This is a Questions and Answers document for solicitation FA481926Q0097, addressing clarifications on a dryer exhaust vent cleaning contract opportunity at Tyndall Air Force Base. The document provides critical guidance on contract structure, facility access, pricing, certifications, and submission procedures.
The contract encompasses 144 total dryer cleanings across six dormitory facilities: CLIN 0001 covers initial cleaning of 48 dryers (within 30 days of award), and CLIN 0002 covers subsequent cleaning of 96 dryers (within 6 months of award), with CLIN 0002 including the same 48 dryers plus an additional 48. Building-specific information identifies vent termination heights ranging from ground level to three stories, with exterior vents on building sides except in "quads" where ducts run through roofs. Offerors must address access equipment requirements in their technical approach, though the government has not identified specific equipment needs. The updated Wage Determination 2015-4559 is available on SAM.gov as of August 19, 2026. While C-Det (Certified Dryer Exhaust Technician) certification is not required, offerors are encouraged to include it. Prime contractors may utilize qualified subcontractors, with subcontractor past performance being evaluated. A government Point of Contact will be designated for site coordination, and a staging area will be provided. Completed quotations must be emailed to the points of contact listed in the solicitation, with expected award on or about September 30, 2026, pending fund availability.

1
Technical Requirements & CLIN Structure
Does the requirement cover a total of 144 individual dryer cleanings (48 dryers in the first cleaning and 96 dryers in the second)?
Yes. The total quantity across the contract is 144 dryer cleanings. CLIN 0001 covers the initial cleaning of 48 dryers (to be completed within 30 days of award). CLIN 0002 covers the subsequent cleaning of 96 dryers (within 6 months of award). CLIN 0002 includes the same 48 dryers cleaned under CLIN 0001 plus the remaining 48 dryers.
2
Technical Requirements & CLIN Structure
The solicitation originally showed CLIN 0001 with a quantity of two (2) "Each" and no CLIN 0002. How should we price this?
An amendment (SF30) has been posted to correct the CLIN structure. CLIN 0001 is now for 48 dryers, and CLIN 0002 has been added for 96 dryers. Offerors must provide separate pricing for CLIN 0001 and CLIN 0002 to align with this revised structure.
3
Access & Facilities
Are there any photos of the dryer exhaust ductwork, dryer connections, and exterior vent termination points?
There are no photos available. However, for all dorms, dryers vent on the sides of the buildings, except in the "quads" where ducts run through the roof to the sides.
4
Access & Facilities
Can you confirm the location of the exterior vent terminations and if any are higher than a typical two-story building to help determine necessary access equipment (e.g., lifts)?
Government-provided building breakdown and access points are as follows:• Bldg 1680: 6 Dryers (exterior vent terminations accessible from ground level).• Bldgs 1050 & 1054: 12 dryers each (24 total). Some terminations are 2 and 3 stories high.• Bldg 1053: 6 dryers. Some terminations are 2 and 3 stories high.• Bldgs 1045 & 1695: 30 dryers each (60 total). Terminations are 2 stories high. The Government is not aware of any specific special equipment required; however, access to these points must be addressed in your approach.
5
Wage Determination
The solicitation references Wage Determination 2015-4559, but it is missing from the attachments. Where can we obtain it?
The updated Wage Determination has been officially posted to SAM.gov as of the afternoon of August 19, 2026.
6
Certifications
Will the Government accept a C-Det (Certified Dryer Exhaust Technician) certification for this effort?
A C-Det certification is not an explicit requirement of the solicitation. However, offerors are encouraged to include it as part of their technical approach.
7
Incumbent / Historical Data
Is this a brand new requirement or is there an incumbent contractor? Is there historical contract information?
This is a new requirement. Historically, dryer vent cleaning was handled locally via Government Purchase Card (GPC), and those individual transactions are not tracked as historical contract awards.
8
Subcontracting & Past Performance
Can prime contractors utilize subcontractors, and can the past performance of those subcontractors be evaluated?
Yes. Prime contractors may utilize qualified subcontractors. The recent and relevant past performance of proposed subcontractors will suffice and be evaluated.
9
Site Access & Logistics
Will a Point of Contact (POC) be provided for site access and coordination, and is there a staging area?
Yes. A Government POC will be designated to assist with coordination and building/area access. A staging area will be provided for the contractor to perform necessary work.
10
Submission & Award
Where should quotes be submitted, and what is the expected award date?
Completed quotations must be emailed to both points of contact listed on the solicitation. The expected award date is on or about September 30, 2026, pending the availability of funds.
11
Solicitation Document Access
The PDF solicitation file on SAM.gov is locked and editing is not permitted. Can an unlocked version be provided?
Due to contract writing system limitations, we cannot unlock the source PDF directly. However, you can print the PDF to a new PDF file, which will unlock the document for your administrative use.
File details come from the government source that posted it.
