It would not be cost effective to dispose of 4 drums weighing 20lbs ea compared to 1 drum with compacted absorbent material weighing 80 lbs.
10. Are labor rates to be portal to portal since this is an emergency response contract?
Attached is the most recent wage determination. See attachments section of solicitation.
11. There are no rates for pickup trucks or emergency response trailers, can these be added? That could be an acceptable addition.
12. There are no line items for expendable materials such as absorbent power, absorbent pads and boom, drums, is the base going to provide these items as needed? MAFB would provide initial response absorbents. Drums and additional absorbents will be contractors responsibility
13. Item List Line 0039 - restoration materials is listed as EA, can this be estimated EA being one load of backfill along with 1 pallet of sod? In the past it was broken down as EA truckload and EA pallet of sod
14. Item List Line 0036 - oil water separators do you have a list of how many and the size of each OWS? Are these clean on an annual basis? MAFB does have a list of OWS.
The OWS s are cleaned as required
15. Will annual increases be allowed on a percentage basis since the contract is through 2030? An updated price list shall be submitted annually (at least 30 days prior to the effective date) to the CO for approval, review and distribution to ordering activities before the effective date of the price change. The vendor may offer voluntary price reductions at any time without written approval.
