About this file
This document is a Questions and Answers file for Solicitation FA481925R0013, an Epoxy Floor Coating project at Tyndall Air Force Base. The project involves installing a floor coating system in Building 9727 (Robotics Maintenance / Range Control Facility), covering approximately 3,100 square feet, excluding the IT Closet. Key details include a full broadcast flake system, filling and leveling concrete seams, and potentially using either epoxy or urethane cement coating, with the government prioritizing durability and appearance requirements.
The solicitation is a firm fixed-price contract managed by the Department of the Air Force Air Combat Command, with work to be performed during normal business hours (0800-1700, Monday-Friday). Points of contact are TSgt Scroggins and SSgt Hinojosa. The project requires removing and replacing existing rubber base, and the contractor will temporarily remove furniture during installation. No bid or performance bonds are required under $150,000, and the government does not have a specific product manufacturer preference. All solicitation details are posted on SAM.gov, and wage determinations for both Service Contract Act and Davis-Bacon Act are applicable.

Epoxy Floor Coating - FA481925R0013 Questions and Answers
1. Do you happen to have the total square footage for all areas requiring the epoxy coating?
· Per the square footage, if you take the internal dimensions of the attached floor plan (96’9 x 33.75’), you get 3,231 qt ft. When removing the thickness of the walls and the area of room 106, you will be under 3100 sq ft. 3100 sq ft is good.
2. We weren’t able to locate any specific instructions to offerors in the solicitation—could you please provide those if available?
· Section L of solicitation contains the instructions to offerors. Based on 52.216-1 this will be a firm fixed price contract.
3. Bid submission requirements and deadlines
· All required information is posted in the solicitation on SAM.gov
4. Scope of work and specifications
· Posted on SAM.gov
5. Pre-bid meeting or site visit information (if applicable)
· No site visit will be held due to enough pictures/drawing being posted.
6. Points of contact for technical or procedural questions
· TSgt Scroggins (lawrence.scroggins@us.af.mil) & SSgt Hinojosa (ian.hinojosa_guillen@us.af.mil)
7. Any additional documents or forms required for participation
· All required information is posted in the solicitation on SAM.gov
8. Please confirm the wage determination for this project. Does the project fall under the Service Contract Act or the Davis Bacon Act? Wage determinations for both were attached in SAM.
· IAW DFARS 222.402-70 due to the sq/ft being worked on we are required to incorporate both. Epoxy or painting falls under both categories, and we didn’t want to restrict competition.
9. Will there be an area to place a 20yd dumpster?
· Yes, a 20 yd dumpster can be placed near the building
10. Will after hours work and weekend work be allowed to expedite the project?
· Per the SOW Para 5.0, work shall occur during normal business hours (0800-1700, Monday – Friday) unless alternate arrangements are coordinated.
11. Can the project area be worked on at once?
· Yes, the project area can be worked at once. We plan on temporarily removing all furniture from the facility during time of installation
12. Is there any wall base to be replaced on this project?
· There is no wall base to be replaced or installed on this project
13. Please confirm that all rooms are receiving the new epoxy system per the provided drawing except room 106-IT Closet per the SOW.
· All rooms aside from 106-IT Closet will be receiving the new epoxy system
14. Is the Govt willing to consider Urethane Cement as the base product in lieu of an Epoxy, as this will flow to the walls and produce a clean edge against the textured, convex 3D printed surface? Urethane cement is a better product to mitigate moisture and avoid any delamination. Cost difference is negligible.
· Urethane concrete is a suitable substitute as long as the product meets the flooring preparation, durability, and appearance requirements reference in the SOW.
15. Are we, the contractor, removing the existing rubber base on the room(s) with drywall and repairing the wall and replacing the rubber base?
· Yes. There is 14’ 2” of base that needs to be removed and replaced.
16. Is there a requirement for the flakes to be a full broadcast or a partial broadcast?
· The flake should be full broadcast.
17. Will the Gov want the seams in the concrete filled and left flush prior to coatings?
· Yes, the seams should be filled and left flush prior to coating.
18. The SOW shows epoxy requirement of .25 inch thickness. This type of system thickness is usually a urethane cement overlay. The SOW shows blue black and white flakes also. This is generally a flake floor system. The product requirement shows a mix of 2 separate types of flooring in this announcement. Both are drastically different in price. Can we get a clarification on which type of floor is needed. Reason I ask is that I have premium grade epoxy flake systems that are 30-40 mils thick that perform under the same requirements needed but are much thinner.
· We trust the contractor’s knowledge of the coating regarding thickness as long as the flooring meets the durability required in the SOW.
19. Does the Gov require a Bid Bond and Performance Bond on this project?
· No, only required over $150k per FAR 52.228-15
20. Is there a specific product or manufacturer you would like for us to use?
· We don’t have a preference.
